Convening and Duration of the Session 1.1 The Ninth Session of the Statistics Division was convened at the Headquarters of the I
25、nternational Civil Aviation Organization in Montreal on Monday, 22 September 1997. Dr. Assad Kotaite, President of the Council, opened the Session (see presentation at Appendix A), which was also addressed by Mr. H. Preza, Chairman of the Air Transport Committee (see presentation at Appendix B). The
26、 Secretary General, Mr. R.C. Costa Pereira, welcomed the Delegates and introduced the officers of the Secretariat. The Session completed its work on 26 September 1997 having held 10 meetings. 2. Agenda 6.1 The Agenda, which had been approved by the Air Transport Committee, was adopted without amendment by the Session, and is reproduced below. Agenda Item 1: Air carrier traffic, traff
37、ic flow and financial data The Division will consider proposals of the Statistics Panel regarding categorization criteria for carriers to replace the present one based on scheduled and non-scheduled operators; reporting of cabotage services; simplification of the reporting requirements for inclusive
38、 tour services; the reporting threshold and reporting of country totals; amendment of the Reporting Instructions related to scheduled air services, international vs domestic, frequent flyers, pooled services, blocked-off charters, blocked space arrangementdjoint services, codesharing and franchising
39、. The Division will also review the publication restrictions applying to the ICAO On-flight Origin and Destination statistics (Air Transport Reporting Form B) and consider other matters affecting the related ICAO statistics programmes on air carrier data (Air Transport Reporting Forms A-1 , A-2, C,
40、EF-1 and EF-2). Agenda Item 2: Air carrier fleet, personnel and accident data The Division will consider proposals of the Statistics Panel regarding categorization criteria for carriers to replace the present one based on scheduled and non-scheduled operators; reporting by aircraft type the average
41、payload and total kilometres flown; reducing the reporting requirement for personnel data; as well as other matters affecting the ICAO air carrier fleet and personnel and civil aircraft on register statistics programmes (Air Transport Reporting Forms D-1, D-2 and H). Also, since the needs of ICAO to
42、 publish statistics on accident and safety rates can now be met by data collected under the accidenthncident data reporting programme (ADREP) administered by the Air Navigation Bureau, the Division will consider a proposal of the Panel to discontinue the collection of information on civil aviation a
43、ccidents through the ICAO Statistics Programme (Air Transport Reporting Form G). Agenda Item 3: Airport traffic and fmancial data The Division will consider proposals of the Statistics Panel to modify the requirement of reporting of airport traffic statistics by combining freight and mail traffic st
44、atistics; the reporting threshold and reporting of country totals; as well as other matters affecting the ICAO airport traffic and financial statistics programmes (Air Transport Reporting Forms I and J). Agenda Item 4: En-route facility traffic and financial data The Division will consider proposals
45、 of the Statistics Panel to reduce the reporting requirements for en- route facility financial data in order to encourage more States to participate in this data collection; as well as other matters affecting the ICAO en-route facility traffic and financial statistics programmes (Air Transport Repor

Agenda Item 6: Automation of the collection, analysis and dissemination of aviation statistics The Division will be invited to review procedures for the collection, analysis and dissemination of civil aviation statistics in light of developments in computer-communic
49、ations technology including CD-ROM, e-mail transmission, and the Internet World Wide Web. Agenda Item 7: Administrative issues regarding the ICAO Statistics Programme The Division will be invited to review suggestions by the Statistics Panel for improving the administration of the ICAO Statistics Programme, responding to privatization of original reporting enti
