SCOPE This Recommendation is applicable to all
6、individual subscribers, users and all mobile stations in the GSM PLM“S. Licences or concessions of GSM PLMN operators, if required, are considered to be a national matter. 1. GENERAL PRINCIPLES The licensing should be based on the following principles : a) That it is a general aim in Europe to limit
7、 the number of administrative rules to a practical minimum. b) That with the name GSM a Pan-European public land mobile system is developed, which can be introduced and be used in all CEPT countries. 2. RECOMMENDATION That in the CEPT countries no form of individual licences shall be required for :
8、a) GSM type approved mobile stations, subscribers or users of home and visited GSM PLM“s. b) The transportation or use of GSM mobile stations. For GSM mobiles the administration of these countries need to take the appropriate measures.
