    5、l standards conflicting with this document have to be withdrawn (dow) 2016-10-07 This document supersedes EN 50518-1:2010. EN 50518-1:2013 includes the following significant technical changes with respect to EN 50518-1:2010. There was no mandatory connection for certification between the three parts

    6、 of the standard with the result that it could be possible to certify only against one or two of the three parts of the standard, which is clearly not the purpose of the WG. This is solved by adding a sentence “This part of EN 50518 is to be read in conjunction with Part 2 and Part 3, and cannot be

    7、used separately.” to the foreword. The scope is limited to intruder and hold-up alarm systems. The resistance class was changed from RC4 to RC3. All normative references are updated. The requirements of the generator and standby generator are changed (7.2 and 7.2.3). It is not mandatory to install g

    8、enerators within the shell. EN 50518 consists of the following parts under the generic title “Monitoring and alarm receiving centre”: Part 1: Location and construction requirements; Part 2: Technical requirements; Part 3: Procedures and requirements for operation. This part of EN 50518 is to be read

    9、 in conjunction with Part 2 and Part 3, and cannot be used separately. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. CENELEC and/or CEN shall not be held responsible for identifying any or all such patent rights. BS EN 50518-1:2

    10、013- 5 - EN 50518-1:2013 Introduction This European Standard applies to Monitoring and Alarm Receiving Centres (MARC) that monitor and/or receive and/or process signals that require an emergency response. In all existing EN 50131 series accomplished under CLC/TC 79 “Alarm systems“, the abbreviation

    11、ARC is used. To avoid confusion and to achieve consistency in terminology the abbreviation ARC will be used throughout this European Standard, where MARC is equivalent for ARC. The function of receiving, processing and initiating response actions by (human) intervention for information provided by a

    12、larm systems is not limited to only those signals as generated by Intruder and Hold-up Alarm Systems (I emergency exit (see 5.6); glazed areas (see 5.7); service inlets and outlets (see 5.9); transfer hatch (see 5.10); ventilation (see 5.8). 5.4 Entrance lobby The entrance lobby shall comprise two d

    13、oors, the dimensions of which shall not exceed 2,5 m high by 1,1 m wide, separated by an entrance lobby the floor area of which shall not exceed 6 m. The doors shall be interlocked to prevent both being opened at the same time except under controlled circumstances. The door from the ARC to the entra

    14、nce lobby shall open into the entrance lobby (see Annex B). The external entrance lobby door shall open outwards. One door shall have a fire resistance according to 5.1.4. The second door shall fulfil RC3 according to EN 1627. Locks and latches conforming to EN 12209, cylinders for locks conforming

    15、to EN 1303 and lever handles and knob furniture conforming to EN 1906 shall be in accordance with the requirements outlined in Table 2 to fulfil RC3.     16、) 4 Both doors shall be fitted with an unlocking device operable only from within the ARC, and shall be fitted with automatic self-closing and locking devices. The doors shall be interlocked to prevent both being opened at the same time. A means shall be provided within the ARC to allow the locking

    17、devices to be overridden in the event of an emergency exit. BS EN 50518-1:2013EN 50518-1:2013 - 12 - 5.2 Facilities Toilet and washing facilities shall be provided within the ARC. Where cooking facilities are provided they shall be separated from the operational area by a construction with a fire re

    18、sistance according to 5.1.4. 5.3 Openings The only openings permitted in the structure of an ARC shall be the following: entrance lobby (see 5.4); emergency exit (see 5.6); glazed areas (see 5.7); service inlets and outlets (see 5.9); transfer hatch (see 5.10); ventilation (see 5.8). 5.4 Entrance lo

    19、bby The entrance lobby shall comprise two doors, the dimensions of which shall not exceed 2,5 m high by 1,1 m wide, separated by an entrance lobby the floor area of which shall not exceed 6 m. BS EN 50518-1:2013- 13 - EN 50518-1:2013 5.5 Lock mechanisms 5.5.1 Electromechanical lock Electromechanical locking devices in compliance with EN 14846 classification 2-R-2-B-0-C-7-H-B-3-E-4-3 (see

    24、 A.1 for the lock code requirement) shall be used to secure the entrance lobby doors. The fixing screws shall be protected against tampering while the door is in the closed position. There shall be a mechanical override for emergency release, protected against accidental use. If the locking device i

    25、s being fitted in the door, the electrical cable to the lock shall be contained in a metal armoured door loop, and otherwise be mechanically protected where exposed. 5.5.2 Mechanical lock Mechanical locking devices in compliance with EN 12209 classification 2-R-2-1-0-C-7-H-B-3-E (see A.2 for the loc

    26、k code requirement) shall be used to secure other doors. Where alternative locking devices are used the above criteria shall be maintained. 5.6 Emergency exit Additional emergency exit door(s), together with their hinges, frames, fixings, multiple locking points and unlocking devices, shall meet the

    27、 same requirements for physical strength and physical resistance as specified in 5.5.2. The emergency exit door(s) shall open outwards and shall be provided with unlocking devices in compliance with EN 179 intended to be released only in the event of an emergency. The unlocking devices shall be oper

    28、able only from inside the ARC. 5.7 Glazed areas Glazed areas shall offer resistance to physical attack and bullet attack as specified in Table 3.     29、hould have a fire resistance according to 5.1.4. The interior of the ARC shall not be visible from any point external to the outer building. 5.8 Ventilation Ventilation systems for the ARC shall comply with EN 13779. Indoor air quality (EN 13779:2007, 7.4.1) design assumptions for floor area per per

    30、son shall be in accordance with the kind of use “small office room” (EN 13779:2007, Table A.12). The use of air filters shall be in accordance with EN 13779:2007, Table A.5: outdoor air quality ODA 1, indoor air quality IDA 4 resulting in filter classes F5. The sound pressure level in the permanentl

    31、y manned area of the ARC shall be (30-40) dB(A) (EN 13779:2007, Table A.12). With regard to internal loads the heat production of persons shall be in accordance with EN 13779:2007, Table A.13, activity “seated, relaxed”. Openings in the structure of an ARC for ventilation systems shall meet the requ

    32、irements of 5.1.2 for resistance to physical attacks. Where the cross-sectional area of a ventilating inlet or outlet exceeds 0,02 m, suitable alarm detection equipment shall be fitted to detect any attempt to enter the ventilation inlet. The ventilation inlet and outlet openings in the shell of the

    33、 ARC shall be physically protected. Ventilation inlet and outlet openings shall be protected with air-tight flaps which can be locked in the closed position from inside the ARC. BS EN 50518-1:2013EN 50518-1:2013 - 14 - 5.9 Service inlets and outlets A breach in the shell of the ARC for the admission

    34、 of any service cables or pipe shall not exceed 0,02 m in cross-sectional area. The clearance around a cable or pipe should not exceed 1,5 mm. Where clearance around a cable or pipe exceeds 1,5 mm, it should be filled with material of equivalent specification to that of the shell. 5.10 Transfer hatc

    35、h / chute A transfer hatch or chute may be located in the shell of the ARC. The hatch/chute shall open into a security controlled area. The hatch/chute shall be constructed to a standard similar to that of the shell of the ARC. The points of entry shall be interlocked to prevent direct access to the

    36、 ARC being available at any time and the opening and closing actions shall be controlled from within the ARC. The outer entrance shall open outwards away from the ARC. Voice communication system(s) shall be available between the operations area of the ARC and the outer entry of the hatch/chute. 6 Al

    37、arm systems of ARC 6.1 General Electronic detection for all essential elements of the ARC shall be as follows: external attack (intruder); fire; access/exit; gas; communications; hold-up; personnel safety monitoring; signals from the electronic protection systems; CCTV. All systems referred to in th

    38、is clause shall be maintained in accordance with the applicable standards. Where no standards exist maintenance shall be in accordance with manufactures guidelines to ensure reliability at all times. 6.2 External attack Security shall be such that the ARC is protected by an intruder alarm system in

    39、accordance with EN 50131-1, grade 3. Where the ARC is located other than at ground level, or where access may be gained from below (e.g. from a basement) then the floor of the ARC shall also be protected by the intruder alarm system.     46、8-1:2013- 15 - EN 50518-1:2013 The areas of the building occupied by the company which operates the ARC, and in which the ARC is located, shall be protected by an intruder alarm system installed in accordance with EN 50131-1. Such intruder alarm systems shall incorporate a warning device in accordan

    47、ce with EN 50131-4 to alert the ARC staff immediately on notification of an alarm. Recommendations for design, planning, operation, installation and maintenance are given in the application guidelines CLC/TS 50131-7. A risk assessment shall be carried out to determine the design of the intruder alar

    48、m system. 6.3 Fire The areas of the building occupied by the company which operates the ARC, and in which the ARC is located, shall be protected by a fire detection system which comprise components certified according to EN 54 series and shall be installed in accordance with EN 54-14. 6.4 Entry/exit

    49、 An audible or visible alarm shall operate within the ARC to notify the operators when any entrance door to the ARC or lobby is not secured. An alarm condition shall be signalled when an emergency exit door is opened or both the entry door to the lobby and ARC are open at the same time. 6.5 Gas The ARC shall have detection systems for at least carbon monoxide, which will give warning to the ARC staff prior to levels reaching a concentration necessitating evacuation. 6.6 Communications All cable b
