Existingliftswereinstalledtothesafetylevelappropriat

    31、eatthattime.Thislevelislessthantodaysstateoftheart forsafety. Newtechnologiesandsocialexpectationshaveledtotodaysstateoftheartforsafety.Thishasledtothesituation todayofdifferentlevelsofsafetyacrossEuropecausingaccidents.However,usersandauthorisedpersonsexpect acommonacceptablelevelofsafety. Inadditi

    32、on,thereisagrowingtrendforpeopletolivelongerandfordisabledpeopletoexpectaccessanddesign forall.Thereforeitisespeciallyimportanttoprovideasafemeansofverticaltransportfordisabledandelderly personswithoutsupervision. Liftattendantsandinmanycasesbuildingcaretakersarenotsocommonanymore,soitisimportanttha

    33、trelevant safetyfeaturesfortherescueoftrappedpersonsshouldbeprovided. Furthermorethelifecycleofaliftislongerthanmostothertransportationsystemsandbuildingequipment,which thereforemeansthatliftdesign,performanceandsafetycanfallbehindmoderntechnologies.Ifexistingliftsare notupgradedtotodaysstateofthear

    34、tofsafetythenumberofinjurieswillincrease(especiallyinbuildingswhich canbeaccessedbythegeneralpublic). WiththefreedomofmovementofpeoplewithintheEUforbothusersandauthorisedpersons,familiarisationwith thedifferentinstallationsisbecomingmoreandmoredifficult. Approachofthisstandard Thisstandard categoris

    35、esvarioushazardsandhazardoussituations,eachofwhichhasbeenanalysedbyarisk assessment; isintendedtoprovidecorrectiveactionstoprogressivelyandselectivelyimprove,stepbystep,thesafetyofall existingpassengerandgoodspassengerliftstowardstodaysstateoftheartforsafety; enableseachlifttobeauditedandsafetymeasu

    36、restobeidentifiedandimplementedinastepbystepand selectivefashionaccordingtothefrequencyandseverityofanysinglerisk; liststhehigh,mediumandlowrisksandcorrectiveactionswhichcanbeappliedinseparatestepsinorderto eliminatetherisks. Otherdesignstopreviousnationalregulationsorstandards,providingtheyhaveaneq

    37、uivalentsafetylevel,maybe acceptable. Useofthisstandard Thisstandardcanbeusedasaguidelinefor: a) nationalauthoritiestodetermineitsownprogrammeofimplementationinastepbystepprocessviaafiltering process(seeannexA)inareasonableandpracticable 1) waybasedonthelevelofrisk(e.g.extreme,high, medium,low)andso

    38、cialandeconomicconsiderations; b) ownerstofollowtheirresponsibilitiesaccordingtoexistingregulations(e.g.UseofWorkEquipmentDirective); 1) “Reasonableandpracticable”isdefinedasfollows:“Indecidingwhatisreasonablypracticabletheseriousnessofariskto injuryshouldbeweightedagainstthedifficultyandcostofremov
