    1、EIA STANDARD Standard for Plans to Determine Lead- Content of Electronic Components and Related Equipment EIA/ECCB-952 September 14, 2004 / to allow efficient and effective compliance checks; to be implementable by laboratories in many different locations; and to allow harmonization of compliance an

    2、d enforcement methods. Above all, they must minimize technical bamers to the trade of products around the world. 2. Purpose of this document This document is intended for use by: (1) manufacturers, suppliers, repairers, and maintainers of products to develop methods to test, analyze, or otherwise as

    3、certain the lead content of the products they manufacture or supply; and (2) customers and users of those products to know, on a quantitative basis, the lead content of the products, and to understand the method(s) by which it was determined. This document describes the required elements of a Plan f

    4、or assessing the lead content of a product, or set of products. The Plan owner is the manufacturer, supplier, repairer, or maintainer of the products. The Plan documents, in an organized manner, the baseline processes that the Plan owner uses to assess, with quantitative results, the lead content of

    5、 the product, or set of products, It is expected that: (a) the Plan will be a high-level reference to the processes used, but that the actual processes (b) the Plan will be a baseline document that addresses the majority of issues associated with will be documented separately; and the Plan owners us

    6、e of lead-free solder, and will be tailorable to address program- specific issues. 3. Scope This document defines the requirements for documenting processes to assure customers and users of given products or sets of products, that their lead content is known. This document does not contain detailed

    7、descriptions of the processes to be documented, but lists high-level requirements for such processes, and areas of concern to the users and customers that must be EIA/ECCB-952 Page 2 addressed by the processes. The detailed information may be obtained from other sources, including the references of

    8、this document. 4. References Directive 2002/95/EC of the European Parliament and of the Council of 27 January 2003 on the Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment (ROHS). Directive 2002/96/EC of the European Parliament and of the Council of 27 Jan

    9、uary 2003 on Waste Electrical and Electronic Equipment (WEEE). 5. Terms and Definitions For purposes of this document, the following terms and definitions apply. 5.1 Information services provider: An entity or organization that analyzes, monitors, or provides information for use in conjunction with

    10、designing, procuring, manufacturing, maintaining or supporting products for which the lead content should be known. 5.2 Product manufacturer: An entity or organization that manufactures a product or set of products for which the lead content must be known on a quantitative basis. 5.3 Product supplie

    11、r: An entity or organization that: (a) distributes a product obtained from a manufacturer to a subsequent customer or user; or (b) integrates a manufactured product into a higher level product that is supplied to a subsequent customer or user. 5.4 Product repairer: An entity or organization that rep

    12、airs or restores a product to service after it fails in service. 5.5 Product maintainer: An entity or organization that is responsible for keeping a product available for service, after it has been placed in service. 5.6 Product customer: An entity or organization that purchases a product, either fo

    13、r use or re- sale. 5.7 Product user: An entity or organization that uses an item after it has been placed in service. 5.8 Shall: Indicates a mandatory requirement to be followed in order to conform to this document. 5.9 Should: Indicates that, among several possibilities: - one is recommended as par

    14、ticularly suitable, without mentioning or excluding others; or - a certain course of action is preferred but not necessarily required; or - (in the negative form) a certain course of action is deprecated but not prohibited.     15、le within the limits of this document. 6. Requirements The product manufacturer, supplier, repairer, or user of a product or set of products shall have a Plan that describes the baseline of documented processes to assess, on a quantitative basis, the lead content of the product or set of products. -

    16、 NOTE: TYPICALLY, THIS WILL BE A BASELINE PLAN THAT ADDRESSES ISSUES AND PRODUCTS. IT IS RECOMMENDED THAT THE PLAN BE TAILORABLE TO ADDRESS ISSUES SPECIFIC TO GIVEN PROGRAMS OR PRODUCTS. DESCRIBES PROCESSES THAT WILL BE APPLICABLE TO A MAJORITY OF THE PLAN OWNERS Elements of the plan include process

    17、es to define the product, or element of the product, for which the lead content is to be assessed (6. i), processes to homogenize the product or element for assessment (6.2), processes to test, analyze, or otherwise ascertain on a quantitative basis, the lead content of homogenized product or elemen

    18、t (6.3), processes to report results (6.4), and processes to identifj the assessed status of a product or set of products (6.5). - NOTE: IT IS PREFERRED THAT THE REQUIRED PROCESSES BE DOCUMENTED SEPARATELY, WITH THE PLAN REFERRING TO THEM IN AN ORGANIZED MANNER TO SATISFY THE REQUIREMENTS OF THIS DO

    19、CUMENT. 6.1 Processes to define the product or element to be assessed The Plan shall include or reference processes that assure that the product, or element thereof, which is to be assessed for lead solder content is identified clearly and unambiguously. NOTE 1: THE INTENT OF THIS REQUIREMENT IS TO

    20、ASSURE THAT MANUFACTURERS, SUPPLIERS, REPAIRERS, MAINTAINERS, USERS, AND CUSTOMERS OF THE PRODUCT WILL HAVE THE INFORMATION, IN PROPERLY DOCUMENTED FORM, NECESSARY TO UNDERSTAND THE MEANING OF THE REPORTED LEAD CONTENT OF THE PRODUCT, EITHER BY ITSELF, OR AS AN ELEMENT OF A HIGHER LEVEL PRODUCT. NOT

    21、E 2: MANY PRODUCTS ARE HOMOGENEOUS WITH RESPECT TO LEAD CONTENT, E.G., A METALLIC MATERIAL THAT CONSISTS ENTIRELY OF A SINGLE METALLIC ALLOY. OTHER PRODUCTS WILL BE COMPLETELY INHOMOGENEOUS, E.G., A COMPUTER MONITOR IN WHICH LEAD MAY BE PRESENT ONLY AT A NUMBER OF RELATIVELY SMALL LOCATIONS SUCH AS

    22、ELECTRONIC SOLDER JOINTS. STILL OTHER PRODUCTS MAY FALL SOMEWHERE IN BETWEEN THESE TWO EXTREMES, SUCH AS A MICROELECTRONIC COMPONENT OR PIECE PART IN WHICH THE SOLDER JOINTS COMPOSE A SIGNIFICANT PART OF ITS WEIGHT OR VOLUME. THIS REQUIREMENT IS INTENDED TO ASSURE THAT THE PROCESS FOR DEFINING THE S

    23、ELECTED ELEMENT IS DOCUMENTED, UNDERSTOOD, AND FOLLOWED. EIA/ECCB-952 Page 4 6.2 Processes to homogenize the product or element for assessment The Plan shall include or reference processes and methods used to homogenize the selected product, or element thereof, as determined by the processes documen

    24、ted in accordance with clause 6,l. The homogenization process documentation shall include: 0 Descriptions of equipment used; 0 Process descriptions; 0 Process parameters; Results reporting; 0 Quality assurance methods; and 0 Any other information necessary to describe and assure consistency of the p

    25、rocess. NOTE 1 : VARIOUS HOMOGENIZATION METHODS EXIST, INCLUDING, BUT NOT LIMITED TO: 0 Chemical dissolution; 0 Mechanical mixing; 0 Mechanical grinding and mixing; 0 Melting. NOTE 2: FOR REPAIR OF PRODUCTS IN SERVICE, THIS REQUIREMENT INCLUDES, BUT IS NOT LIMITED TO, THE METHODS LISTED IN NOTE 1, W

    26、ITH SPECIAL CONSIDERATION FOR METHODS BY WHICH LEAD MAY BE INTRODUCED BY THE REPAIR PROCESS, WHICH ARE NOT PRESENT IN TH E OR1 G I NALLY MANUFACTURED PROD U CT. 6.3 Processes to test, analyze, or otherwise ascertain on a quantitative basis, the lead content of homogenized product or element The Plan

    27、 shall include or reference processes that are capable of assessing, on a quantitative basis, the lead content of the product or element thereof, as defined in clause 6.1. The analysis process documentation shall include: O Descriptions of equipment used; O Process descriptions; O Process parameters

    28、; O Results reporting; O Quality assurance methods; and O Any other information necessary to describe and assure consistency of the process. EIA/ECCB-952 Page 5 6.4 Processes to report results The Plan shall include or reference processes and formats to report results of the assessment in a clear, c

    29、oncise, unambiguous, and controlled format. Results shall include the following information and data: Unique identifier of the product or element that is assessed, e.g., serial number (see sub- clause 6. i); A brief prose description of the product or element that is assessed (see sub-clause 6.1); D

    30、escription of the method or process used to homogenize the product or element (see sub-clause 6.2); Description of the method or process used to analyze the homogenized product or element (see sub-clause 6.3); Quantitative results of the assessment (see sub-clause 6.3). The Plan should include a sta

    31、ndard form to be used in reporting all results. 6.5 Processes to identify the assessed status of a product or set of products 6.5.1 Product identification The Plan shall include or reference documented processes to identify products, or elements thereof, for which the lead content has been determine

    32、d according to the Plan. The processes may include: 0 Physical marking of the product or element, in which case the shape, color, configuration, and allowable dimensions of the mark shall be documented in a controlled manner; Physical marking of the container of the product or element, in which case

    33、 the shape, color, configuration, and allowable dimensions of the mark shall be documented; Documentation, in paper or electronic form, which identifies the product or element by serial number or other unique identifier; or Any other method that meets the intent of this Clause. 0 0 0 6.5.2 Configura

    34、tion control The Plan shall include or reference processes to identi and report which products, or elements thereof, have been assessed in accordance with the Plan, and the results of that assessment. EIA/ECCB-952 Page 6 7. Administrative Reauirements 7.1 Plan organization The Plan shall be organize

    35、d in such a manner that each of the requirements of Clause 6 is addressed clearly, concisely, and unambiguously. 7.2 Terms and definitions The terms and definitions used in the Plan shall be those of Clause 5 of this document, unless they are clearly defined otherwise in the Plan. 7.3 Plan focal aut

    36、hority 7.3.1 Identification A focal authority (internal to the Plan owner) shall be identified in the Plan. 7.3.2 Responsibilities The focal authority shall: i 0 act as the primary interface between the Plan owner and outside parties in matters pertaining to the Plan; assure that the Plan is reviewe

    37、d and updated as necessary; and ensure that all technical and administrative issues are resolved in a timely manner. o o 7.4 References The Plan shall include a list of all the documents referenced in the Plan, including this document, other industry and government documents, and the Plan owners int

    38、ernal documents. 7.5 Plan applicability The Plan shall document all the product types, families, or technologies to which the Plan applies. - NOTE: THIS IS NOT INTENDED TO BE A LIST OF PART NUMBERS. IT MAY INCLUDE, FOR EXAMPLE, THE APPLICABLE MARKET SEGMENT, OR AN EFFECTIVITY DATE, OR OTHER RANGE OF

    39、 PRODUCTS. 7.6 Plan implementation The plan owner shall implement and follow the processes documented in the Plan, within its range of applicability. EIA/ECCB-952 Page 7 7.7 Plan acceptance . The Plan shall be accepted when the Plan owner and the customcr agree that it is acceptable to both parties,

    40、 if the customer chooses to exercise the right of acceptance. - NOTE: IT IS MOST EFFICIENT WHEN THE PLAN DOCUMENTING BASELINE PROCESSES FOR A GIVEN PLAN OWNER IS ACCEPTED BY A WIDE RANGE OF CUSTOMERS. IT IS EVEN MORE EFFICIENT WITH THE USE OF A THIRD-PARTY APPROVAL PROCESS THAT IS ACCEPTED BY ALL (O

    41、R MOST) CUSTOMERS. 7.8 Plan modifications The Plan may be modified by adding, deleting, or changing one or more clauses. Modified plans shall be given unique identification numbers. NOTE 1 : THE BASELINE PLAN IS EXPECTED TO SATISFY THE MAJORITY OF THE PLAN OWNERS PRGRAM REQUIREMENTS; BUT IT MAY BE M

    42、ODIFIED, OR TAILORED, TO SATISFY INDIVIDUAL PROGRAM REQUIREMENTS. IN THIS CASE, THE BASELINE PLAN REMAINS IN EFFECT, AND THE MODIFIED PLAN BECOMES A PROGRAM-SPECIFIC PLAN. NOTE 2: IF THE BASELINE PLAN IS PERMANENTLY MODIFED, IT IS SUPERSEDED BY THE MODIFIED PLAN, WHICH THEN BECOMES THE NEW BASELINE
