    1、A-A-5454 6.5 9999974 0063b78 7 A-A-54584 10 February 1992 COMMERCIAL ITEM DESCRIPTION RAZOR, SURGICAL PREPARATION The General Services Administration has authorized the use of this Commercial Item Description as a replacement for Federal Specification GG-R-001308A which is cancelled. This commercial

    2、 item description covers a straight safety razor and blades suitable for use in preparing patients for surgical procedures. Salient characteristics: The razor and blades covered by this specification shall be of the types and compositions as specified. Type I - Razor, Surgical Preparation Type II -

    3、Blade, Surgical Preparation Razor Style 1. Corrosion-resisting steel, coated Style 2. Corrosion-resisting steel, uncoated Material. Razor. The safety razor shall be fabricated from nickel silver containing 10.0 1.0 percent nickel. The sheath of the blade holder and the razor guard shall be 0.20 inch

    4、 thick. The core of the blade holder shall be 0.114 inch thick. The handle shall be 0.036 inch thick or 3/4 hard Class 3, Type 301 austenitic stainless steel sheet 0.030 inch thick and shall be in accordance with American Society for Testing and Materials (ASTM) Designation F899 for cornposition onl

    5、y. The pin rivet and washers shall be fabricated of nickel silver or silicon bronze. Blade. The rib of the blade shall be fabricated from plated carbon steel conforming to 1008 of ASTM A29 for composition only or cold rolled aluminum strip conforming to chemical composition for aluminum alloy 3003 o

    8、020 (maximum) The beveled edge shall be treated with a fluorocarbon-telomer coating such as sintered polytetrafluroethylene. . Desiqn and dimensions. The surgical razor and the blade shall be in accordance with Defense Personnel Support Center (DPSC) Drawing No. 20204 for design and dimensions. The

    9、straight razor and blade shall be suitable for use in preparing patients for surgical procedures. Construction. Razor. The razor shall be a straight safety razor, and shall consist of a blade holder, a handle and a razor guard. The razor shall propeilly accommodate the removable and reversible blade

    10、 (type II). Blade holder. The blade holder shall consist of a core, a grooved insert, and a sheath. Core. One end of the core shall be rounded off and the upper surface provided with a crescent-shaped, smooth grip for the fourth finger, and with a slightly depressed serrated thumb grip on the lower

    11、side. The upper surface of the serrated thumb grip shall be, grooved to receive the inner end of the grooved insert. Grooved insert. The lower exposed surface of the grooved insert shall have a full length groove of adequate size in the center width, when assembled in the blade holder to hold the ri

    12、b of the blade securely and to prevent any appreciable side or end movement of the blade. The inner end shall fit securely in the grooved end of the core and the outer end shall be securely held in place by the lip on the end of the sheath. Sheath. The width of the sheath shall be sufficient to fit

    13、tightly over the upper surface of the grooved insert and core, and extend down on each side flush with lower surface of the core, except that the sides between the serrated thumb grip and the free end shall be of uniform width, and one side 2 Provided by IHSNot for ResaleNo reproduction or networkin

The center portion of the free end shall be provided with a lip to hol

    15、d the grooved insert securely in place. The upper corners of the free end shall be slightly rounded. The inner ends shall be assembled in the sheath and shall be securely held by crimping. Handle. The handle and the assembled blade holder shall be attached by a pin rivet and two 5/16 inch washers. T

    16、he washers shall be placed on the pin rivet between the handle and the holder. The rivet shall hold the parts with sufficient tension for the blade holder to remain folded in the handle to protect the blade when closed, and to stay in an open position during use, but without excessive tension which

    17、would prevent the holder from being freely opened and closed. Razor suard. The razor guard shall be a removable and reversible tooth guard, as shown in the drawing. Blade. The blade shall be two-piece, consisting of a rib and a cutting blade. The rib shall securely hold the cutting blade. The cuttin

    18、g blade shall have a single cutting edge. The central portion of the cutting blade shall have an optional rectangular hole, provided the hole is required during the manufacturing process, and shall not exceed the maximum limits specified on the drawing. Finish. Razor. The razor components fabricated

    19、 from nickel silver sheet metal shall be chromium plated. All exterior surfaces of the razor shall have a bright polished finish. The outer ends of pin rivet attaching the blade holder in the handle shall be smoothly peened. Blade. The cutting edge of the blade shall be bilaterally ground and honed

    20、to razor sharpness. The final honed bevels shall be flat, smooth and continuous throughout the entire length. Except for the extreme 1/8 inch at either end, the cutting edge shall be free from micro-cracks, and not more than 5 percent of the edge length shall show nicks, notches, or unhoned portions

    21、 when viewed microscopically at a magnification of 100 diameters. The remainder of the blade shall have a smooth, bright polished finish. There shall be no evidence of injury to the razor, such as corrosion, scumming or pitting when boil tested in accordance with ASTM Designation F1089. Identification markinq. The razor,

    25、the removable tooth guard and the blade rib shall be permanently and legibly marked with the name or trademark of the manufacturer or supplier. Workmanship. The razor and blades shall be free from defects such as nicks, feathers, pits, jagged edges and burrs which detracts from their appearance or i

    26、mpairs their serviceability. Unit. Each (EA). One razor (type I) as specified, constitutes one unit. Package (PG). Unless otherwise specified the contract or purchase order, the contractor is responsible the performance of all inspection requirements as specified herein. Except as otherwise specified i

    28、n the contract or in for purchase orde?, the contractor-may use his own or any facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the specifica

Records of examinations and tests performed by or for the contractor shall be maintained by the contractor and made available to the Go

    30、vernment upon the Governments request, at any time, or from time to time, during the performance of the contract and for a period of three years after the delivery of the supplies to which such records relate. Inspection. inspection, as used herein, is defined as both examination (such as visual or

    31、auditory investigation without the use of special laboratory appliances or procedures) and testing (determination by technical means of physical and chemical properties) of the item. Samplinq for inspection. Sampling for inspection shall be conducted in accordance with MIL-STD-105. Where feasible, t

    32、he same sample shall be used for the determination of two or more inspection, examination, and test characteristics. The unit of product for inspection, examination, and test purposes shall be one razor and blade. Unless otherwise specified, sampling for examination shall be conducted at inspection

    33、level II, except for dimensions which shall be conducted at inspection level S-1, AQL 2.5 (percent defective) and sampling for tests (when applicable) shall be conducted at inspection level S-l. Acceptance number for tests shall be zero (O) for all samples. O Contractor certification. The contractor

    34、 shall certify that the product offered meets the salient characteristics of this description and conforms to the producers own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformance prior to first delivery and the

Tests shall be conducted to determine compliance with specification

    36、 requirements. Chemical analysis. In the absence of contractor certification for the raw material,.a chemical analysis shall be conducted. The chemical analysis shall be performed by reagent solutions, combustion methods, nonemission methods, or by spectrochemical analysis. Any ASTM method shall be

    37、acceptable. Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch/pound units, providing they fall within the tolerances specified using conversion tables contained in the latest revision of Federal Standard No. 376, and a

    38、ll other requirements of this document are met. dimensions and those dimensions exceed the tolerances specified in the inch/pound units, a request should be made to the contracting officer to determine if the product is acceptable. The contracting officer has the option of accepting or rejecting the

    39、 product. If a product is manufactured to metric Requlatory requirements. I Federal Food, Drus and Cosmetic Act. If the product covered Food and Drug by this document has been determined by the U.S. Administration to be under its jurisdiction, the offeror/contractor shall comply, and be responsible

    40、for compliance by its subcontractors/suppliers, with the requirements of the Federal Food, Drug and Cosmetic Act, as amended, and regulations promulgated thereunder. In addition, the offeror/contractor shall comply, and be responsible for compliance by its subcontractors/suppliers, with the requirem

    41、ents of all other applicable Federal, State, and local statutes, ordinances, and regulations. Recovered materials. The offeror/contractor is encouraged to use recovered material in accordance with Federal Acquisition Regulation Subpart 23.4 to the maximum extent practical. Preservation, packaqinq, p

    42、 ackinq, labelinq, and markinq. Unless otherwise specified, preservation, packaging and packing shall be to a degree of protection to preclude damage to containers and/or contents thereof under normal shipping conditions, handling, etc., involving shipment from the supply source to the receiving act

    43、ivity, plus reshipment from receiving activity, and shall conform to applicable carriers rules and regulations.
