    1、 A-A-59855 12 January 2010 COMMERCIAL ITEM DESCRIPTION TRANSCEIVER, AVALANCHE This Commercial Item Description is approved for use by the Defense Supply Center, Philadelphia and is available for use by all Departments and Agencies of the Department of Defense. 1. SCOPE. This commercial item descript

    2、ion covers the requirements for avalanche transceivers which are used to help find personnel who are buried in the snow while also wearing an avalanche transceiver. 2. CLASSIFICATION. The avalanche transceiver will be furnished in one type and size. 3. SALIENT CHARACTERISTICS. The avalanche transcei

    3、ver shall be furnished with a harness and a transceiver. The transceiver shall be portable and capable of donning on the body by use of a harness system. The transceiver shall provide a digital distance and directional display to the victims transceiver. The transceiver shall be capable of identifyi

    4、ng multiple burial victims with transceivers and displaying the different direction and distances for each. The transceiver shall be capable of detecting and displaying a signal of at least 40 meters. The transceiver and the on/off button shall be easily usable with typical combat gloves while meeti

    5、ng the standards in this description. The transceiver shall be capable of easy transition from the transmit mode to the receive mode. The transceiver shall transition from search mode to transmit mode by pressing one button only once. The search button and display shall be usable while still in the

    6、harness attached to the body.     8、rom IHS-,-,-A-A-59855 2 3.1 Battery power. The transceiver shall operate from no more than 3-AAA alkaline batteries. 3.1.2 Frequency. The transceiver shall be capable of transmitting and receiving signals to/from all brands of avalanche transceivers operating on 457 kilohertz (kHz). 3.1.3 Weight. Th

    9、e transceiver shall weigh no more than 13 ounces. 3.1.4 Audio. The transceiver audio signal, while in the search mode, shall increase in pitch as it is it moved closer to a transmitting transceiver. 3.1.5 Harness. The harness shall be designed to hold the transceiver close to the body. The harness s

    10、hall be furnished with an integrated, adjustable waist and chest strap (see drawing 3-3-0114). 3.2 Tests. The transceiver shall comply with: ETSI EN 300 718, ETSI EN 300 718-1, ETSI EN 300 718-2 and ETSI EN 300 718-3. 3.3 Workmanship. The avalanche transceiver shall have no unexpected material or co

    11、mponent failures during a continuous one-year cycle. The avalanche transceiver shall have no unexpected material or component failures during periodic use over a five year period. The finished avalanche transceiver shall conform to the quality of product established by this document. The occurrence

    12、of defects shall not exceed the contractors own quality assurance standards and the quality assurance standards defined in the technical data in the solicitation and/or contract. 3.4 Service life. The avalanche transceiver shall have no unexpected material or component failures during a continuous o

    13、ne-year cycle. The avalanche transceiver shall have no unexpected material or component failures during periodic use over a five year period. 3.5 Labels/barcoding/instruction slip. If applicable, all labeling, barcoding and instruction slip requirements shall be as specified in the solicitation or c

    14、ontract (see 7.2). 3.5.1 Labels. Each transceiver avalanche shall have identification label Class 5 conforming to Type VI of MIL-DTL-32075. The color of the label shall be white. The following information shall be included in the printing for the identification label for the transceiver avalanche. T

    15、RANSCEIVER, AVALANCHE NSN: XXXX-XX-XXX-XXXX The following instruction information shall be supplied: a. the name or trademark of the manufacturer, importer or supplier b. the meaning of any markings on the product c. the use of the product d. how to choose other components for use in the system e. h

    17、ng i. identification of the model, if more than one model is available 4. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 4.1 Recycled, recover

    18、ed, or environmentally preferable materials. Recycled, recovered, or environmentally preferable materials should be used to the maximum extent possible, provided that the material meets or exceeds the operational and maintenance requirements and promotes economically advantageous life cycle costs. 5

    19、. PRODUCT CONFORMANCE PROVISIONS. 5.1 Product conformance. The products provided shall meet the salient characteristics of this commercial item description, conform to the producers own drawings, specifications, standards, and quality assurance practices, and be the same product offered for sale in

    20、the commercial marketplace. The Government reserves the right to require proof of such conformance. 5.2 Visual examination.
