This standard has been prepared by Technical Committee CEN/TC 151 “Construction equipment and building material machines Safety” (Secretar

    4、iat: DIN, Germany). The responsible German body involved in its preparation was the Normenausschuss Kommunale Technik (Municipal Services Standards Committee), Technical Committee NA 051-03-02 AA Maschinen fr den Straenbetriebsdienst. This standard is published in a consolidated version incorporatin

    5、g the Amendment A1:2008. This standard, in conjunction with the previous edition EN 13021:2003 contains specifications meeting the essential requirements set out in Annex I of the “Machinery Directive”, Directive 98/37/EC (valid until 28 December 2009), and the “revised Machinery Directive”, Directi

    6、ve 2006/42/EC, which takes effect on 29 December 2009, and which apply to machines that are either first placed on the market or commissioned within the EEA. This standard serves to facilitate proof of compliance with the essential requirements of the directives. Once this standard is cited in the O

    7、fficial Journal of the European Union, it is deemed a “harmonized” standard and thus, a manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive (“presumption of conformity”). Amendments This standard differs from DIN EN 13021:2003-09 as follows: a)

This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by June 2009, and conflicting nation

This document has been prepared under a mandate given to CEN by the European Commission and the European Free Trade Association, and supports essential requirements of EU Directive(s). DIN EN 13021:2009-04 EN 13021:2003+A1:2008 (E) 5 Introduction This European Standard is a Type C-standard as stated in !EN ISO 12100“. The machinery concerned and the extent to which hazards are covered

    30、is indicated in the scope of this standard. !When provisions of this type C standard are different from those which are stated in type A or B standards, the provisions of this type C standard take precedence over the provisions of the other standards, for machines that have been designed and built a

    31、ccording to the provisions of this type C standard. The machinery concerned and the extent to which hazards, hazardous situations and events are covered are indicated in the scope of this European Standard.“ 1 Scope This European Standard applies to winter service machines which are defined in claus

    32、e 3. This European Standard deals with all significant hazards (see clause 4) identified through a risk assessment pertinent to winter service machines when they are used as intended and under the conditions foreseen by the manufacturer. This European Standard does not deal with significant hazards

    33、associated with !deleted text“ EMC. This European Standard specifies the appropriate technical measures to eliminate or reduce risks arising from the significant hazards associated only with machine operation, setting and adjustments, load discharge and routine maintenance. Winter service machines a

    34、re normally mounted on carrier vehicles (e.g. trucks, tractors, construction machinery and mobile industrial handling equipment). This European Standard does not cover requirements for the carrier vehicles even where specific modifications have been made to realise the winter service application. Th

    35、ese requirements will be handled in directives and standards for the construction of carrier vehicles. The use of winter service machines in public road traffic is governed by national regulations. This standard does not cover any requirements for demountable bodywork systems (e.g. demountable conta

    36、iners). These requirements are specified in other standards. This European Standard does not deal with: machines or components which are solely designed for clearing rails such as rail sweepers or blowers; walker-operated and hand-held winter service machines; highway maintenance machines covered by

    37、 !EN 13524“, such as front-mounted sweepers; machines for the maintenance of sports grounds; machines for agriculture, horticulture and forestry; machines intended for use in potentially explosive atmospheres. This European Standard applies to winter service machines which are manufactured after the
