CGSB is engaged in the production of voluntary standards in a wide range of subject areas through the

    22、management system.4.2.2 General Requirements The quality management system shall meet the requirements specified in par. 4.2.3.4.2.3 Specific Elements and Processes of the Quality Management System The quality management system of a drum reconditioning, remanufacturing or repair facility shall inclu

    23、de all of the following elements and processes:4.2.3.1 Management Commitment Facility management must appoint a member of management who, irrespective of other responsibilities, has the authority and responsibility for overseeing the quality management system of the facility, includinga. ensuring th

    24、e quality management system is established and maintained;b. reporting to management on the performance of the quality management system;c. promoting awareness of the importance of the requirements of this standard and the TDG Regulations throughout the facility.4.2.3.2 Human Resources A human resou

    28、 Manual A program documentation manual must be developed, with the following components:a. Title page with the company name, facility location, and name and position of the person responsible for compliance with this standardb. Flow chart depicting the operation of the facility with specific referen

    29、ce to the equipment and its use, inspection and test points, and sequence of operationsc. Description of the process used for implementing and documenting the quality management systemd. List of all written instructions or procedures, where they are located in the facility and who is responsible for

    30、 performing them. The instructions and procedures must include all activities to ensure that the work performed conforms to this standard and the TDG Regulations. They must include but are not limited to the following:i. Internal inspectionii. External inspectioniii. Leak testingiv. Performance test

    31、ing for remanufactured drumsv. Calibration of testing equipmentvi Statement concerning how drums that do not conform to the requirements of this standard or the TDG Regulations are to be handledvii. Statement indicating who is responsible for keeping the program documentation manual up to date and t

    32、he procedure for initiating and implementing a change in the manual.PART IIREQUIREMENTS FOR RECONDITIONING, REMANUFACTURING AND REPAIR OF STEEL DRUMS5. GENERAL REQUIREMENTS5.1 Application The requirements specified in this part apply to the reconditioning, remanufacturing and repair of steel drums.5

    33、.2 Quality Management System The quality management system requirements specified in par. 4.2 apply to the reconditioning, remanufacturing and repair of steel drums.5.3 Compliance The steel drum reconditioning, remanufacturing and repair facility must be registered with Transport Canada to conduct t

    34、he functions specified in this standard. Appendix A describes the requirements for registration with Transport Canada.     36、ured closures;d. it does not conform to the requirements of par. 4.1.1;e. it meets any of the damage criteria listed in column IV of Table 1.6. DETAILED REQUIREMENTS: RECONDITIONING6.1 Application A steel drum conforming to the requirements specified in par. 5.4 is eligible for reconditioning.6.2 Re

    37、conditioning Process The reconditioning process shall consist of all the italicized steps below. The non-italicized steps shall be performed if required. Steps need not be performed in the sequence specified.a. Wash the interior of the steel drum to remove previous ladings.b. Rinse the interior of t

    38、he steel drum to remove washing materials.c. Dry the interior of the steel drum to remove liquids.d. Clean the interior of the steel drum with an abrasive material or suitable chemical to remove any rust.e. Neutralize the acid cleaning material.f. Clean the exterior of the steel drum with an abrasiv

    39、e material or suitable chemical to substantially remove paint, rust, durable labels and adhesives.g. Remove all dents and creases.h. Straighten chimes that are not equipped with a separate chime reinforcement hoop.i. Clean all closures or replace with new ones equivalent in performance to the origin

    40、al and suitable for the intended use.j. Replace all nonintegral gaskets with new ones equivalent in performance to the original and suitable for the intended use.k. Perform an interior inspection in conformance with the requirements specified in par. 6.2.2.l. Perform an exterior inspection in confor

    41、mance with the requirements specified in par. 6.2.3.m. Perform a leak test in conformance with the requirements specified in par. 6.2.4.n. Coat or line the interior of the steel drum.o. Coat or paint the exterior of the steel drum.p. Ensure all closures are installed.6.2.1 Thermal Cleaning For steel

    42、 drums with removable heads, the interior and exterior cleaning steps referred to in par. 6.2 a. to f. inclusive may be replaced by a thermal process in conformance with the following requirements:a. Remove the lid and ring from the steel drum. Burn the drum body and lid in a furnace to oxidize any
