    2、 Text of the Recornmendation adopted by the “Telecommunications” Commission : “The European Conference of Postal and Telecommunications Administrations, considering that, in the long term, a fully automatic enquiry service is a desired aim, but that this will probably not be achieved within the cour

    3、se of the next ten years, recommends that, for the near future, the operational methods and means described below be adopted: 1. DEFINITIONS Considering that most Administrations are planning to use computers for their enquiry service, it would be best to use the following definitions for the differ

    4、ent enquiry service systems: a) Manual system A traditional enquiry system using directories, conventional indexes, microfiche, microcard, microfilm, etc. b) Pre-semi-automatic enquiry service system The calling subscriber gets through to the enquiry operator; the operator feeds the enquiry into the

    5、 computer and receives the information on a data terminal (e.g. VDU) and passes it on to the caller. Both interrogation of national computers and interrogation at a distance of computers abroad are planned. c) Semi-automatic enquiry system The calling subscriber gets through to the enquiry operator;

    6、 the operator feeds the enquiry into the computer. If it is possible to identify the correct answer immediately, the enquiry operator is released immediately and the information is passed orally to the caller by automatic equipment equipped with a voice. Otherwise, corresponding entries appear on th

    7、e enquiry operators data terminal, the operator looks for the exact entry possibly by talking with the caller - and then triggers a reply from the automatic equipment equipped with a voice. At the same time, the enquiry operator is released. d) Automatic enquiry system The calling subscriber gains d

    8、irect access to the enquiry service computer. He feeds in his enquiry in digital form (e.g. with the aid of a keyboard) or possibly in analogue from (e.g. direct oral entry) and receives the information back directly form automatic equipment equipped with a voice. When immediate identification of th

    9、e enquiry is not possible, the enquiry is automatically transferred to an (operator) enquiry position. 2. OPERATIONAL PROCEDURES AND METHODS 2.1 Access to the international enquiry senice a) In the originating country Uniform national access code of the “special service” type. Standardisation of the

    10、 access code in the different countries is a desired aim, but the problem can only be resolved in the long term, within the framework of the problem of all call numbers for special services in the world at large.     11、he destination country Making an international enquiry service available to which operators in other countries have access and which provides information which has been duly updated on the national network. A uniform access code in all CEPT countries should be adopted. The code recommended for acces

    12、s to the international enquiry service is made up as follows: - language figure - code 12 - code 15 Countries planning to use an access code in the interim which is made up of an xyz code between code 12 and code 15 are asked to use an identical xyz code. 2.2. information provided by the internation

    14、ialogue between the operators, in one of the CEPT working languages (French, English, German) or in any other language used on the service in question (manual, pre-semi-automatic and semi-automat- ic system). b) By feeding the request, by means of a data transmission system, into the computers using

    15、 a standardised format and procedure (pre-semi-automatic, and semi-automatic system). 2.3.2. Looking for the information requested (in the originating and destination countries) a) Manual search using traditional methods. Other than using telephone directories which, up until now, has been the most

    16、widespread practice, it is heavily recommended, during the transitional stage before the total use of computers, for operators to avail themselves of the most modern information holders such as microfiche, microfilm, etc., given the ease with which they are updated, the ease with which they are used

    17、 at work, their speed and their more efficient integration into international enquiry service positions. The mutual exchange of means of information concerning call numbers should take place between CEPT Administrations at selected intervals with the aim of achieving a good quality of service so lon

    18、g as this can be justified from the economic point of view. b) Interrogation of a computer in the destination country, either by an operator in the originating country or by an operator in the destination country. 2.3.3. Means of reply 2.3.3.1. In the originating country a) Oral reply by the operato

    19、r to the caller. b) Reply in standardised language by means of automatic equipment equipped with a voice. a) Oral reply by the operator in the destination country to the operator in the originating country (manual b) The computer passes the information into a data terminal in the destination country
