    2、commendation adopted by Commission “Telecommitiiications”: “The European Conference of Posts and Telecommunications Administrations, Considering - that it is of the highest importance for customers (manufacturers, suppliers or users) to be informed as accurately as possible of the administrative for

    3、malities necessary before terminal equipment is connected (directly or indirectly) to the Administration telecommunications system; - that such formalities should be as simple as possible, while preserving the prerogatives of the Administration, and should therefore be as far as possible harmonised

    4、and, ideally, identical in all CEET countries; - that, in the last resort, Administrations are responsible for the quality of service and for the proper functioning of the telecommunications installations and networks provided and maintained by them; - that they should therefore protect the network

    5、and installations, as well as the personnel, from any form of damage, injury, however caused; - that certain Administrations may wish to extend such precautions to users; - that the Administrations should be free to choose the industrial policies they wish to pursue; - that the Approval Authority in

    6、 any CEPT country may be O (a) the Administration, (b) an independent Approvals Body which is authorised by Government or Administration, (c) the Government; - that approval evaluation procedures for private equipment are specified in CEPT Recommendation T/SF 13; - that besides type approval other a

    7、dministrative formalities may be necessary before private equipment is con- nected to the Administrations telecommunications system. Recommends - that before any private equipment is connected to the Administrations system, the user should be properly informed about the legal regulations and the con

    8、ditions of use required by the Administration. This may simply mean indicating that the equipment has been approved for connection to the network; - that a connection point is the interface (a physical and electrical boundary) between an Administrations system and Privately Owned Customer Apparatus

    9、and determines the extent of the customers apparatus and the extent of the Administrations System; - that Private Terminal Equipment, in the context of this Recommendatiozi, is any privately owned and supplied customers apparatus on the customer side of the connection point; - that the legal regulat

    10、ions and conditions of use of private equipment-apart from unique pieces of equipment or software especially built for one particular use and user (“one-Offs”) and some indirectly connected equipment that does not require full approval evaluation-should be harmonised and therefore be in agreement wi

AREA OF APPLICATION By private equipment shall be meant equipment w

    13、hich is both privately owned and supplied and which can be connected to the Administrations telecommunications system. It shall be a condition for connection of private equipment to the connection point of.the Administrations telecommunications system that the equipment is approved according to Reco

    14、mmendation T/SF 13. INSTALLATION AND CONNECTION Users wishing to attach private equipment to the Administration?s telecommunications system must comply with the relevant conditions for connection. In some countries it may be necessary to obtain the Administra- tion?s consent also. In some cases Admi

    15、nistrations or other authorities may issue a general consent for the connection of some types of approved equipment where appropriate connection facilities exist. Conditions for installation and connection of private equipment vary for different types of equipment and networks. In some cases the ins

    16、tallation and/or connection may be carried out by authorised firms only, and in some cases the Administration or another relevant authority will ratify the correct installation and/or carry out the connection to the network. Where appropriate connection facilities exist the connection may be carried

    17、 out by the user. The Administration to whose network private equipment is connected may carry out spot checks from time to time and where non-approved equipment is connected will arrange for its disconnection. There may be a limit to the number of items of private equipment that are allowed to be s

    18、imultaneously connected to one connection point. In this case subscribers will be so advised. MAINTENANCE AND OPERATION The connection point for the attachment of the private equipment to Administrations telecommunications system determines network operation and maintenance Administration?s and user

    19、?s responsibilities concerning. Such point will be defined by the Approval Authority or by the Administration. Easy and quick disconnection of the equipment from the network has to be possible at this point to allow tests to be carried out separately on the equipment and on the network. It is advisa

    20、ble for the supplier of private equipment to provide the responsible maintenance entities and subscribers with clear and exhaustive directions (normally in the national language) for the correct installation, operation and maintenance of the equipment. In some countries provision of directions is ob

    21、ligatory. All private equipment must be used in a safe manner and should not be modified or allowed to fall into a state of disrepair such that the safety of other users or Administration staff is imperilled. Where appropriate, the private maintenance provider must be qualified. In some countries th

    22、e maintainer of certain apparatus must be certified by a third party. A written declaration or other evidence may be requested by the Administration of the qualification or certification of the maintenance provider. All private equipment must be used in such a way that it does not cause interference

    23、 or other inconveniences to the operation of the telecommunication system. If this occurs the subscriber shall be obliged to disconnect without delay the private equipment and not to connect it again until the fault has been repaired or the inconveniences have been removed. Any costs arising from di

    24、sconnection, re-connection or possibly, modification of private equipment which is either hazardous or causing interference shall be paid by the person or organisation who has responsibility for the particular private equipment without prejudice to any obligations borne by the supplier of the privat

    25、e equipment. In some cases, faults should not be reported to the telecommunication Administration unless it has been established with certainty that the fault cannot be ascribed to the private equipment. Administrations may wish to charge for any costs incurred which a

    27、re found to bc attributable to failures in equipment which is not the responsibility of that Administration. RIGHTS AND RESPONSIBILITIES OF ADMINISTRATIONS AND SUBSCRIBERS Whatever the type of equipment to be connected, the subscriber must be fully aware that the teleconimunica- tion Administrations

    28、 have no responsibility for the functioning and quality of the private equipment. Subject to other regulations Administrations reserve the right to modify the function of the transmission, signalling and switching equipment of the telecommunication network in relation to the attached subscriber inst

    29、allation, and in connection with such modifications they do not undertake to ensure that the equipment connected can continue to be used. However, Administrations will inform users concerned in due time of such changes in the network which can be envisaged to influence the function and usefulness of

    30、 private equipment to at least the extent of their legal requirements. Modification of private equipment necessitated by network changes is at subscribers expense. The Administration reserves the right to request the subscriber to adapt the number of lines to its trafic condition. Some Administratio

    31、ns may require that the subscriber shall inform the Administration before carrying out any modifications on the installation. Subject to the production upon request of proper evidence of identity and authority, persons engaged on the business of the Administration shall be able to enter subscribers

    32、premises at all reasonable times for any purpose connected with the service. Failure to comply with the conditions of connection and use of private equipment may place a subscriber in breach of the law or of his contract with the Administration. The consequences will then vary considerably between individual countries. - Edition of November 30, 1985
