Recommendation T/SF 29 concerns Services and facilities aspects of debit telephone cards; 2. the payphone credit card allows the billing of the services either on a subscriber telephone number

    3、or on the accounting number assigned to a generic telephone user; 3. the credit card is distinguished univocally either by a “subscriber telephone nuniber” or an “user accounting number” assigned to identify in any case its owner; 4. for the exploitation and control functions the credit card needs t

    4、o be recognized valid for the service on the basis of the identification coded data; 5. normaliy the credit card is used exclusively by its owner (subscriber/user) who is authenticated by means of a personal code when the service is requested to avoid any kind of abuse; 6. the credit card owner may

    5、need to check the progressive amounting of the services exploited by means of the same credit card; 7. the unconditioned use of the credit card may involve a heavy billing to be charged to the subscriber/user as well as his solvency problems; 8. the Administration issuing the credit cards for subscr

    6、ibers/users may have interest to verify periodically that their use is not involving a heavy billing to the owners, in any case not exceeding certain limits; 9. the credit card may be handled by a person who is not its legitimate owner (because the card may have been lost or stolen) so causing possi

    7、ble danger mainly to the subscriber/user and indirectly to the Administration; 10. the credit card can offer special facilities, on the basis of its technical requirements, which may make easier the exploitation of the telephone service by the owner and the check of its use; 11. the credit card is c

    8、onceptually a part of a processing system which runs the payphones on the basis of information change and data transfer so that it offers advantages and disadvantages; 12. the credit card has the following advantages: 12.1. full availability for the telephone service payment, 12.2. the regularity of

    9、 the operational and control functions concerning the use of the credit cards is assured by a 12.3. personal use by the owner (user advantage), 12.4. the credit card is a flexible means of payment for a “professional” use of the telephone service available to certain firms which could entrust it to

    10、their employees with or without some restriction, 12.5. the credit cards may be issued by the Administration directly to the subscribers/users so that the distribution by the sale outlets and any consequent cost factors (payment of sale commissions, credit card storing and lost risks) are avoided, 1

    11、2.6. the validity of the credit cards is independent of the effects of the call tariff change, 12.7. the credit card can evolve towards a multiservice card, 12.8. the credit cards avoid all the disadvantages caused by the use of coins/tokens and prepayed cards (not available at the right time), 12.9

    13、rom the calls carried out and to make not acting the credit cards which have been lost or stolen or, for any reason, dont cause a payment consequent of their use, 13.2. the danger of a wrong identification of a credit card by the system; this must be very reliable either to identify the credit card

    14、and its owner or to transfer the data requested for the transaction processing.     15、 to allow the sure identification of the user to be able to send him the bill corresponding to the carried out calls; the payphone should be able to recognize that the credit card is issued by the proper service; the used credit card, or the system, should allow the authentication of its owner (e.g.

    16、 by a secret code) to prevent him to be involved in possible theft or loss of his card; the credit card, or the system, should memorize data concerning the calls it allowed (e.g. date and charging); this capability will enable the subscriber/user to prove how much his card has been utilized and the

    17、issuing Administration to fx a credit threshold over which a procedure of collecting the due amounts will start; the memory capacity of the credit card could be utilized also to offer the user supplementary telecommunication services (e.g. list of telephone numbers accessible by an abreviated dialli

    18、ng); the credit card could be limited to allow only certain telephone calls (e.g. local, trunk calls); the system should be able to identify barred credit cards in all places where the credit card could be used e.g. by akess to an opposition list containing the caracteristic data of these credit car

    19、ds to which the service must be interdicted; the system arranged to send the debiting data must guarantee a maximum of reliability and surety of the transmitted data and take into account the credit threshold value as a changeable parameter to ask the subscriber/user for the payment of the due amoun

    20、ts; the system should allow in all places where the credit card may be used the access to an opposition list containing the caracteristic data of that credit card to which the service must be considered interdicted; the installation of credit card payphones should be accompanied by proper equipments

    21、 allowing the subscriber/ user to access the transaction data memorized in the credit card or in the centralized system and to obtain a written documentation. In alternative the subscriber/user could have information concerning the carried out traffic by means of proper terminals run by the Administ

    22、rations staff. The documentation of the trafic could be available together with the telephone bill at the subscriber/user request; the dimensions of the credit cards should be such as to be convenient to the user (according to the IS0 standard), and should be as thin as practicable but of sufficient

    23、 thickness to withstand handling by users; the appearance of the credit card should charly distinguish it from other cards which may be in use, and the card should be marked with a pictogram; either the credit card or the payphone should display a clear indication of the correct way of using the card; signs indicating the availability of credit card payphones should be displayed on street signs and kiosks, and credit card payphones should be easily recognisable from a distance.” Edition of November 30, 1985
