    1、W 2326434 0006876 3 = 25-07 Page E 1 Recommendation T/R 25-07 E (Lecce 1989 (CR) FREQUENCY COORDINATION FOR THE EUROPEAN RADIO MESSAGE SYSTEM (ERMES) Recommendation proposed by Working Group T/WG 15 “Radio Administration, Regulation and Frequency Management” (RARF) Text of the Recommendation adopted

    2、 by the “Telecommimicntiois Commission : “The European Conference of Postal and Telecommunications Administrations, considering a) that the ERMES system being developed by ETSI will require frequency spectrum for the implementation of the system by 1992, and also for the expected expansion of the sy

    3、stem, b) that the ERMES system will require 1, and, in some countries, probably 2 or 3 channels per country for the implementation of the system, and further channels as required by the traffic expansion, c) that in border areas, between more than 2 countries, up to 8 channels wiil probably be requi

    4、red for the implementation of the system, and in the most congested areas the traffic load will probably require up to 16 channels by 1995, d) that the frequency band 169.6-169.8 MHz has been chosen as the band from which frequencies are selected for the implementation and expansion of the system, e

    5、) that in congested areas, the frequencies from the band 169.4-169.6 MHz may be assigned in addition to the frequency band 169.6-169.8 MHz, f) that the frequency bands in question are heavily used by other land mobile services in all the CEPT member countries, and in neighbouring countries outside C

    6、EPT, g) that it takes up to 5 years to free frequencies in this frequency area, noting 1. that the ERMES system will be developed based on frequency agile receivers, and, thus, common European channels are not required for the operation of the system, 2. that in the light of the high e.r.p. and prot

    7、ection required for the ERMES system compared with the parameters for other land mobile applications in the same band, use of common channels all over CEPT would ease the frequency coordination, 3. that if common European frequencies are not used for ERMES in all countries, it is necessary that coun

    8、tries using the common channels, for other land mobile applications, give some degree of protection to the use of the frequencies for ERMES in neighbouring countries, O O recommends 1. as from 1.1.1992 the following frequencies are designated as European channels for the ERMES system in all CEPT mem

    9、ber countries : 169.6 MHz, 169.65 MHz, 169.7 MHz, 169.75 MHz, if these designated channels cannot be used as from the implementation of the ERMES system in a certain border area, the countries involved shall, in common agreement, make a selection of appropriate channels from the band 169.4-169.8 MHz

    10、, that the remaining channels in the band 169.6-169.8 MHz be designated for further expansion of the ERMES system, if necessary, the use of ERMES stations on both sides of the borders of the countries concerned, on the channels mentioned in recommends 1 to 3, shall be coordinated if the interfering

    11、field strength from the ERMES stations exceeds 30 dBpV/m at the border line, 2. 3. 4.     12、e frequencies designated for ERMES, the interfering field strength from the ERMES stations in neighbouring countries shall not exceed 12 dBpV/m at the border line unless otherwise agreed in accordance with recommends 2, that if the frequencies in recommends 1 are not used for ERMES, the interfering

    13、field strength from the other land mobile applications shall not exceed 30 dBpV/m at the border line to neighbouring countries, that Administrations may agree, on a bilateral basis, that other channels than those mentioned in recom- mends 1 and 2 be designated for ERMES from the band 169.4-169.8 MHz

    14、. Those channels shall be available on the same conditions as mentioned under recommends 1 to 4, that frequencies for the ERMES system from the band 169.4-169.6 are subject to coordination with neighbour- ing countries when the interfesing field strength from the ERMES stations exceeds 12 dBpV/m at

    15、the border line, that propagation criteria as described in Annex 2 are used for calculating the interfering field strength, that, in coordinating frequencies for the ERMES system, the technical criteria as given in Annex 1 are used, and that the following procedure is applied: when requesting coordi

    16、nation the relevant characteristics of the base station (see Annex 3) shall be forwarded to the Administration affected, the Administration affected shall evaluate the request for coordination and shall within 30 days notify the result of the evaluation to the Administration requesting coordination,

    17、 if in the course of the coordination procedure, the Administration affected requires additional information, it may request such information, if no reply is received by the Administration requesting coordination within 30 days it may send a reminder to the Administration affected. An Administration

    18、 not having responded within 30 days shall be deemed to have given its consent and the frequency may be put into use with characteristics given in the request for coordination, the pesiods mentioned above may be extended by common consent.     21、TERIA FOR CALCULATING INTERFACING FIELD STRENGTH Propagation curves The curves attached to this annex should be used to determine the interfering field strength. For special cases including sea path propagation, Administrations may agree upon other curves. Correction factors The following correction

    22、 factor should be used for receiving antenna from 10 meters to 3 meters. For distances 100 km the correction is - 5 dB Linear interpolation shall be used for intermediate distances. Effective antenna height The effective antenna height used to determine interfering field strength is the difference b

    23、etween the physical height of the antenna and the average height of the terrain. The evaluation of the average height of the terrain may be subject to agreement.
