INTRODUCTION The fie movement of radioconununications goods and the provision of Europe-wide servim for radimmmunications are only achievable if there exist common regulations houghout Europe regarding avaiiability of fiequency bands, approval requirements and border
4、 crossing procedures. A basic requirement to fdt3 these objectives is the Europe-wide hplementation of regulations based on the European TelecommUncations Standards (ETSs) developed by the European TelecommuniCatins Standards Institute (ETS), This Decision RC/DEC/(96)08) provides the nemssary mechan
5、ism for CEPT Administrations to commit themselves to implement, within their national regimes, European TelecommuniCations Standard 300 197l and withdraw any conflicting national standard. 2. BACKGROUND Both the ERC and ETSI are involved in the development of common regulations, as described in (1)
6、above. The Memorandum of Understanding between ERC and ETSI explains the respective responsibilities of the two organisations and its annex describes the principles of cooperation. The ERC, for its part, should, inter dia, adopt Decisions on the introduction of ETSI standards into approval regimes.
7、ETS 300 197 has been prepared by the Transmission and Multiplexing (lM) Technid Committee of ETSI. The standard has undergone the ETS standards approval procedure and is now published as an ETS. The ETS is based on CEPT Recommendaton T/R 12-01. The use of the fiequency range (37 to 39.5 GHz ) covere
8、d by ETS 300 197 is not harmonised within (2EP-. Administrations have adopted di8erent arrangements, to meet national requiremenis, for channel separations (3.5,7, 14,28,56 and 140 MHz). Mer, the equipment used m this fiequency range is subject to national licensing and fiequency planning which requ
9、ires specication of, inter dia, fieqnency of operation and equivalent isotropically radiated power (eirq.). Nevertheless, there are a numbex of parameters, in particular those amsidaed by the ERC as essential for spectmn management purpod, which can be harmonised by adopting within approval regulati
10、ons the limit vahies and measurement methods provided in ETS 300 197. 3. REQUIREMENT EY3R AN ERC DECISION The allation and assignment of radio fiequencies and the complementary equipment approval regimes in CEPT Member couniries are laid down by iaw, regulation or administrative action. The ERC reco
11、gnises that for honised fixed and mobile radio services to be introduced SUCCeSSfiily throughout Europe, manuhcturas and operators must be given the amfiden? to make the necessary investment in the development and procurement of new systems. Commitment by CEFT Administrations to implement this ERC D
12、ecision will provide a clear indication that equipment conforming to approval regulations based on ETS 300 197 will have the benefit of a Europe-wide market. 15、and the related regulatoryregimes; that such harmonisation will benefit administrations, manufacturers, operators and users; that ETSI has published ETS 300 197 for equipment to be used for radio relay systems in the fixed service operating in the 37 to 39.5 GHz equency range with channel separation
16、s of 3.5,7,14,28, 56 and 140 m, that, for the foreseeable future, there will continue to be widespread use of radio relay systems in the fixed service having the technical characteristics described m (c) above; that, in accordance with the Memorandum of Understanding between ERC and ETSI, the ERC sh
17、all adopt ERC Decisions on the introduction of ETSI standards into approval regimes; that the use of radio equipment is subject to national licensing and frequency planning requirements, in particular for frequency of operation and e.i.r.p.; that suitable tmnsitional arrangements are given in CEFT R
18、ecommendation T/R 01-05. DECIDES 1. to adopt, by 1 March 1997, approval regulations for equipment to be used for radio relay systems operating in the frequency range 37 GHz to 39.5 GHz with transmitter power levels of up to lW, based on the limit values and measurement methods for spectrum managemen
19、t parameters contained in ETS 300 197, with the exclusion by national choice of those parameters which are subject to national licensing requirements3. A list of the spectrum management parameters to be included in approval regulations is given in Annex 1; 2. to withdraw any conflicting national app
20、roval regulation(s); 3. that CEFT Member Administrations shall Communicate the national measures impiementhg this Decision to the ERC Chairman and the ER0 when the Decision is nationally implemented. Annex 2 and 3 are provided for information to show which options have been adopted by each administr
