    25、ybyaMember Statewillbetakenintoaccountinthecalculationofitsownrateofenergyrecovery.Unlessotherwisespecified byaparticularEuropeanCommissionDecision,thenumeratoroftheequationshouldincludepackaging exportedforenergyrecovery; c) themeasurementpointsfordeterminingtherateofenergyrecoveryshallbebasedoninp

    26、utstorelevant processesdefinedintheflowchart; NOTE ThisisinaccordancewiththeprinciplelaiddownintheEuropeanCommissionsDecisionondatabase(97/138/EC). Usingthesepointsofmeasurementisthemostpracticalwayofobtainingreliabledata. d) theenergyrecoveryrateshallbecalculatedforaperiodoftimegivenbylegislation,a

    27、ndthedeterminationof numeratoranddenominatorquantitiesshallbeatcoincidenttimes; NOTE Thisprinciplepresumesasteadystatefortheflowofmaterialthroughtheprocessesdefinedintheflowchart.The effectonthecalculatedratearisingfromfluctuatingflowsandfromlongdelaysbetweenprocessesiscomplex.Theratedefine d in6all
