    9、modem, up-to-date energy conservation code addressing the design of energy-ef- ficient building envelopes and installation of energy-efficient mechanical, lighting and power systems through requirements emphasizing performance. The International Energy Conservation Codem, in this first edition, is d

    10、esigned to meet these needs through model code regulations that will result in the conservation of energy in all communities, large and small. This comprehensive energy conservation code establishes minimum regulations for energy-efficient buildings using prescriptive and performance-related provisi

    11、ons. It is founded on broad-based principles that make possible the use of new materials and innovative techniques that conserve energy. Additionally, the International Energy Conservation Code is designed to be compatible with the BOCA National Codes published by Building Officials and Code Adminis

    12、trators International, Inc. (BOCA), the International Codes published by Intemational Code Council (ICC), the Standard Codes published by Southern Building Code Congress International, lnc. (SBCCI), and the Uniform Codes published by International Conference of Building Oficials (ICBO). The Internat

    13、ional Energy Conservation Code provides many benefits, among which is the model code development process that offers an international forum for energy professionals to discuss performance and prescriptive code requirements. This forum provides an excellent arena to debate proposed revisions. This mo

    14、del code also encourages international consistency in the application of provisions. Development This first edition of the International Energy Conservation Code incorporates the provisions of the 1995 edition of the Model Energy Code promulgated by the Council of American Building Officials (CABO)

    15、and includes the approved changes from the 1995, 1996 and 1997 CABO Code Development Cycles. The Model Energy Code was originally developed jointly by BOCA, ICBO, National Conference of States on Building Codes and Standards (NCSBCS), and SBCCI, under a contract funded by the United States Departmen

    16、t of Energy (DOE). Effective December 4, 1995, CABO assigned all rights and responsibilities to the Model Energy Code to the ICC. The principles utilized in the development of this code were based on the intent to establish an energy conservation code that adequately conserves energy; does not unnec

    17、essarily increase construction costs; does not restrict the use of new materials, products or methods of construction; and does not give preferential treatment to particular types or classes of materials, products or methods of construction. Adoption The International Energy Conservation Code is ava

    18、ilable for adoption and use by jurisdictions internationally. Its use within a governmental jurisdiction is intended to be accomplished through adoption by reference in accordance with proceedings establishing the jurisdictions laws. At the time of adoption, jurisdictions should insert the appropria

    19、te information in provisions requiring specific local information, such as the name of the adopting jurisdiction. These locations are shown in bracketed words in small capital letters in the code and in the sample adoption ordinance. The sample adoption ordinance on page v addresses several key elem

    20、ents of a code adoption ordinance, including the information required for insertion into the code text. Maintenance The International Energy Conservation Code is kept up to date through the review of proposed changes submitted by code enforcement officials, industry representatives, design professio

    21、nals and other interested parties. Proposed changes are carefully considered through an open code development process in which all interested and affected parties may participate. The contents of this work are subject to change both through the Code Development Cycles and the governmental body that

    22、enacts the code into law. For more information regarding the code development process, contact BOCA, ICBO or SBCCI. While the development procedure of the International Energy Conservation Code assures the highest degree of care, BOCA, ICBO, SBCCI, their members and those participating in the develo

    23、pment of this code do not accept any liability resulting from compliance or noncompliance with the provisions because BOCA, ICBO and SBCCI do not have the power or authority to police or enforce compliance with the contents of this code.     25、OR ADOPTION OF THE INTERNATIONAL ENERGY CONSERVATION CODE ORDINANCE NO. An ordinance of the JURISDICTIONL adopting the 1998 edition of the International Energy Conservation Code, regulating and controlling the design, construction, quality of materials, erection, installation, alteration, repair, lo

    26、cation, relocation, replace- ment, addition to, use or maintenance of the building envelope, mechanical, lighting and power systems in the JURISDICTION ; providing for the issuance of permits and collection of fees therefore; repealing Ordinance No. of the JJURISDICTION and all other ordinances and

    27、parts of the ordinances in conflict therewith. The GOVERNING BODY of the JURISDICTION does ordain as fOllOWS: Section 1. That certain documents, three (3) copies of which are on file in the office of the JURISDICTIONS KEEPER OF RECORDS and the JURISDICTION, being marked and designated as the Interna

    28、tional Energy Conservation Code, as published by the International Code Council, be and is hereby adopted as the code of the JURISDICTION for regulating the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or

    29、maintenance of the building envelope, mechanical, lighting and power systems in the JURISDICTIONLand providing for the issuance of permits and collection of fees therefore; and each and all of the regulations, provisions, conditions and terms of such International Energy Conservation Code, 1998 edit

    30、ion, published by the International Code Council, on file in the office of the JURISDICTIONL are hereby referred to, adopted and made a part hereof as if fully set out in this ordinance. Section 2. The following section is hereby revised: Section 3. That Ordinance No. of JURISDICTION entitled (fil1

    31、in here the complete title of the present energy conservation ordinance or ordinances in effect at the present time so that they will be repealed by definite mention) and all other ordinances or parts of ordinances in conflict herewith are hereby repealed. Section 4. That if any section, subsection,

    32、 sentence, clause or phrase of this ordinance is, for any reason, held to be unconstitutional, such decision shall not affect the validity of the remaining portions of this ordinance. The GOVERNING BOD hereby declares that it would have passed this ordinance, and each section, subsection, clause or

    33、phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses and phrases be declared unconstitutional. Section 5. That the JURISDICTIONS KEEPER OF RECORDS is hereby ordered and directed to cause this ordinance to be published. (An additional provision may b

This code shall be known as the International Energy Conservation code of NAME OF JURISDICTION, and shall be cit

    43、ed as such. It is referred to herein as “this code.” 101.2 Intent. The provisions of this code shall regulate the design of building envelopes for adequate thermal resistance and low air leakage and the design and selection of mechanical, electrical, service water-heating and illumination systems an

    44、d equipment which will enable effective use of energy in new building construction. It is intended that these provisions pro- vide flexibility to permit the use of innovative approaches and techniques to achieve effective utilization of energy. This code is not intended to abridge safety, health or

    45、environmental re- quirements under other applicable codes or ordinances. 101.3 Compliance. Compliance with this code shall be deter- mined in accordance with Sections 101.3.1 and 101.3.2. 101.3.1 Residential buildings. For residential buildings, a systems approach for the entire building and its ene

    46、rgy-us- ing subsystems which utilizes renewable sources (Chapter 4), an approach based on performance of individual compo- nents of the building envelope (Chapter 5), an approach based on performance of the total building envelope (Chap- ter 5), an approach based on acceptable practice for each enve

    47、lope component (Chapter 5) or an approach by prescrip- tive specification for individual components of the building envelope (Chapter 5). 101.3.2 Commercial buildings. For commercial buildings, a prescriptive, system, or energy cost budget approach (Chapter 6) or as specified by acceptable practice

    48、(Chapter 7). 101.4 Scope. This code sets forth minimum requirements for the design of new buildings and structures or portions thereof and additions to existing buildings that provide facilities or shelter for public assembly, educational, business, mercantile, institutional, storage and residential

    49、 occupancies, as well as those portions of factory and industrial occupancies designed primarily for human occupancy, by regulating their exterior envelopes and the selection of their HVAC, service water-heat- ing, electrical distribution and illumination systems and equip- ment for effective use of energy.
