    8、sensus standards that have been developed in accordance with the rules of theAmerican National Standards Institute (ANSI). When AWS American National Standards are either incorporated in, ormade part of, documents that are included in federal or state laws and regulations, or the regulations of othe

    9、r governmen-tal bodies, their provisions carry the full legal authority of the statute. In such cases, any changes in those AWS standardsmust be approved by the governmental body having statutory jurisdiction before they can become a part of those lawsand regulations. In all cases, these standards c

    10、arry the full legal authority of the contract or other document that invokesthe AWS standards. Where this contractual relationship exists, changes in or deviations from requirements of an AWSstandard must be by agreement between the contracting parties.AWS American National Standards are developed t

    11、hrough a consensus standards development process that bringstogether volunteers representing varied viewpoints and interests to achieve consensus. While AWS administers theprocess and establishes rules to promote fairness in the development of consensus, it does not independently test, evalu-ate, or

The specification for covered stainless steelelectrodes, issued in 1946, was prepared by a joint committee of the American Soci

    30、ety for Testing and Materials and theAmerican Welding Society. This cooperative effort continued for about 20 years and produced three revisions. The firstrevision, produced exclusively by the AWS Committee on Filler Metals, was published in 1969.The current revision represents the tenth revision of
