、(Wireless Wideband InterNet Access) - Stage 1 Air Interface Requirements 1 Purpose This document outlines the requirements for the Wireless Wideband InterNet Access (WWINA) Air Interface (AI) standard that enables wireless portability and nomadic roaming subscriber services that compete with the DSL

、 and cable modem markets. 2 Document Scope The scope of this document is to define requirements for all aspects of the WWINA air interface. 3 Abbreviations and Acronyms The abbreviations and acronyms used in this document are described as follows: 3G 3RDGeneration AI Air Interface AT Access Terminal

、 (represents functional entity) BSR Base Station Router (represents functional entity) CDMA Code Division Multiple Access FTP File Transfer Protocol GoS Grade of Service GSM Global System for Mobile communications IP Internet Procotol kbps Thousand bits per second Mbps Million bits per second MHz Me

、ga Hertz QoS Quality of Service RF Radio Frequency TCP Transmission Control Protocol TDMA Time Division Multiple Access VoIP Voice over IP VPN Virtual Private Network W-CDMA Wideband Code Division Multiple Access WWINA Wireless Wideband InterNet Access 1 T1.TRQ.8-2002 The following terms are used as

、 defined in the context of this document: May, may not: Indicates a course of action permissible within the limits of the standard. Shall, shall not: Identifies requirements to be followed strictly to conform to the standard and from which no deviation is permitted. 4 Air Interface Description The W

、WINA air interface (AI) is optimized for high-speed packet data services that operate on a separate, data-optimized channel. These requirements define a non-line-of-sight wireless internet air interface for full screen, full performance multi-media devices in contrast to other 3G wireless data syste

、ms that primarily target handset devices. The air interface provides for portable Access Terminal (AT) devices with improved performance when compared to other systems that are targeted for high-mobility user devices. More specifically, the AI presented in this specification optimizes the following

、performance attributes: System data speeds; System coverage/range; Network capacity; Minimum network complexity; and Grade-of-Service and Quality-of-Service management. 5 Requirements 5.1 Service Requirements 5.1.1 Standard IP Applications The AI shall allow any Internet Protocol (IP) capable applic

、ation to function, given the data speed performance requirements noted herein, including but not limited to: Full screen, full graphic web browsing; E-mail with attachments, both upload and download without size limitations; FTP upload and download; Uplink/downlink video and audio streaming (e.g., v

、ideo teleconferencing, video chat room, etc); Virtual Private Network (VPN) connections; Instant messaging; On-line multi-player gaming; and File sharing. 2 T1.TRQ.8-2002 5.1.2 Device Registration The WWINA AI shall provide device registration messaging that can be used by the network to support use

、r roaming on systems other than the system for which the user has subscribed service. 5.1.3 Access Terminal Connectivity The WWINA AI shall provide the user with “Always-on” connectivity. The connectivity from the wireless AT device to the Base Station Router (BSR) shall be automatic and transparent

、 to the user. 5.1.4 Authentication Functions The WWINA AI shall provide the following authentication messaging: Authentication of the AT. Authentication of the accessing user. Prevention of “in-session” cloning. 5.1.5 QoS Mechanisms The WWINA AI shall support the following quality of service (QoS) m

、echanisms: Establishment of multiple, optional QoS parameters on a per traffic flow basis. Mapping of AI QoS mechanisms to external, end-to-end QoS mechanisms. Persistence and priority QoS parameters. The WWINA AI may also support delay, jitter, and error rate QoS parameters, among others, on a per

、traffic flow basis. 5.1.6 Session Services The WWINA AI shall enable support for request of session services between the AT and BSR on a traffic flow basis. Session services may include header compression, VoIP vocoder operation, and split TCP/IP operation. 5.2 Deployment Requirements WWINA is desig

、ned for deployment within existing and future RF bands. 5.2.1 RF Frequency Plan The WWINA AI RF system frequency plan shall be based on a 1.25 MHz bandwidth and increments thereof to allow co-deployment with existing high mobility systems. Guard band spectrum requirements for co-deployments with sys

、tems shall be compatible with existing standards. 3 T1.TRQ.8-2002 5.2.2 Deployment Model The AI deployment model for WWINA shall support an overlay for footprints such as GSM, GPRS, EDGE, TDMA (IS-136), W-CDMA, and CDMA2000 systems. The AI link budget shall provide margin sufficient for non-line-of-

、sight operation of the AT within typical home and office building environments. 5.2.3 AT Installation The WWINA AT shall be designed for simple installation and service activation by the user (e.g., no truck rolls). 5.3 Air Interface Performance Requirements The design of the WWINA AI provides optim

、al performance for data communications within the area of coverage of a wireless Internet BSR as described below. 5.3.1 Grade of Service (GoS) for Simultaneous Session Users The AI shall support a GoS for each user of 6 seconds webpage download time average with 80 users in session in a single secto

、r of a single 1.25 MHz WWINA channel.15.3.2 BSR Capacity The WWINA BSR shall support at least 1,000 service subscriptions per 3-sector cell for a single 1.25 MHz WWINA channel at 256 kbps average user data speed. 1Simulation/Test Conditions for Requirement 5.3.1 GoS for Simultaneous Session Users: C

、lient Model: 1. Web Browsing using HTTP 1.1. 2. Fixed 59 kbyte page size - 11 kbyte main page with six (6) each 8 kbytes objects per page. 3. 60 second mean page request inter-arrival time - exponentially distributed. 4. 32,768 byte maximum receive TCP window size. 5. Web content loaded on a server

、that is local to the basestation. Constraints: 1. The maximum forward link rate must be constrained to the data rate achievable per the 5.3.4.2 requirement (specified at 1 Mbps). 2. The maximum reverse link rate must be constrained to the data rate achievable per the 5.3.4.6 requirement (specified a

、t 500 kbps). 3. Maximum achievable signal to noise conditions may be used. 4 T1.TRQ.8-2002 5.3.3 User Data Rate Management The WWINA AI shall support automatic selection of optimized user data rates that are consistent with the constraints of the RF environment. The AI shall provide for graceful red

、uction in user data rates, on the forward and reverse links, as a mechanism to maintain a consistent frame error rate performance. The WWINA AI may also support the ability for a service provider to control the maximum/minimum downlink and uplink data rates on a per user basis. 5.3.4 Data Rates 5.3.

、4.1 The WWINA AI shall support 1.7 Mbps peak per sector data rates on the Forward/Down Link, as a minimum. 5.3.4.2 The WWINA AI shall support 1.0 Mbps average per sector data rates on the Forward/Down Link, as a minimum. 5.3.4.3 The WWINA AI shall support system assignable user data rates up to 365
