    19、(p-ANI), many Eligible Users implemented dialable 10 digit numbers assigned from valid number ranges as p-ANIs. ESIF Issue 46 addressed triggers for Eligible Users to migrate from dialable p-ANIs to non-dialable p-ANIs. Issue 46 also stated that “Migration of existing dialable p-ANIs to non-dialable

    20、 p-ANIs should be handled by the Eligible User in partnership and close coordination with the public safety community and E9-1-1 service providers to ensure an efficient and timely use of resources with minimal impact on existing service.” If the migration from dialable p-ANIs is not completed corre

    21、ctly, 9-1-1 calls may be misrouted and inaccurate location information may be presented to the 9-1-1 call taker. Migration processes and procedures should be documented to assure that all impacted entities are informed of the migration and that all parties understand their responsibilities to assure

    22、 the complete, successful migration from dialable p-ANIs to non-dialable p-ANIs.     26、ter Glossary12.1.9 Non-dialable p-ANIs From a p-ANI perspective, a 10-digit number used for emergency communications in the form of NPA-N11-XXXX. The 10-digit numbers within N11 central office codes are unavailable for assignment to an individual subscriber, but are used for local or emergency commu

    27、nication purposes. However, the central office code “911” is excluded from use as a p-ANI resource to ensure NPA-911-XXXX can continue to be used to represent a problem condition at the PSAP. 2.1.10 Pseudo-Automatic Number Identification (p-ANI) Used generically in this document to include any of th

    28、e other more specifically descriptive acronyms associated with numbers used for routing emergency calls today, such as but not limited to: ESRD, ESRK, ESQK, PSAP routing numbers, etc. 2.1.11 Routing Number Administrator (RNA) The neutral, third-party entity, contracted by the Federal Communications

    31、uting Number Administrator 3 BACKGROUND ON POTENTIAL PROBLEMS WITH DIALABLE P-ANIS In previous work, ATIS ESIF identified issues with the use of dialable p-ANIs. A wireless carrier should not use pooled or ported numbers as ESRKs. If a pooled or ported number (TN has LRN assigned) is used as an ESRK

    32、, the call would not be routed to the PSAP resulting in delayed emergency support. A carrier can control the numbers that are issued from its own inventory, but cannot control whether numbers assigned by a LEC have been pooled or ported. (2003 ATIS ESIF Issue 025 ) The use of a regular domestic numb

    33、er obtained from the assigned number range often results in erroneous calls to Public Safety Answering Points (PSAP) because they are typically dialable numbers, that can be mis-dialed By using non-dialable p-ANIs the industry also frees up the equivalent quantity of otherwise valid NANP numbers for

    34、 use in day-to-day telephone number assignment processes.2In 2006, ESIF recognized the need to eventually convert all dialable p-ANIs to non-dialable p-ANIs. It was recommended that the conversion take place at the discretion of the carriers. Because an Eligible User is the best entity to determine

    35、when it should migrate its dialable p-ANIs to non-dialable p-ANIs, the plan should include either specific timeframes OR business/technology triggers to initiate conversion. Such triggers may include technology deficiencies that adversely affect 9-1-1 service (e.g., those that generate erroneous cal

    36、ls to PSAPs), retesting of PSAPs, re-homing of selective routers, changes in technology that drive PSAP level testing, etc. Until the specified timeframe or triggers occur, Eligible Users can leave existing dialable p-ANIs in place. 32ATIS-050003, Routing Number Authority (RNA) for pseudo Automatic

    38、owing order: Acquisition and provisioning of new, non-dialable p-ANIs Wireless Carrier: 1. Acquire new, non-dialable p-ANIs from the RNA or other appropriate source 2. Provision new, non-dialable p-ANIs per existing practices Removal of old dialable p-ANIs Wireless Carrier: 3. Remove MSC translation

    39、s for old p-ANIs 4. Remove old p-ANIs from MPC/GMLC 5. If the carrier uses an ALI Gateway vendor, remove old p-ANIs from steering table and request verification of completion 6. Notify the E9-1-1 System Service Provider to remove old p-ANIs from steering table and the selective router/ALI databases
