Scope1.1 This guide provides recommended minimum require-ments for various types of fences for non-residential ou

    3、tdoorswimming pools, hot tubs and spas.1.2 The various types of fences may be chain link, wood,vinyl, ornamental steel or aluminum, welded wire, expandedmetal, composite or others that would be incorporated into adesign necessary to support the structure considering its height,application, location,

All types offences shall be in accordance with ASTM standards.1.3 UnitsThe values stated in either SI units or inch-pound units are to be regarded separately as standard.     12、nt are an integralpart of the product, intended for recreational bathing.3.2.8 swimming pool, nan in-ground, on-ground or above-ground structure of a permanent, semi-permanent or portablefabrication containing any depth or shape of water bodydesigned and constructed in accordance with local codes, u

United States14. Summary of Guide4.1 This guide is based in part upon recommendations of theUnited States Con

    16、sumer Product Safety Commission, theNational Center for Injury Prevention and Control, the Ameri-can Medical Association, the American Academy of Pediatrics,and the National Aquatic Coalition, among others.5. Significance and Use5.1 This guide sets forth minimum standard requirementsfor use in local

    17、 codes and ordinances relating to non-residentialoutdoor swimming pools, hot tubs, spas, and waters. This guidedoes not have the effect of law, nor is it intended to supersedelocal codes and ordinances of a more restrictive nature.6. Requirements6.1 HeightThe top of the fence to be used around anon-

    18、residential outdoor swimming pool, hot tub, spa, or otherwater facility shall be of a height ranging from 48 in. (1.22 m)to 120 in. (3.05 m). The owner or its agents shall select theheight after assessing the potential of intrusion when the poolis closed, taking into consideration the environment lo

    19、cation,that is, city, suburban, exurban, or rural; the numbers ofpotential intruders with a likelihood of abilities to scale orpenetrate the fence; will the pool be guarded or patrolled, easeof visibility into the pool area, will the pool area have nightsecurity lighting and will there be an access

    20、control securitysystem. For example, a hotel pool that is well lighted andmonitored twenty four hours a day will most likely require a48-in. (1.22-m) high fence, whereas a pool back from a road,not easily visible, not lighted or patrolled, and having no accesscontrol security system will most likely

    21、 require the higher120-in. (3.05-m) fence.6.2 VisibilityThe fence shall be so designed and con-structed that it has openness, which allows visibility fromoutside the pool area for patrols, guards, and others to insidethe pool area to identify intruders and trespassers.6.3 Ground ClearanceThe maximum

    22、 vertical clearancebetween grade and the bottom of the fence shall be 2 in. (50mm) measured on the side of the fence, which faces away fromthe swimming pool.6.4 Horizontal And Vertical MembersWhere the fence iscomposed of horizontal and vertical members the horizontalmembers shall not extend more th

    23、an 0.375 in. (10 mm) outsideof the enclosure. The spacing between vertical members shallbe no greater than 4 in. (102 mm) for fences having twoconsecutive horizontal rails spaced at least 45 in. (1143 mm)apart, measured from the top of one rail to the top of the nextrail. The spacing between vertica

    24、l members shall not exceed 134 in. (44 mm) for fence designs having no two consecutivehorizontal members spaced at least 45 in. (1143 mm).6.5 Chain Link FencesMesh opening for chain link fencesshall be 114 in. (32 mm) in compliance with chain link fabricSpecifications A392, A491, F668, and F1345.6.6

    25、 Diagonal Members:6.6.1 Where the fence is composed of diagonal members,such as in a lattice fence, any opening created by the diagonalmembers shall be a maximum of 134 in. (44 mm) measured inits largest direction.6.6.2 Diagonal bracing members extending from one cornerto the opposite corner creatin

    26、g a ladder effect on all styles offences and gates are not permitted where spacing between thevertical members in any area between posts exceeds 134 in. (44mm).6.7 Structural DesignThe fences shall be structurallydesigned so as to withstand stresses from wind load, ice load orother such environmenta

    27、l stresses applicable to the geographicregion in which the fence is installed. The structural design ofthe fence shall comply with local regulations regarding heightor visibility restrictions. Chain link, welded wire and expandedmetal fence framework shall be constructed using frameworkmaterial cite

    28、d in Specification F1043, Table 3 Heavy IndustrialFence Framework or Specification F1083. Vinyl fences shall beconstructed of profiles manufactured in accordance with Speci-fication F964.6.8 Access Gates:6.8.1 Double leaf access gates shall be equipped with a dropbar and padlock that is always locke

    29、d when the gate is not inuse. Chain link fence double gates shall be in compliance withSpecification F900 and shall be of the height of the fence.6.8.2 Single leaf pedestrian gates shall open outward awayfrom the pool shall be self-closing and shall have a self-latching device in accordance with Spe

    30、cification F2630. Therelease mechanism of the latching device shall be located aminimum of 54 in. (1372 mm) above grade. Gates shall belocked when pool area is closed. Chain link fence single gatesshall be in compliance with Specification F900 and shall be ofthe height of the fence or include a tran

    31、som above.6.9 The fence shall completely surround the pool structurewhenever possible.6.10 Above ground non-residential pools or on-ground non-residential pools shall be enclosed by the same types offence/barrier as in-ground non-residential pools and meet thecriteria excluding fencing on the perime

    32、ter of the above groundpool structure.6.11 Pool IlluminationThe pool, if open for evening ornight use and those complexes unattended during the night thatare illuminated, should be illuminated of evenly distributedintensity to comply with federal, state and local codes. It isrecommended that the gui

    33、delines published by the IlluminatingEngineering Society of NorthAmerica be used to determine theappropriable illumination level for each site design. If compe-tition as well as recreational swimming and other wateractivities are to be included in the venue, at least 75-ft candlesshall be provided.

    34、Light fixtures in danger of being vandalizedshould have protective coverings.6.12 GroundingWhen applicable the fence shall begrounded in compliance with the requirements of local utilitiesand electrical codes.F2409 10 (2016)27. Prohibited Locations7.1 Swimming pool fence/barriers shall be located so

    35、 as toprohibit the use of permanent structures, equipment or similarobjects to aid in climbing the fence/barrier.7.2 Clear ZoneThere shall be an external clear zone of atleast 72 in. (1829 mm) between the swimming pool fence/barrier and any permanent structures or pool equipment such aspumps, filter

    36、s, heaters, etc. which can be used as an aid toclimb the fence/barrier. Landscape elements that can support a25-lb (11.34-kg) load or more that can be used as an aid inclimbing shall not be allowed in this clear zone.8. Maintenance and Inspection8.1 It is the responsibility of the owner, occupant or

    37、 tenantto maintain the integrity of the fence and to regularly inspectthe gates, doors, etc. for proper closing and latching operation.8.1.1 Safety signs and boards are used to communicateimportant information to users regarding the existence ofhazards and ways to avoid personal injury. The communic

    38、ationof safety critical information is a non-delegable responsibilityof owners and operators and often can only be accomplishedthrough the use of appropriately designed informational signs,signboards and placards. Warnings are used:8.1.1.1 To tell people about a threat to their well-beingposed by da

    39、ngerous conditions or products;8.1.1.2 To change behavior so that people act safely asopposed to acting unsafely; and8.1.1.3 To remind people of 8.1.1.1 and 8.1.1.2.If it is foreseeable that people will be injured when they actin a certain way, and careful evaluation shows when physicalsafety measur

    40、es cannot be provided to ameliorate the conse-quences of their acts then WARNING SIGNS are required onthe fencing around the pool that meet ASTM and ANSIstandards.8.2 Keep the external area near the fence free of toys,furniture or other objects, which could be moved and used toclimb the fence.9.
