Asuperscript epsilon () indicates an editorial change since the last revision or reapproval.INTRODUCTIONThis consumer safety performance specification is intended to mitigate potential safety hazardsassociated with a childs use of

    3、a stationary activity center and thereby minimize the risk of injury ordeath. The specific hazards addressed by this specification are seat strength to support the occupant,product tip over, openings for finger entrapment and small parts.1. Scope1.1 This consumer safety performance specification cov

    4、ersperformance requirements, test methods and marking require-ments to promote safe use of a stationary activity center by anoccupant.1.2 This consumer safety performance specification is in-tended to minimize the risk of incidents to an occupantresulting from normal use and reasonably foreseeable m

    5、isuseor abuse of a stationary activity center.1.3 No stationary activity center produced after the approvaldate of this consumer safety performance specification shall,either by label or other means, indicate compliance with thisspecification unless it conforms to all requirements containedherein.1.

    6、4 This consumer safety performance specification is notintended to address incidents and injuries resulting from theinteraction of other persons with the child occupant in thestationary activity center or the incidents resulting from abuseand misuse by children able to walk.1.5 The values stated in

    7、inch-pound units are to be regardedas standard. The values given in parentheses are mathematicalconversions to SI units that are provided for information onlyand are not considered standard.1.6 The following precautionary caveat pertains only to thetest methods portion, Section 7, of this consumer s

Terminology3.1 Definitions of Terms Specific to This Standard:3.1.1 conspicuous, adja label that is visible, when theactivity center is in a manufa

    17、cturers recommended use posi-tion, to a person standing near the activity center at any oneposition around the activity center but not necessarily visiblefrom all positions.3.1.2 dynamic load, napplication of an impulsive forcethrough free fall of a weight.3.1.3 manufacturers recommended use positio

    18、n(s), nanyposition that is presented as a normal, allowable or acceptableconfiguration for the use of the product by the manufacturer inany descriptive or instructional literature. This specificallyexcludes positions that the manufacturer shows in a likemanner in its literature to be unacceptable, u

    19、nsafe or notrecommended.3.1.4 non-paper label, nany label material (such as plasticor metal) which either will not tear without the aid of tools ortears leaving a sharply defined edge.3.1.5 occupant, nthat individual who is in a product thatis set up in one of the manufacturers recommended usepositi

    20、ons.3.1.6 open base stationary activity center, na stationaryactivity center that allows the occupants feet to contact thefloor.3.1.7 paper label, nany label material which tears withoutthe aid of tools and leaves a fibrous edge.3.1.8 static load, na vertically downward force applied bya calibrated

    21、force gauge or by dead weights.3.1.9 stationary activity center, na freestanding productintended to remain stationary that enables a sitting or standingoccupant whose torso is completely surrounded by the productto walk, rock, play, spin or bounce, or all of these, within alimited range of motion.4.

    22、 Calibration and Standardization4.1 All testing shall be conducted on a concrete floor thatmay be covered with18 in. (3 mm) thick vinyl flooring, unlesstest instructs differently.4.2 The product shall be completely assembled, unlessotherwise noted, in accordance with the manufacturers in-structions.

    23、4.3 No testing shall be conducted within 48 h of manufac-turing.4.4 The product to be tested shall be in a room with anambient temperature of 73 6 9F (23 6 5C) for at least 1 hprior to testing. Testing shall then be conducted within thistemperature range.4.5 All testing required by this specificatio

    24、n shall be con-ducted on the same unit.5. General Requirements5.1 Hazardous Sharp Edges or PointsThere shall be nohazardous sharp edges or points as defined by 16 CFR 1500.48and 16 CFR 1500.49 before and after testing to this consumersafety specification.5.2 Small PartsThere shall be no small parts

    25、as defined by16 CFR 1501 before testing or liberated as a result of testing tothis specification5.3 Wood PartsPrior to testing, any exposed wood partsshall be smooth and free of splinters.5.4 Latching or Locking MechanismsAny product thatfolds shall have a latching or locking device or other provisi

    26、onin the design that will prevent the unit from unintentionallyfolding when properly placed in the manufacturers recom-mended use position. The unit shall remain in its manufactur-ers recommended use position during and upon completion ofthe test in accordance with 7.2. If a unit is designed with al

    27、atching or locking device, that device shall remain engagedand operative after testing.5.5 OpeningsHoles or slots that extend entirely through awall section of any rigid material less than 0.375 in. (9.53 mm)thick and admit a 0.210-in. (5.33-mm) diameter rod shall alsoadmit a 0.375-in. (9.53-mm) dia

    28、meter rod. Holes or slots thatare between 0.210 in. (5.33 mm) and 0.375 in. (9.53 mm) andhave a wall thickness less than 0.375 in. (9.53 mm), but arelimited in depth to 0.375 in. (9.53 mm) maximum by anotherrigid surface shall be permissible (see Fig. 2). The product shallbe evaluated in all manufac

    29、turers recommended use positions.5.6 Scissoring, Shearing, PinchingA product, when in amanufacturers recommended use position, shall be designedand constructed so as to prevent injury to the occupant fromany scissoring, shearing or pinching when members or com-ponents rotate about a common axis or f

    30、astening point, slide,pivot, fold or otherwise move relative to one another.     32、essible point throughout the range ofmotion of such parts.5.7 Exposed Coil SpringsAny exposed coil spring whichis accessible to the occupant, having or capable of generatinga space between coils of 0.210 in. (5.33 mm) or greater duringstatic load testing in accordance with 7.1.2 shall be covered oro

    33、therwise designed to prevent injury from entrapment.5.8 Labeling:5.8.1 Warning labels (whether paper or non-paper) shall bepermanent when tested in accordance with 7.5.1-7.5.3.5.8.2 Warning statements applied directly onto the surfaceof the product by hot stamping, heat transfer, printing, woodburni

    34、ng, etc. shall be permanent when tested in accordancewith 7.5.4.5.8.3 Nonpaper labels shall not liberate small parts whentested in accordance with 7.5.5.5.9 ToysToy accessories attached to, removable from, orsold with a stationary activity center, as well as their means ofattachment, must meet appli

    35、cable requirements of ConsumerSafety Specification F963.5.10 Protective ComponentsIf a child can grasp compo-nents between the thumb and forefinger, or teeth (such as caps,sleeves, or plugs used for protection from sharp edges, points,or entrapment of fingers or toes), or if there is at least a0.040

    36、 in. (1.00 mm) gap between the component and itsadjacent parent component, such component shall not beremoved when tested in accordance with 7.4.4.6. Performance RequirementsNOTE 1The forces which are to be applied to the sample in the testsdescribed in Section 7 of this standard are readily applied

    38、efurbishing orrepositioning of adjustment, if any. At test conclusion, thereshall be no failure of seams, breakage of materials or changesof adjustments that could cause the product not to fully supportthe child or create a hazardous condition as defined in Section5. Maximum slippage of adjustable f

    39、eatures, if any, is 1 in. (25mm).6.1.1 Dynamic LoadTest in accordance with 7.1.1.6.1.2 Static LoadTest in accordance with 7.1.2.6.2 Leg OpeningsThe seat of the stationary activity centershall be designed so that the leg openings will not permit thepassage of the test probe shown in Fig. 3 when teste

    40、d inaccordance with 7.1.3.6.3 Stability:6.3.1 Tip-OverA stationary activity center shall not tipover, when tested in accordance with 7.3.1.6.3.2 Seat TiltFor stationary activity centers with freelysuspended spring (or equivalent) supported seats, the seat shallnot tip more than 25 from the horizonta

    41、l when tested inaccordance with 7.3.2. This requirement does not apply tostationary activity centers where the direction and travel of theseat is controlled by the frame of the product.NOTE 2Apply either 6.3.1 or 6.3.2, not both, to product as applicable.6.4 Protective ComponentsIf a child can grasp

    42、 protectivecomponents between the thumb and forefinger or teeth, such ascaps, sleeves or plugs used for protection from sharp edges,points or entrapment of fingers or toes, or if there is at least a0.040 in. (1.00 mm) gap between the protective component andits adjacent parent component, such protec

    43、tive component shallnot be removed when tested in accordance with 7.4.6.5 Motion Resistance:6.5.1 Stationary Activity Center that Does Not RotateAround a Central Stationary PostThe stationary activitycenter shall not move more than 1.0 in. (25.4 mm) in thedirection of the applied force from its orig

    44、inal position whentested in accordance with 7.6.1.6.5.2 Stationary Activity Center that Rotates Around Cen-tral Stationary Post:6.5.2.1 The stationary post shall not move more than 1.0 in.(25.4 mm) in the direction of the applied force when tested inaccordance with 7.6.2.1.6.5.2.2 The stationary pos

Test MethodsNOTE 3Except for the Structural Integrity tests in 7.1, which shall beperformed first, the tests can be performed in any sequence.7.1 Structural Integrity:7.1.1 Dynamic Load:7.1.1.1 Posi

    46、tion the stationary activity center in the manu-facturers recommended use position. If adjustable, adjust tothe highest and most upright position.7.1.1.2 Affix to the stationary activity center seat a 6-by-6in. (150-by-150 mm) wood block34 in. (19 mm) thick. If theunit has a hammock type seat, use a

    47、 standard 6 in. (150 mm)weld cap, convex surface down, as identified in Fig. 4, attachedto the bottom of the test weight.7.1.1.3 Drop a test weight of 33 lb (15 kg), with the mass ofthe weld cap shown in Fig. 4 included, onto the seat at least adistance of 1 in. (25 mm) one hundred times.7.1.1.4 Whe

    48、n testing a spring supported adjustable station-ary activity center, test with the product in the highestadjustment position and support the frame so that the droppingof the 33 lb (15 kg) weight does not cause the seat to bottomout.7.1.2 Static Load:NOTEDimensions are based on a 5th percentile 6-mon
