Asuperscript epsilon (e) indicates an editorial change since the last revision or reapproval.INTRODUCTIONThis consumer safety performance specification is intended to mitigate potential safety hazardsassociated with a childs use

    3、of a stationary activity center and thereby minimize the risk of injury ordeath. The specific hazards addressed by this specification are seat strength to support the occupant,product tip over, openings for finger entrapment and small parts.1. Scope1.1 This consumer safety performance specification

    4、coversperformance requirements, test methods and marking require-ments to promote safe use of a stationary activity center by anoccupant.1.2 This consumer safety performance specification is in-tended to minimize the risk of incidents to an occupantresulting from normal use and reasonably foreseeabl

    5、e misuseor abuse of a stationary activity center.1.3 No stationary activity center produced after the approvaldate of this consumer safety performance specification shall,either by label or other means, indicate compliance with thisspecification unless it conforms to all requirements containedherein

    6、.1.4 This consumer safety performance specification is notintended to address incidents and injuries resulting from theinteraction of other persons with the child occupant in thestationary activity center or the incidents resulting from abuseand misuse by children able to walk.1.5 The values stated

    7、in inch-pound units are to be regardedas standard. The values given in parentheses are mathematicalconversions to SI units that are provided for information onlyand are not considered standard.1.6 The following precautionary caveat pertains only to thetest methods portion, Section 7, of this consume

Terminology3.1 Definiti

    16、ons of Terms Specific to This Standard:3.1.1 conspicuous, adja label that is visible, when theactivity center is in a manufacturers recommended use posi-tion, to a person standing near the activity center at any oneposition around the activity center but not necessarily visiblefrom all positions.3.1

    17、.2 dynamic load, napplication of an impulsive forcethrough free fall of a weight.3.1.3 manufacturers recommended use position(s), nanyposition that is presented as a normal, allowable or acceptableconfiguration for the use of the product by the manufacturer inany descriptive or instructional literat

This specificallyexcludes positions that the manufacturer shows in a likemanner in its literature to be unacceptable, unsafe or notrecommended.3.1.4 non-paper label, nany label material (such as plasticor metal) which either will not tear without the aid of tools ortears leaving a sharply defin

    19、ed edge.3.1.5 occupant, nthat individual who is in a product thatis set up in one of the manufacturers recommended usepositions.3.1.6 open base stationary activity center, na stationaryactivity center that allows the occupants feet to contact thefloor.3.1.7 paper label, nany label material which tea

    20、rs withoutthe aid of tools and leaves a fibrous edge.3.1.8 static load, na vertically downward force applied bya calibrated force gauge or by dead weights.3.1.9 stationary activity center, na freestanding productintended to remain stationary that enables a sitting or standingoccupant whose torso is

    21、completely surrounded by the productto walk, rock, play, spin or bounce, or all of these, within alimited range of motion.4. Calibration and Standardization4.1 All testing shall be conducted on a concrete floor thatmay be covered with18 in. (3 mm) thick vinyl flooring, unlesstest instructs different

    22、ly.4.2 The product shall be completely assembled, unlessotherwise noted, in accordance with the manufacturers in-structions.4.3 No testing shall be conducted within 48 h of manufac-turing.4.4 The product to be tested shall be in a room with anambient temperature of 73 6 9F (23 6 5C) for at least 1 h

    23、prior to testing. Testing shall then be conducted within thistemperature range.4.5 All testing required by this specification shall be con-ducted on the same unit.5. General Requirements5.1 Hazardous Sharp Edges or PointsThere shall be nohazardous sharp edges or points as defined by 16 CFR 1500.48an

    24、d 16 CFR 1500.49 before and after testing to this consumersafety specification.5.2 Small PartsThere shall be no small parts as defined by16 CFR 1501 before testing or liberated as a result of testing tothis specification5.3 Wood PartsPrior to testing, any exposed wood partsshall be smooth and free o

    25、f splinters.5.4 Latching or Locking MechanismsAny product thatfolds shall have a latching or locking device or other provisionin the design that will prevent the unit from unintentionallyfolding when properly placed in the manufacturers recom-mended use position. The unit shall remain in its manufac

    26、tur-ers recommended use position during and upon completion ofthe test in accordance with 7.2. If a unit is designed with alatching or locking device, that device shall remain engagedand operative after testing.5.5 OpeningsHoles or slots that extend entirely through awall section of any rigid materi

    27、al less than 0.375 in. (9.53 mm)thick and admit a 0.210-in. (5.33-mm) diameter rod shall alsoadmit a 0.375-in. (9.53-mm) diameter rod. Holes or slots thatare between 0.210 in. (5.33 mm) and 0.375 in. (9.53 mm) andhave a wall thickness less than 0.375 in. (9.53 mm), but arelimited in depth to 0.375 i

    28、n. (9.53 mm) maximum by anotherrigid surface shall be permissible (see Fig. 2). The product shallbe evaluated in all manufacturers recommended use positions.5.6 Scissoring, Shearing, PinchingA product, when in amanufacturers recommended use position, shall be designedand constructed so as to prevent

Scissor-ing, shearing or pinching that may cause injury shall not bepermissible when the edges of the rigid parts admit a probegreater than 0.210 in. (5.33 mm) and less than 0.375 in. (9.53mm) diameter at any accessible point throu

    32、ghout the range ofmotion of such parts.5.7 Exposed Coil SpringsAny exposed coil spring whichis accessible to the occupant, having or capable of generatinga space between coils of 0.210 in. (5.33 mm) or greater duringstatic load testing in accordance with 7.1.2 shall be covered orotherwise designed t

    33、o prevent injury from entrapment.5.8 Labeling:5.8.1 Warning labels (whether paper or non-paper) shall bepermanent when tested in accordance with 7.5.1-7.5.3.5.8.2 Warning statements applied directly onto the surfaceof the product by hot stamping, heat transfer, printing, woodburning, etc. shall be p

    34、ermanent when tested in accordancewith 7.5.4.5.8.3 Nonpaper labels shall not liberate small parts whentested in accordance with 7.5.5.5.9 ToysToy accessories attached to, removable from, orsold with a stationary activity center, as well as their means ofattachment, must meet applicable requirements

    35、of ConsumerSafety Specification F 963.5.10 Protective ComponentsIf a child can grasp compo-nents between the thumb and forefinger, or teeth (such as caps,sleeves, or plugs used for protection from sharp edges, points,or entrapment of fingers or toes), or if there is at least aFIG. 2 Opening ExampleF

    36、20120730.040 in. (1.00 mm) gap between the component and itsadjacent parent component, such component shall not beremoved when tested in accordance with 7.4.4.6. Performance RequirementsNOTE 1The forces which are to be applied to the sample in the testsdescribed in Section 7 of this standard are rea

    37、dily applied by means of acalibrated force gauge, or in the case of static load and dynamic load tests,by dead weights.6.1 Structural IntegrityAll tests that cover static anddynamic loading, and occupant retention, are to be performedon the same product, sequentially and without refurbishing orrepos

    38、itioning of adjustment, if any. At test conclusion, thereshall be no failure of seams, breakage of materials or changesof adjustments that could cause the product not to fully supportthe child or create a hazardous condition as defined in Section5. Maximum slippage of adjustable features, if any, is

(25mm).6.1.1 Dynamic LoadTest in accordance with 7.1.1.6.1.2 Static LoadTest in accordance with 7.1.2.6.2 Leg OpeningsThe seat of the stationary activity centershall be designed so that the leg openings will not permit thepassage of the test probe shown in Fig. 3 when tested inaccordance with

    40、 7.1.3.6.3 Stability:6.3.1 Occupant Leaning Over EdgeA stationary activitycenter shall remain upright i.e. not tip over, when weights areapplied to the front, side and rear in accordance with 7.3.6.4 Protective ComponentsIf a child can grasp protectivecomponents between the thumb and forefinger or t

    41、eeth, such ascaps, sleeves or plugs used for protection from sharp edges,points or entrapment of fingers or toes, or if there is at least a0.040 in. (1.00 mm) gap between the protective component andits adjacent parent component, such protective component shallnot be removed when tested in accordanc

    42、e with 7.4.6.5 Motion Resistance for Open Base Stationary ActivityCenterThe open base stationary activity center shall notmove more than 1.0 in. (24.4 mm) in the direction of theapplied force from its original position when tested in accor-dance with 7.6.7. Test MethodsNOTE 2Except for the Structura

    43、l Integrity tests in 7.1, which shall beperformed first, the tests can be performed in any sequence.7.1 Structural Integrity:7.1.1 Dynamic Load:7.1.1.1 Position the stationary activity center in the manu-facturers recommended use position. If adjustable, adjust tothe highest and most upright positio

    44、n.7.1.1.2 Affix to the stationary activity center seat a 6-by-6in. (150-by-150 mm) wood block34 in. (19 mm) thick. If theunit has a hammock type seat, use a standard 6 in. (150 mm)weld cap, convex surface down, as identified in Fig. 4, attachedto the bottom of the test weight.7.1.1.3 Drop a test wei

    45、ght of 33 lb (15 kg), with the mass ofthe weld cap shown in Fig. 4 included, onto the seat at least adistance of 1 in. (25 mm) one hundred times.7.1.1.4 When testing a spring supported adjustable station-ary activity center, test with the product in the highestadjustment position and support the fra

    46、me so that the droppingof the 33 lb (15 kg) weight does not cause the seat to bottomout.7.1.2 Static Load:7.1.2.1 Position the stationary activity center as in 7.1.1.1.7.1.2.2 Center a weight of 90 lb (41 kg) for a period of1 min on a 6-by-6 in. (150-by-150 mm) wood block34 in.(19 mm) thick affixed

    47、to the stationary activity center seat. Ifthe unit has a hammock type seat, use a standard 6 in. (150mm) weld cap, convex surface down, as identified in Fig. 4instead of the specified wood block. Make weight allowancefor the weld cap. If the natural action of a bouncer typeNOTEDimensions are based o
