    3、d for Protected Aboveground Tanks for Flammable and Combustible Liquids) to participate in a pilot program giving participants access to standards documents and the ability to post technical comments and suggestions over the Internet. The forum for UL 2085 consisted of a proposed binational standard

    4、, the third edition of UL 2085, entitled Protected Aboveground Tanks. UL has now closed this forum to comments. In order to assess the type of experience participants had in using the forum, we are asking you to fill out the attached questionnaire and mail or fax it back to us. If you did not partic

    5、ipate in the forum, please fill out the questionnaire anyway. We are interested in knowing why you did not choose to participate. Please be candid with your comments.     15、 the Standard for Protected Aboveground Tanks for Flammable and Combustible Liquids, UL 2085; PROPOSED EFFECTIVE DATE SUMMARY OF TOPICS This bulletin proposes the Third Edition of the Standard for Aboveground Protected Tanks, UL Z85. This new edition is a proposed binational standard with harmonized

    16、 requimments covering Canada and the United States. COMMENTS DUE: AUGUST If, 2000 Attached as Appendix A for your review and comment are proposed requirements for the Third Edition of UL 2085. Questions regarding interpretation of requirements should be directed to the responsible UL Staff. Please s

    17、ee Appendix B of this bulletin regarding designated responsibility for the subject product category. Please note that proposed requirements are of a tentative and early nature and are for review and comment only. Current requirements are to be used to judge a product until these requirements are pub

    18、lished in final form. PRODUCTS AND INDUSTRIES AFFECTED BY THE PROPOSAL UL requests your assistance in identiying other products or industries that might be affected by the requirements contained in this bulletin. UL suggests that all suppliers or customers for these products and industries be made a

    19、ware of these requirements prior to their proposed effective date. Also, please forward your suggestions to UL so that these products and industries may be identified in future bulletins.     20、ate a review and possible retest of currently Listed and Classified products. Therefore, UL proposes that the new requirements become effective 24 months after publication. This is intended to provide manufacturers with sufficient time to submit modified products for investigation and to implement t

    21、he necessary changes in production. Please note that this also includes the time that will be needed by UL to conduct a review of the modified product. RATIONALE The proposed Third Edition of UL 2085 is a result of harmonization efforts between authorities in Canada, the United States and representa

    22、tives from Underwriters Laboratories of Canada and Underwriters Laboratories, Inc. Requirements used to conceive this standard were derived from ULC-S655, Aboveground Protected Tank Assemblies for Flammable and Combustible Liquids and the Second Edition of UL 2085, the Standard for Aboveground Prote

    23、cted Tanks for Flammable and Combustible Liquids. IMPACT Manufacturers would no longer have to submit their products to two certification agencies to market their products in Canada and the United States. Harmonized requirements enable a tank to be covered in both countries, saving manufacturers the

    24、 cost of a second evaluation and allowing for greater flexibility with marketing and shipping. REQUESTS FOR COMMENTS ON PROPOSALS Please provide the following: 1.     28、tmospheric Protected Tanks intended for storage of stable flammable, or combustible liquids that have a specific gravity not greater than 1.0 and that are compatible with the material and construction of the tank. Advisory Note: In the US. these requirements do not cover Fire Resistant Tanks which a

    29、re intended for installation and use in accordance with the Automotive and Marine Service Station Code, NFPA 30A. These tanks are covered in the Standard for Fire Resistant Tanks for Flammable and Combustible Liquids UL 2080. In Canada these requirements do not cover Concrete Encased Tanks construct

    30、ed in accordance with UC/OR-C 142.5, Concrete Encased Aboveground Tank Assemblies for Flammable and Combustible Liquids. 1.2 These tank constructions are intended to limit the heat transferred to the primary tank when the construction is exposed to a 2-hour hydrocarbon pool fire and are provided wit

    31、h protection against projectile impact, vehicle impact, and physical damage. 1.3 These tanks shall be provided with integral secondary containment intended to prevent any leakage from the primary tank from entering the environment. 1.4 Protected Tanks are intended for stationary installation and use

    32、 in accordance with the following codes: a) The Flammable and Combustible Liquids Code, NFPA 30, b) The Automotive and Marine Service Station Code, NFPA 30A, c) The Uniform Fire Code (UFC) published by the International Fire Code Institute. d) The National Fire Code of Canada; e) CAN/CSA-B139, Insta

    33、llation Code for Oil Burning Equipment; and f) The Environmental Code of Practice for Aboveground Storage Tank Systems Containing Petroleum Products. 1.5 Tanks covered by these requirements are fabricated, inspected, and tested for leakage before shipment from the factory as completely assembled uni

    34、ts. 1.6 These requirements and tests are not intended to determine a tanks acceptability for use after fire exposure, vehicle impact, or projectile impact. 1.7 These requirements do not address methods of anchoring intended to prevent uplift from flooding or movement due to wind or seismic forces. 1

    36、ifferent from those covered by the requirements in this standard, and that involves a risk of fire or of electric shock or injury to persons shall be evaluated using appropriate additional component and end-product requirements to maintain the level of safety as originally anticipated by the intent

    37、of this standard. A product whose features, characteristics, components, materials, or systems conflict with specific requirements or provisions of this standard does not comply with this standard. Revision of requirements shall be proposed and adopted in conformance with the methods employed for de

    38、velopment, revision, and implementation of this standard. 2 Definitions 2.1 For the purpose of this standard the following definitions apply. ATMOSPHERIC TANK - A storage tank that has been constructed to operate at pressures between -7 kPa (-1.0 psig) and 7 kPa (1.0 psig) measured at the top of the

    39、 tank. COMBUSTIBLE LIQUID - Any liquid having a flash point at or above 37.8“C (100F) and below 93.3“C (200“ F). FLAMMABLE LIQUID - Any liquid having a flash point below 37.8“C (100F) and a vapor pressure not exceeding 276 kPa (absolute) at 37.8“C (1 00F). INTERSTITIAL SPACE - (Annulus) The space be

    40、tween the primary tank and the secondary containment wall that is capable of being monitored for leakage. The interstitial space may be void, contain thermal protective material, or contain other materials. PRIMARY TANK - A single-wall atmospheric tank intended for stationary installation having a l

    41、iquid capacity exceeding 230 liters (60 U.S.gal.). PROTECTED TANK - An aboveground atmospheric tank with integral secondary containment and an insulation system intended to reduce the heat transferred to the primary tank when the tank is exposed to a hydrocarbon pool fire. It is provided with protec

    42、tion from vehicle and projectile impact. SECONDARY CONTAINMENT - A structure that has a permeability not more than 1 O-cm/sec (4x1 O-8 idsec) for the stored fluids (as determined using Standard Test Methods for Water Vapor Transmission of Materials, ASTM E96), is external to and forms an interstitia

    43、l space with the primary tank, and contains the entire contents of the primary tank in the event of a rupture or leak. 3 General 3.1 Components 3.1.1 Except as indicated in clause 3.1.2, a component of a product covered by this standard shall comply with the requirements for that component. See Appe

    44、ndix A for a list of standards covering components generally used in the products covered by this standard. A component shall comply with both the Underwriters Laboratories Inc. and the Underwriters Laboratories of Canada standards for the component. 3.1.2 A component is not required to comply with

    45、a specific requirement that: a) Involves a feature or characteristic not required in the application of the component in the product covered by this standard, or b) Is superseded by a requirement in this standard.     46、 established for the intended conditions of use. 3.1.4 Specific components are incomplete in construction features or restricted in performance capabilities. Such components are intended for use only under limited conditions, such as certain temperatures not exceeding specified limits, and shall be

    47、used only under those specific conditions. 3.1.5 Components of a protected tank shall be evaluated for their intended use. A component designed to perform the functions of two or more individual components is acceptable when it has been determined that it complies with the applicable requirements in

    48、 this standard. 3.2 Reference publications 3.2.1 Where reference is made to any code or standard such reference shall be considered to refer to the latest edition, and all amendments published to that edition up to the time when this standard was approved. See Appendix E for a list of the standards

    49、referenced in this document. 3.3 Units of Measurement 3.3.1 The values given in SI (metric) units are the standard. Values in parentheses are given in US. units. When a value for measurement is followed by a value in other units in parentheses, the second value is not necessarily an exact conversion. The value in parenthesis is for information only. Where liquid volume measures are given in parentheses the measures are U.S. gallons.
