    21、outlying islands, and the sovereign states that have entered into a compact of Free Association with the United States; Table 3 shall contain the individual component parts of the minor outlying islands; Table 4 shall contain offshore areas and areas of special sovereignty not covered above (i.e., p

    22、roperty in foreign nations, military installations, and territory within Seaward Limits but not within a specific state). The tables may be found at: http:/www.census.gov/geo/www/ansi/ansi.html. INCITS 38-2009 2 3.2 Initial sequencing of names for state code assignment For each state and state equiv

    23、alent in the United States, the names of the states and state equivalents shall be arranged in alphabetical order. For Puerto Rico and the Insular Areas of the United States, codes assigned in past standards shall continue to be applied (except for Baker Island) without respect to alphabetization in

    24、 a separate range exclusive of the range used in the United States. 3.3 Initial assignment procedure For each state and state equivalent, state codes shall be assigned in an ascending numerical sequence to the state and state equivalent names as specified in 3.2. One and one only state code shall be

    25、 assigned to each state or state equivalent, except for a single code assigned to the U.S. Minor Outlying Islands containing alternative codes for each individual island or island group. 3.4 Assignment interval and values for state codes In the initial assignment of state codes in Table 1, there sha

    26、ll be a minimum arithmetic interval of one between successive assignments. The lowest numbered assignment shall be for the United States as a whole and it shall be assigned the code 00. Alabama, the first state alphabetically, shall be given a code of 01, Wyoming, the last state alphabetically, shal

    27、l be assigned the code 56. The District of Columbia shall be integrated into the list of states and shall be given a code of 11. Exceptions to this rule shall be that no state is assigned any of the following codes at this time: 03, 07, 14, 43, or 52. These codes are reserved for future use. The ass

    28、ignment of state equivalent codes in Tables 2 and 3 shall adhere to the historic designation of these codes. Table 4 shall have a minimum arithmetic interval of one between successive assignments. 3.5 New entries Subsequent to the initial assignments, new entries shall be assigned state codes so tha

    29、t, to the greatest extent possible, the alphabetic order within each sequence is maintained. 3.6 Alphabetic codes For each state and state equivalent, the two-character alphabetic postal codes assigned by the United States Postal Service are identified (where assigned) for each area of reference. 4.

    30、 Duties of the maintenance agency 4.1 Assignment of state codes The maintenance agency shall carry out the functions related to assignment of state codes specified in 3.1 through 3.5 of this standard. INCITS 38-2009 3 4.2 Data accuracy and currency The maintenance agency shall assure the accuracy an

    31、d currency of names and state codes of the states and state equivalents. 4.3 Documentation and dissemination of data files The maintenance agency shall produce a complete file of the identified states and state equivalents, and their assigned state codes. This file is publicly available at: http:/ww

    32、w.census.gov/geo/www/ansi/ansi.html. Changes shall be reported by the issuance of change notices, or by the re-issuance of the updated complete file. 4.4 Documentation and dissemination of user information The maintenance agency shall prepare information to aid users in applying the file of names an

    33、d codes of states and state equivalents, and shall arrange to make this information publicly available. The information shall include a description of the organization and characteristics of the data, including the layout of records and specification of fields. Characteristics of machine-readable me

    34、dia containing the data files shall be given. This information is publicly available at: http:/www.census.gov/geo/www/ansi/ansi.html. 5. Designation of maintenance agency The functions assigned in INCITS 38 to the maintenance agency shall be administered by the Office of Management and Budget.
