    6、the requirements for due process, consensus, and other criteria for approval have been met by the standards developer. Consensus is established when, in the judgment of the ANSI Board of Standards Review, substantial agreement has been reached by directly and materially affected interests. Substanti

    7、al agreement means much more than a simple majority, but not necessarily unanimity. Consensus requires that all views and objections be considered, and that a concerted effort be made towards their resolution. The use of American National Standards is completely voluntary; their existence does not i

    8、n any respect preclude anyone, whether he has approved the standards or not, from manufacturing, marketing, purchasing, or using products, processes, or procedures not conforming to the standards. The American National Standards Institute does not develop standards and will in no circumstances give

    14、equence. 3.6 ICT: Information and Communication Technology 3.7 service provider: Any person, firm, association or corporation, private, public or municipal, owning, operating or providing ICT services 4 General Each data element SHALL consist of sequences of characters, each character being either a

    15、lphabetic (AZ) or numeric (09). Subclause 5.1.2 contains an additional requirement for a symbol. In the format structures of clause 5 SHALL be considered as case insensitive; that is, there SHALL be no distinction made between upper and lowercase letters. However, it is recommended that the code be

    16、represented with uppercase letters. Subclause 6.3 specifies the requirements for delimiter usage in the NCI format structure. 5 Data Elements Clause 5 of this standard describes data elements and data composites that are used to construct the network channel and network channel interface code format

    17、s of clause 6. 5.1 Network Channel Code Data Elements 5.1.1 Channel Code A standard code to identify the general type of network channel needed to provide a transmission path with designated technical characteristics. This data element SHALL consist of two characters, each of which may be alphabetic

This data element SHALL consist of two charac

    20、ters, each of which may be alphabetic, numeric, or a hyphen “-”. 5.2 Network Channel Interface Code Data Elements 5.2.1 Total Conductors A standardized code that defines the number of total physical conductors required for a network channel interface. This data element SHALL consist of two numeric c

    21、haracters. 5.2.2 Protocol A standardized code that defines network channel interface requirements for signaling and transmission. This data element SHALL consist of two alphabetic characters. 5.2.3 Impedance A standardized code that represents the nominal reference impedance that will terminate the

    22、network channel for the purpose of evaluating transmission performance. This data element SHALL consist of one character which may be alphabetic or numeric. 5.2.4 Delimiter #1 A standardized code indicating the start of the Protocol Option data element if a Protocol Option Code is assigned or a Tran

    23、smission Level Point (TLP) code is assigned. Subclause 6.3.1 contains additional information on Delimiter #1 formatting. This data element SHALL consist of one character which may be a decimal “.” or virgule “/”. Delimiter representation for the NCI code SHALL not be specified as an alphabetic or nu

    24、meric character or a hyphen “-“. 5.2.5 Protocol Options A standardized code that supplements the Protocol data element, and represents additional features (e.g., bit rate, bandwidth, etc.) available. This data element SHALL consist of one to three characters, each of which may be alphabetic or numer

    25、ic. 5.2.6 Delimiter #2 A standardized code indicating the start of the Transmission Level Point (TLP) data element, if either Transmit TLP or Receive TLP values have been assigned. Subclause 6.3.1 contains additional information on Delimiter #2 formatting. This data element SHALL consist of one char

    26、acter which may be a decimal “.” or virgule “/”. Delimiter representation for the NCI code SHALL not be specified as an alphabetic or numeric character or a hyphen “-“. 5.2.7 Transmission Level Point (TLP) A standardized code that represents the transmit and receive levels with orientation of the se

    27、rvice provider. TLP is a single data element consisting of two codes, both of which must always be represented. ATIS-0300223.2014 4 5.2.7.1 Transmit TLP A standardized code corresponding to a value for the TLP signal level as transmitted from the service provider to the customer. This first portion

    28、of the TLP data element SHALL consist of one alphabetic character, a hyphen “-”, or a blank space “ “, as explained in subclause 6.3.1. 5.2.7.2 Receive TLP A standardized code corresponding to a value for the TLP signal level as received by the service provider from the customer. This second portion

    29、 of the TLP data element SHALL consist of one alphabetic character, a hyphen “-”, or a blank space “ “, as explained in subclause 6.3.1. 6 Format Structures The data composite of clause 4 is combined in presubscribed sequences to identify a network channel code and network channel interface code. Th

    30、e possible data composite formats are described in the following sub clauses. 6.1 Network Channel Code The Network Channel (NC) Code is an encoded representation used to identify the technical or other specification requirements for the transmission path of the requested channel services. Included i

    31、n this format are options available to enhance the technical performance of the transmission path requested. This format SHALL consist of the sequence of Channel Code and Optional Feature Code data elements, resulting in a code that consists of four characters as illustrated in Table 6.1. Table 6. 1

    33、entation used to identify interface characteristics at a Point of Termination (POT) or Point of Interface (POI). The NCI Code consists of seven (7) data elements including two (2) delimiters. These interface data elements are: Total Conductors, Protocol, Impedance, Delimiter #1, Protocol Options, De

    34、limiter #2 and Transmission Level Points. Required data elements are Total Conductors, Protocol, and Impedance. Optional data elements are Delimiter #1, Protocol Options, Delimiter #2 and Transmission Level Points (TLP). Table A.1 illustrates the Network Channel Interface Code format that consists o

    35、f a minimum of 5 characters and a maximum of 12 characters.     37、ted in subclause 5.2.7, the Transmit TLP Code signifies the TLP transmit signal level from the service provider when transmitting to the customer. Also, the Receive TLP Code signifies the TLP receive signal level at the service provider when receiving from the customer. Because the Protocol Options

    38、and Transmission Level Point data elements are optional, and the Protocol Options data element is of variable length, the NCI Code may have fewer than 12 characters. Unused character positions SHALL not be filled with spaces. Therefore, the NCI format structure does not consist entirely of fixed fie

    39、lds as illustrated in Table A.1. Delimiters are required after the Impedance data element only if subsequent data elements are specified (for correct interpretation of the NCI Code). 6.3 NCI Delimiter Usage For purposes of this standard and to be consistent with most mechanized systems, delimiters a

    40、re counted as characters of information. The actual character used as the delimiter may differ from system to system, but is generally either a period “.” or a virgule “/”. Delimiter representation for the NCI code SHALL not be specified as an alphabetic or numeric character or a hyphen. 6.3.1 NCI C

    41、ode Delimiters The NCI code delimiters are labeled as Delimiter #1 and Delimiter #2 to differentiate them and to show their relative positions as illustrated in Table A.1. a) The Delimiter #1 data element precedes the Protocol Options data element if a Protocol Options data element is specified. Whe

    42、n a Protocol Options data element is specified, the Delimiter #1 data element will be in character position 6. b) The Delimiter #2 data element precedes the TLP Codes if either a Transmit or Receive TLP Code is specified, or if both TLP Codes are specified. If a TLP Code is specified in one characte

    43、r position only (i.e., Transmit or Receive TLP Code), a hyphen or the letter “O” is required as a filler in the unspecified character position. If TLP Codes are not specified (i.e., not populated), default levels found in the Telcordia Technical Publications, listed in Annex B, will apply. Delimiter

    44、 #2 will not be specified if both TLP Codes are unpopulated. 6.3.2 Protocol Options Unspecified If the Protocol Options data element is not specified, but the TLP Codes are, a double delimiter - i.e., both Delimiters #1 and #2 - will be placed after character position five (5). In this case Delimite

    45、r #1 will be in character ATIS-0300223.2014 6 position six (6), and Delimiter #2 will be in character position seven (7). The TLP Codes will be entered in character positions eight (8) and nine (9) accordingly. 6.3.3 Character position of Delimiter #2 If the Protocol Options data element is specifie

    46、d, the character position of Delimiter #2 will be dependent on the length of the Protocol Options code. Delimiter #2 will occupy character position ten (10) if a three-character Protocol Options code is assigned. Delimiter #2 will be in character position nine (9) if a two-character Protocol Options

    47、 code is assigned. Delimiter #2 will be in character position eight (8) if a one-character Protocol Options code is assigned. 7 Maintenance Agent Duties4The Maintenance Agent will be the custodian of the NC and NCI code sets and will be responsible for the following administrative duties: a) Provide

    48、 for the assignment, definition and administration of the following NC and NCI data elements: Channel Code Optional Feature Code Total Conductors Protocol Impedance Protocol options Transmit Transmission Level Point (TLP) Receive Transmission Level Point (TLP) b) Develop and publish, dictionaries of

    49、 NC and NCI data elements outlined in 7(a). c) Provide an industry procedure for obtaining knowledge of NC and NCI information, through the obtaining of a COMMON LANGUAGE Products NC/NCI standard level license agreement with Telcordia Technologies Inc. dba iconectiv. d) Provide services and materials under reasonable and nondiscriminatory terms. 4Telcordia Technologies, Inc. dba iconectiv (“iconectiv”) or its equivalent is such a maintenance agent.
