    2、nical Committee EPL/501, Electronic assembly technology any IEC National Committee interested in the subject dealt with may participate in this preparatory work. International, governmental and non- governmental organizations liaising with the IEC also participate in this preparation. IEC collaborat

    3、es closely with the International Organization for Standardization (ISO) in accordance with conditions determined by agreement between the two organizations. 2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international consensus of opinion on the

    4、 relevant subjects since each technical committee has representation from all interested IEC National Committees. 3) IEC Publications have the form of recommendations for international use and are accepted by IEC National Committees in that sense. While all reasonable efforts are made to ensure that

    5、 the technical content of IEC Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any misinterpretation by any end user. 4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications transparently to the ma

    6、ximum extent possible in their national and regional publications.     13、the technical committee or subcommittee concerned may transform it into an International Standard. Standards Should: Show relationship to Design for Manufacturability (DFM) and Design for the Environment (DFE) Minimize time to market Contain simple (simplied) language Just include spec information Focus on end product performance Include a feedback system on us

    17、e and problems for future improvement Standards Should Not: Inhibit innovation Increase time-to-market Keep people out Increase cycle time Tell you how to make something Contain anything that cannot be defended with data Notice IPC Standards and Publications are designed to serve the public interest

    18、 through eliminating mis- understandings between manufacturers and purchasers, facilitating interchangeability and improve- ment of products, and assisting the purchaser in selecting and obtaining with minimum delay the proper product for his particular need. Existence of such Standards and Publicat

    19、ions shall not in any respect preclude any member or nonmember of IPC from manufacturing or selling products not conforming to such Standards and Publication, nor shall the existence of such Standards and Publications preclude their voluntary use by those other than IPC members, whether the standard

    20、 is to be used either domestically or internationally. Recommended Standards and Publications are adopted by IPC without regard to whether their adop- tion may involve patents on articles, materials, or processes. By such action, IPC does not assume any liability to any patent owner, nor do they ass

    21、ume any obligation whatever to parties adopting the Recommended Standard or Publication. Users are also wholly responsible for protecting them- selves against all claims of liabilities for patent infringement. IPC Position Statement on Specification Revision Change It is the position of IPCs Technic

    22、al Activities Executive Committee that the use and implementation of IPC publications is voluntary and is part of a relationship entered into by customer and supplier. When an IPC publication is updated and a new revision is published, it is the opinion of the TAEC that the use of the new revision a

    23、s part of an existing relationship is not automatic unless required by the contract. The TAEC recommends the use of the latest revision.
