These values are common to the Member States in a

    5、 society in which pluralism, non-discrimination, tolerance, justice, solidarity and equality between women and men prevail.,EU CFSP - Principles,Art. 3.5: In its relations with the wider world, the Union shall uphold and promote its values and interests and contribute to the protection of its citize

It shall contribute to peace, security, the sustainable development of the Earth, solidarity and mutual respect among peoples, free and fair trade, eradication of poverty and the protection of human rights, in particular the rights of the child, as well as to the strict observance and the develo

    7、pment of international law, including respect for the principles of the UN Charter.,EU CFSP - Principles,Art. 21.1: The Unions action on the international scene shall be guided by the principles which have inspired its own creation, development and enlargement, and which it seeks to advance in the w

    8、ider world: democracy, rule of law, the universality and indivisibility of human rights and fundamental freedoms, respect for human dignity, the principles of equality and solidarity, and respect for the principles of the UN Charter and international law.,EU CFSP - Principles,Art. 21.2 The Union sha

    9、ll define and pursue common policies and actions, and shall work for a high degree of cooperation in all fields of international relations, in order to:(a) safeguard its values, fundamental interests, security, independence and integrity; (b) consolidate and support democracy, the rule of law, human

    10、 rights and the principles of international law; (c) preserve peace, prevent conflicts and strengthen international security, in accordance with the purposes and principles of the United Nations Charter, with the principles of the Helsinki Final Act and with the aims of the Charter of Paris, includi

    11、ng those relating to external borders; (d) foster the sustainable economic, social and environmental development of developing countries, with the primary aim of eradicating poverty; (e) encourage the integration of all countries into the world economy, including through the progressive abolition of

    12、 restrictions on international trade; (f) help develop international measures to preserve and improve the quality of the environment and the sustainable management of global natural resources, in order to ensure sustainable development; (g) assist populations, countries and regions confronting natur

    13、al or man-made disasters; and (h) promote an international system based on stronger multilateral cooperation and good global governance.,EU CFSP - Principles,CFSP different from the rest.Art. 24.1: The common foreign and security policy is subject to specific rules and procedures. They shall refrain from any action which is contrary to the interests of the Union or likely to impair its effectiveness as a cohesive force in international relations.,EU CFSP Actors and competences,The CommissionWith the exception of CFSP, shall

    19、ensure the Unions external representation (i.e. it is responsible for “external action“, including trade, development aid, humanitarian assistance, enlargement, neighbourhood policy).,EU CFSP Actors and competences,The Parliament- is consulted and may address questions or make recommendations to the

    20、 Council or the HR. The HR “shall ensure that the views of the EP are duly taken into consideration“.,EU CFSP Actors and competences,The High Representative / Vice President Art. 27The High Representative of the Union for Foreign Affairs and Security Policy, who shall chair the Foreign Affairs Counc

    21、il, shall contribute through his proposals to the development of the common foreign and security policy and shall ensure implementation of the decisions adopted by the European Council and the Council. The High Representative shall represent the Union for matters relating to the common foreign and s

    22、ecurity policy.     33、encies for dealing with such matters relating to the maintenance of international peace and security as are appropriate for regional action provided that such arrangements or agencies and their activities are consistent with the Purposes and Principles of the United Nations. The Members of the Unite

    34、d Nations entering into such arrangements or constituting such agencies shall make every effort to achieve pacific settlement of local disputes through such regional arrangements or by such regional agencies before referring them to the Security Council. The Security Council shall encourage the deve

    35、lopment of pacific settlement of local disputes through such regional arrangements or by such regional agencies either on the initiative of the states concerned or by reference from the Security Council. This Article in no way impairs the application of Articles 34 and 35.Article 53 The Security Cou

    36、ncil shall, where appropriate, utilize such regional arrangements or agencies for enforcement action under its authority. But no enforcement action shall be taken under regional arrangements or by regional agencies without the authorization of the Security Council, with the exception of measures aga

    37、inst any enemy state, as defined in paragraph 2 of this Article, provided for pursuant to Article 107 or in regional arrangements directed against renewal of aggressive policy on the part of any such state, until such time as the Organization may, on request of the Governments concerned, be charged

    38、with the responsibility for preventing further aggression by such a state. The term enemy state as used in paragraph 1 of this Article applies to any state which during the Second World War has been an enemy of any signatory of the present Charter.Article 54 The Security Council shall at all times b
