    25、ject development and management FOREWORD 1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international co-operation on all questions c

    26、oncerning standardization in the electrical and electronic fields. To this end and in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”).

    27、Their preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with may participate in this preparatory work. International, governmental and non- governmental organizations liaising with the IEC also participate in this preparation. IEC collaborat

    28、es closely with the International Organization for Standardization (ISO) in accordance with conditions determined by agreement between the two organizations. 2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international consensus of opinion on the

    29、 relevant subjects since each technical committee has representation from all interested IEC National Committees. 3) IEC Publications have the form of recommendations for international use and are accepted by IEC National Committees in that sense. While all reasonable efforts are made to ensure that

IEC 62257-3, which is a technical specification, has

    38、 been prepared by IEC technical committee 82: Solar photovoltaic energy systems. 6 IEC TS 62257-3:2015 IEC 2015 This second edition cancels and replaces the first edition issued in 2004. It constitutes a technical revision. The main technical changes with regard to the previous edition are as follow

    39、s: redefine the maximum AC voltage from 500 V to 1 000 V, the maximum DC voltage from 750 V to 1 500 V; removal of the limitation of 100 kVA system size. Hence the removal of the word “small” in the title and related references in this technical specification. This technical specification is to be u

    40、sed in conjunction with the latest editions of the IEC 62257 series. The text of this technical specification is based on the following documents: Enquiry draft Report on voting 82/948/DTS 82/999A/RVC Full information on the voting for the approval of this technical specification can be found in the

    41、 report on voting indicated in the above table. This publication has been drafted in accordance with the ISO/IEC Directives, Part 2. A list of all parts in the IEC 62257 series, published under the general title Recommendations for renewable energy and hybrid systems for rural electrification, can b

    42、e found on the IEC website. Future standards in this series will carry the new general title as cited above. Titles of existing standards in this series will be updated at the time of the next edition. The committee has decided that the contents of this publication will remain unchanged until the st

    43、ability date indicated on the IEC website under “http:/webstore.iec.ch“ in the data related to the specific publication. At this date, the publication will be transformed into an International standard, reconfirmed, withdrawn, replaced by a revised edition, or amended. A bilingual version of this pu

    44、blication may be issued at a later date. IEC TS 62257-3:2015 IEC 2015 7 INTRODUCTION The IEC 62257 series intends to provide to different players involved in rural electrification projects (such as project implementers, project contractors, project supervisors, installers, etc.) documents for the se

    45、tting up of renewable energy and hybrid systems with AC voltage below 1 000 V and DC voltage below 1 500 V. These documents are recommendations: to choose the right system for the right place; to design the system; to operate and maintain the system. These documents are focused only on rural electri

    46、fication concentrating on, but not specific to, developing countries. They should not be considered as all-inclusive to rural electrification. The documents try to promote the use of renewable energies in rural electrification; they do not deal with clean mechanism developments at this time (CO 2emi

    47、ssion, carbon credit, etc.). Further developments in this field could be introduced in future steps. This consistent set of documents is best considered as a whole with different parts corresponding to items for safety, sustainability of systems aiming at the lowest life-cycle cost as possible. One

    48、of the main objectives is to provide the minimum sufficient requirements, relevant to the field of application, that is, renewable energy and hybrid off-grid systems. The purpose of this part of the IEC 62257 series is to propose a framework for project development and management and includes recomm

    49、ended information that should be taken into consideration during all the steps of the electrification project. 8 IEC TS 62257-3:2015 IEC 2015 RECOMMENDATIONS FOR RENEWABLE ENERGY AND HYBRID SYSTEMS FOR RURAL ELECTRIFICATION Part 3: Project development and management 1 Scope This part of IEC 62257 provides information on the responsibilities involved in the implementation of rural power systems.
