7、n the smart environment,also known as smart enabled products;b) Products identified as being compatible with communication environments associated with(a), or those which are not smart enabled, but compatible with smart enabled products; andc) Products intended to interact with communication data an
8、d control products that do nototherwise react to communication data.1.2 Products covered by 1.1(a) are commonly identified as “smart” products or “smart enabled” and areintended to interact with the “Smart Grid” described by the Energy Independence and Security Act of2007.1.3 Products covered by 1.1
9、(b) are not specifically identified for interaction with the “Smart Grid” but areidentified as being compatible with that environment. Such products incorporate features such that theydo not interact with or modify responses of other products connected to the power distribution system, andthey are n
10、ot adversely affected by other devices or communications associated with the environment inwhich they are installed.1.4 Products covered by 1.1(c) are enabler devices intended to interact with the Smart Grid andinterface with devices that are not otherwise smart enabled.1.5 These requirements supple
11、ment those specified in the applicable end-product Standard for Safety.Where the end-product Standard includes requirements that achieve the intent of these requirements asapplicable to the specific product, the end-product Standard takes precedence.SMART ENVIRONMENT INTEGRATION ASSESSMENT2 General2
12、.1 In order for a manufacturer to claim safety in the smart environment, the manufacturer shall have amanagement system that addresses and documents system safety considerations.2.2 The manufacturer shall specify the functions and interactions of the product that are related tooperation in a smart e
13、nvironment.2.3 The manufacturer shall conduct a system safety analysis in order to identify hazards and theirpotential hazardous events in consideration of product integration in a smart environment. 15、also be concerned with the safety of the product itself in order todetermine how the products safety depends on interactions with the Smart Grid system.3 Functional Safety3.1 From the system safety analysis specified in Section 2, the safety related functions of the productshall be identified and a
16、safety integrity level assigned to each function in accordance with the Standardfor Functional safety of electrical/electronic/programmable electronic safety-related systems, IEC 61508.3.2 Each safety related function shall be implemented commensurate with the safety integrity level inaccordance wit
17、h the Standard for Functional safety of electrical/electronic/programmable electronicsafety-related systems, IEC 61508.PERFORMANCE4 Resistance to Environmental Noise Test4.1 General4.1.1 A product shall demonstrate immunity when exposed to the conditions described in this Section.The intent of this
18、Section is to configure and operate the product under normal conditions and determinethat, during and after exposure to the electromagnetic environment, the product:a) Functions or fails safely; andb) Experiences no reduction of protective functionality.4.1.2 The selection of the test level shall be
19、 based on the intended use. The levels applied to a deviceare based on the intended use environment. Each test in this Section specifies test levels for both lightindustrial or residential and industrial or commercial applications. If the installation or use environment isnot known, then the industr
20、ial or commercial test levels are to be applied.4.1.3 Use environments shall be clearly documented in the installation and user manuals.4.1.4 The same representative product shall be tested for all of the tests described in 4.2 4.7.4.1.5 The product shall be tested as described in 4.2 4.9 and shall
21、not exhibit risks of fire, electricshock, or personal injury. A risk is considered to be exhibited if any of the following occurs:a) Risk of fire, as evidenced by charring of the fire indicator specified in the applicable end-product Standard for Safety;b) Risk of electric shock, as evidenced by exc
22、eeding the leakage current limit or experiencingdielectric breakdown specified in the applicable end-product Standard for Safety; orc) Risk of personal injury, as evidenced by a non-compliant mechanical hazard specified in theapplicable end-product Standard for Safety.OCTOBER 11, 2011 SUBJECT 2744 5

Each test sh
24、all be in accordancewith the applicable end-product Standard for Safety.4.2 Electrostatic discharge immunity4.2.1 The Standard for Electromagnetic compatibility (EMC) - Part 4-2: Testing and measurementtechniques - Electrostatic discharge immunity test, IEC 61000-4-2, is to be used as the reference
25、fortesting and measuring techniques. The test limits are as follows:a) 4 kV, positive and negative polarity, for direct contact discharge; andb) 8 kV, positive and negative polarity, for air discharge.All lower test levels shall also be satisfied for both air and contact discharges.4.2.2 The test le
26、vels in 4.2 apply to both light industrial/residential and industrial/commercialenvironments.4.3 Radiated electromagnetic field immunity4.3.1 The Standard for Electromagnetic compatibility (EMC) Part 4: Testing and measurement techniques- Section 3: Radiated, radio frequency, electromagnetic field i
27、mmunity test, IEC 61000-4-3, is to be thetest measurement reference. The frequency range to be investigated is to be from 80 MHz to 6 GHz. Thetest dwell time at each frequency in this range is to be such that the device under test can be fullyexercised and respond but no less than 0.5 seconds.4.3.2
28、For light industrial/residential applications, the exposure is to be Level 2, 3 V/m, modulated with 80percent AM modulation at 1 kHz. The frequencies to be used encompass the standard broadcastfrequency ranges for commercial and amateur (ham) radio and television. The step size for the testfrequency
29、 ranges is to be 1 percent of fundamental.4.3.3 For industrial/commercial applications, the exposure is to be Level 3, 10 V/m, modulated with 80percent AM modulation at 1 kHz. The frequencies to be used encompass the standard broadcastfrequency ranges for commercial and amateur (ham) radio and telev

32、Section 4: Electrical fast transient/burst immunity test - Basic EMC publication, IEC 61000-4-4, is to bethe standard for testing methods. Tests are to be carried out on the mains lines and any other input oroutput lines connected to the device. If the device has a separate, external, ground connect
33、ion, testing isto be conducted on that connection as a separate test.4.4.2 For light industrial/residential applications, the test level is to be Level 2, 1 kV. All lower test levelsshall also be satisfied.4.4.3 For industrial/commercial applications, the test level is to be Level 3, 2 kV. All lower
34、 test levels shallalso be satisfied.4.5 Voltage surge4.5.1 The Standard for Electromagnetic compatibility (EMC) Part 4: Testing and measurement techniques- Section 5: Surge immunity test - Basic EMC publication, IEC 61000-4-5, is to be the standard for testingmethods.4.5.2 For light industrial/resid
35、ential applications, the test limit is to be Level 3 at 2 kV line(s)-to-ground andLevel 2 at 1 kV line(s)-to-line. All lower test levels shall also be satisfied.4.5.3 For industrial/commercial applications, the test limit is to be Level 3 at 2 kV line(s)-to-ground andLevel 2 at 1 kV line(s)-to-line.
36、 For input/output lines, the test limit is to be Level 2, 1 kV individually fromeach line-to-earth. All lower test levels shall also be satisfied.4.6 Immunity to conducted disturbances, induced by RF fields4.6.1 The test methods described in the Standard for Electromagnetic compatibility (EMC) Part
37、4: Testingand measurement techniques - Section 6, Immunity to conducted disturbances, induced byradio-frequency fields, IEC 61000-4-6, are to be followed, over a frequency range of 150 kHz to 80 MHz.The test dwell time at each frequency in this range is to be such that the device under test can be f
38、ullyexercised and respond but no less than 0.5 seconds.4.6.2 For light industrial/residential applications, the exposure is to be Level 2, 3 Vrms, modulated with80 percent AM modulation at 1 kHz. The step size for the test frequency ranges is to be 1 percent offundamental.4.6.3 For industrial/commer

44、 for Electromagnetic compatibility (EMC) Part 4-8:Testing and measurement techniques Power frequency magnetic field immunity test, IEC 61000-4-8,are to be followed.4.8.2 For light industrial/residential applications, the representative product is to be subjected to a powerfrequency magnetic field di
45、sturbance at Test Level 2, 3 A/m. For products that can work in multiple powerline frequencies (i.e., 50 Hz or 60 Hz), tests are to be conducted at both frequencies. For battery operateddevices, the tests are to be conducted at both frequencies.4.8.3 For industrial/commercial applications, the repre
46、sentative product is to be subjected to a powerfrequency magnetic field disturbance at Test Level 3, 30 A/m. For products that can work in multiple powerline frequencies (i.e., 50 Hz or 60 Hz), tests are to be conducted at both frequencies. For battery operateddevices, tests are to be conducted at b

48、nts, IEC 60204-1, is to be used as the basis for requirements. The unit mustfunction correctly during exposure to 10 percent harmonic distortion between the 2nd and the 5thharmonics, and 2 percent harmonic distortion between the 6th and the 30th harmonics. Harmonicdistortion is to be injected on the
49、 input power lines under full load and no-load conditions and theamplitude is based on the total rms voltage.4.9.2 The test levels in 4.9 apply to both light industrial/residential and industrial/commercialenvironments.5 Emissions5.1 General5.1.1 Emissions for both unintentional and intentional emitters shall meet the requirements of this Outlineas specified in 5.2 5.5, as applicable.5.1.2 The test instrumentation and test sites shall comply with the requirements as described in theStandard for Methods of Measurement of Radio-Noise Emissions from Low-Voltage
