    25、al-Band PCS and Cellular Support11 NETWORK SERVICESThis section describes services used by the switching system and network operators.Subscribers may or may not be directly aware that any of these services are being usedbecause they do not require direct subscriber involvement.1.1 Dual-Band PCS and

    26、Cellular SupportThe dual-band Personal Communication Services (PCS) and cellular support feature is anetwork capability providing the infrastructure for wireless systems to support both PCS(1800 MHz) and cellular (800 MHz). A PCS system supports one or more frequency blocks(i.e., A, B, C, D, E, or F

    27、). A cellular system supports one of the cellular systems(i.e., System A or System B).Dual-band PCS and cellular systems shall provide the operations and procedures tosupport: PCS and cellular traffic, Intersystem handoff between PCS and cellular systems, and Basic automatic roaming of both PCS and

    28、cellular subscribers into dual-bandvisited systems.For intersystem handoff, serving systems, candidate systems, and target systems may besingle band (i.e., PCS or cellular) or dual-bands (i.e., PCS and cellular). Similarly, mobilestations may be single band (i.e., PCS or cellular) or dual-band. In t

    29、his manner, basicintersystem handoff functionality shall support the following possible combinations (seeAnnex D): Handoff of a dual-band MS in either a PCS or cellular single-band serving systemto a dual-band target system, Handoff of a single-band MS in either a PCS or cellular single-band serving

    30、system to a dual-band target system, Handoff of a dual-band MS in a PCS, cellular, or dual-band serving system to asingle band target system, and Handoff of a single-band MS in a PCS, cellular, or dual-band serving system to acompatible single-band target system.Intersystem handoff can be accomplish

    31、ed in a number of ways including: unmeasured,Mobile-Assisted-Handoff (MAHO), and candidate system measurement.For automatic roaming, a PCS or cellular subscriber may register in a visited system.Successful roaming depends on the compatibility of the bands supported between the MSand the visited syst

    32、em. For example, dual-band MSs can receive and register in single-bandand dual-band systems. Single-band MSs can only be supported in a compatible system.Assuming the visited system is a compatible or a dual-band system, normal operationoccurs. For example, a PCS roamer may register on a PCS or dual

    34、33343536373839404142434445464748495051525354555657585960Network Services2For systems supporting only a single band (i.e., PCS or cellular) incompatible access shallnot occur.1.2 Personal Communication Service (PCS) SupportPersonal Communication Service (PCS) shall provide the intersystem support of

    35、PCS band(1800 MHz). This intersystem support includes two categories of network capability:1. Intersystem Handoff from PCS to PCS systems.2. Basic Automatic Roaming to a visited PCS system.The feature shall support all PCS frequency blocks (i.e., A, B, C, D, E, or F) available tothe MS as well as in

    36、tersystem handoff between frequency blocks.The PCS functionality shall also support the features defined in TIA-664and the basicnetwork capabilities defined in TIA-41.1.3 CDMA Packet Data Service (C-PDS) Network PerspectiveC-PDS shall be supported with simultaneous voice or circuit bearer services.

    37、This impliesthat the network shall allow the user to establish, maintain, and or end a C-PDS sessionwhile maintaining a circuit call. The network shall allow a user with an active Packet Datasession to establish, receive, maintain, and or end a circuit service (voice or data) whilemaintaining the Pa

    38、cket Data session. The network shall allow the user with a dormantPacket Data session to establish, receive, maintain, and or end a circuit service (voice ordata) while maintaining the packet data session. The network shall support a circuit servicewhile transiting between the dormant and active sta

    39、tes as managed by the radio network.C-PDS usage requires a wireless user to register with the Packet Data network. This is doneby using the Mobile IP registration procedure or, in the case of Simple IP, ChallengeHandshake Authentication Protocol (CHAP), Password Authentication Protocol (PAP) orregul

    40、ar IP registration using the Point-to-Point Protocol (PPP). Re-registration is alsorequired in case of Mobile IP when the wireless user moves out of one Packet Data ServiceNode (PDSN) service area to another. In addition, Packet Zone registration is required tokeep track of the users current Packet

    41、Zone. Packet Zone registration is performedautonomously by the MS and may be independent of wireless network registration. All ofthese registration procedures may require assignment of radio traffic channels to the MS.From the Radio Network (RN) point of view, there is no difference between a Packet

    42、 Zoneregistration that requires assignment of a radio traffic channel and MS originated packetdata transmission. In particular, the Quality of Service (QoS) values shall be used toprioritize the request on the radio interface, and interaction with other services shall beidentified. The RN shall allo

    43、w for QoS. The QoS subscription offering shall be used toprioritize the request in such areas as admission control, data burst allocation and MAC(Medium Access Control) state management.The RN shall allow the MS to de-register with the packet data network by closing the linklayer connection and main

    44、taining registration on the TIA-41network.The RN shall apply the existing TIA-41MAP authorization, subscription control andauthentication operations. This registration after handofffunctionality shall apply in two cases: to mobile stations that have only a packet service option active at the time ofhandoff, and to mobile stations, which subsequent to the handoff, have all circuit servicesdropped while maintaining an a

    47、ctive packet service option.In this context, registration after handoffpermits an earlier update of the location pointerin the MSs HLR for the purpose of more expeditious circuit mode service invocationsubsequent to the handoff.The RN shall deliver data to the MS when the MS is reachable. When the M

    48、S is notreachable, the RN may buffer the data in order to deliver it when data delivery becomespossible or simply ignore the incoming data.The RN shall allow movement of an MS in the Active State, with minimal delay or dataloss. This includes the case where the MS is moving to an area served by a di

    49、fferent BSCor MSC.Quality of Service (QoS) PriorityThere are two subscription categories pertaining to Packet Data: Non-Assured Mode - QoSand Assured Mode - QoS. Both categories support a form of QoS Priority with 16 levels,including two reserved levels. These values indicate a relative priority level, sequentiallyarranged low to high.
