The existence of such Standards and Publications shall not in any respect preclude any member or non-member of TIA from manufacturing or selling products not conforming to such Standards and

    3、 Publications. Neither shall the existence of such Standards and Publications preclude their voluntary use by Non-TIA members, either domestically or internationally. Standards and Publications are adopted by TIA in accordance with the American National Standards Institute (ANSI) patent policy. By s

    4、uch action, TIA does not assume any liability to any patent owner, nor does it assume any obligation whatever to parties adopting the Standard or Publication.     24、an for the implementation of uniformfeatures for use in wireless telecommunications systems. Its intent is to describe servicesand features so that the manner in which they are used by a subscriber can remainreasonably consistent from system to system. It is not intended to require that specificserv

    25、ice offerings be required of all service providers.1.1 GeneralThis document describes a subset of wireless features that a wireless subscriber can use inany wireless system into which the subscriber roams. The selected subset consists offeatures that are more likely to be used when roaming, and feat

    26、ures that are necessary toimplement full intersystem operation.1.2 ScopeThis document provides descriptions and standard operational procedures for a number ofspecific features. These particular features were selected with the following considerationsin mind: The list of features is restricted to th

    27、ose features that afford the subscriber anacceptable degree of control over common call situations. No attempt is made to“standardize” all of the features that are, may be, or could be made available in thewireless industry. The objective is to provide subscribers with reasonable comfortand familiar

    28、ity as they move between systems while not infringing on the need ofmanufacturers and service providers to compete by means of nonstandardofferings. All selected features can be implemented, in their “standard” form by MSCsdesigned to serve smaller markets; i.e., standard procedures should not haveu

    29、nduly burdensome memory and processing capacity requirements. Individualmanufacturers may offer “enhanced” versions of standard features; however, suchenhancements should not surprise the unsuspecting subscriber by deviations fromthe standard. Feature options should provide flexibility of the manufa

    30、cturers andservice providers offerings. Certain features may also be implemented using a “Wireless Intelligent Network”(WIN) architecture, in which case the functionality required to provide features(such as service switching, service control, service data, and special resources)may be distributed t

    31、hroughout the network. In such a case, the service control orservice data functions associated with features may be distributed among theMSC, HLR, SCP, SN, IP, or other network elements, and the interactions betweenfeatures must be managed carefully to prevent undesirable or unexpected results.Featu

    32、re Interaction Manager and Service Interaction Manager procedures shouldbe implemented in networks employing such an architecture. The features selected provide as much home service provider control over thefeature operation as possible. This is to allow for competition betweenmanufacturers and serv

    33、ice providers, while providing seamless feature operationto the subscribers.
