    36、rk (PSTN) via a wireline interface (“wireline handset telephones”) are required by FCC CFR Part 68 (USA) and CS-03 (Canadian) rules to provide a specified amount of volume control gain relative to a nominal output level. These wireline telephones may have an analog or digital network interface and t

    37、he handset may have a corded or “cordless” (e.g., DECT, WiFi) connection to the base unit that connects to the telephone network. FCC rules reference outdated TIA telephony standards including ANSI/TIA-470-A (analog interface) and ANSI/TIA-579 (digital interface) for measurement methods to establish

    38、 acoustic output levels for nominal volume control and output levels for the required minimum volume control acoustic gain. TIA published ANSI/TIA-4965 (“Receive Volume Control Requirements for Digital and Analog Wireline Handset Terminals”) in 2012 with the intent that ANSI/TIA-4965 would replace t

    39、he outdated TIA standard references related to volume control measurements. Canada has adopted ANSI/TIA-4965 as the new method of measurement and the FCC in the USA is in the final stages of the rule making process to also adopt ANSI/TIA-4965 as the new measurement requirements for wireline telephon

    40、e handsets. ANSI/TIA-4965 specifies a measurement method based on the concept of “Conversational Gain” whereby the acoustic output level of a handset with volume control gain applied is measured with modern, updated methods, and referenced to an acoustic level of 70 dBSPL. See Annex-C (Informative)

    41、Conversational Gain for details regarding Conversation Gain and associated reference levels. The FCC has circulated the awareness of ANSI/TIA-4965 throughout the telephony industry as part of the FCCs rule making process. During the comment periods there has been widespread support for this change a

    42、nd little or no challenges or dissent. The original USA and Canadian creation of telephone volume control rules was championed by hearing advocacy groups to ensure the rules of the 1934 (and 1996) telecommunications acts were enforced such that all people had access to telephone services, including

    43、people with hearing impairment. The influence of wireless networks and devices used to access services is well-known throughout the world. For a rapidly increasing number of people, the only telephone they use or have access to for voice calls is their personal wireless (e.g., cellular) telephone ha

    44、ndset. For the same reasons that volume control gain was important for wireline handset telephones, volume control gain is important for wireless network interface handset telephones (“wireless handset telephones”). This standard is based on the measurement methods established in ANSI/TIA-4965. The

    45、acoustic related measurement methods are identical to ANSI/TIA-4965 except that two force levels are specified for placing the handset against the ear pinna of the Head and Torso Simulator (HATS). The 8 N force is similar to the 10 N force used in ANSI/TIA-4965 and is meant to be representative of a

    46、 handset held to an ear without a hearing device (e.g., hearing aid, cochlear implant). The 2 N force is meant to simulate the handset being loosely coupled to the microphone of a hearing device. The Conversational Gain requirements differ for these two usage conditions. The only other changes requi

    47、red for this wireless handset telephone volume control standard were related to the establishment of a voice call connection over the wireless network interface vs. ANSI/TIA-4965s requirements for call connections over wireline (analog or digital) network interfaces. TIA developed and published this

    48、 standard to provide a solution to the current lack of voluntary or regulatory requirements for volume control gain for wireless handset telephones. By publishing this standard, TIA does not advocate for or against regulatory adoption of rules regarding wireless handset telephone volume control gain. Instead, TIAs intent in developing and publishing t
