    22、1 INTRODUCTION 1 1.1 Scope 2 This document provides the system requirements for 3GPP2 Self-3 Organizing Networks (SON) that will guide the work of the enhancements 4 required to the cdma20001technology in support of this feature. The 5 intent is to provide guidance as to what areas require SON-relat

    23、ed 6 improvements, and also to understand what areas standardized outside 7 of 3GPP2 can assist in the development of the overall solution for SON. 8 The scope of this document is confined to the support of SON among 9 cdma2000 RAN and E-UTRAN nodes. 10 11 1.2 Document Conventions 12 “Shall” and “sh

    24、all not” identify requirements to be followed strictly to 13 conform to this document and from which no deviation is permitted. 14 “Should” and “should not” indicate that one of several possibilities is 15 recommended as particularly suitable, without mentioning or excluding 16 others, that a certai

    33、 and 3 optimize various network functions. Information from neighboring 4 network entities can allow a given network entity to make better choices, 5 update specific parameters, and take actions to improve the overall 6 network operation while minimizing or even eliminating much human 7 intervention

    34、. 8 2.1 Forward Compatibility 9 It is intended that the stage 2 and 3 work developed to implement these 10 requirements be extensible to allow and support new SON functionality 11 that may be included in future revisions of this requirements 12 specification. 13 2.2 Backwards Compatibility 14 The cr

    35、eation of protocols and procedures to support SON must consider 15 and, to the greatest extent possible, be compatible with existing 16 deployments. 17 2.3 Interoperability 18 The protocols and procedures created to support SON must provide 19 interoperability between vendor products deployed within

    36、 the same 20 access and core networks. 21 It is intended that the stage 2 and 3 work developed to implement these 22 requirements be also interoperable to the greatest extent possible with 23 SON functionality developed for other radio technologies, e.g., LTE. 24 25 26 4 3GPP2 S.R0150-0 v1.0 3 DETAI

    37、LED REQUIREMENTS 1 The SON system requirements are listed in the following sections. 2 3 3.1 General Requirements 4 GEN-01: SON features specified in this document shall be supported 5 between eHRPD and E-UTRAN networks. 6 3.2 Detailed Feature Characteristics and Requirements 7 3.2.1 Load Balancing

    38、8 LB-01: The eHRPD network shall be capable of distributing network load 9 between itself and E-UTRAN network. 10 LB-02: The eHRPD network shall be capable of supporing transfer of 11 traffic between itself and E-UTRAN network. 12 Note: As an example, congestion in one of the networks could 13 be th

    39、e trigger for load balancing action. 14 LB-03: The eHRPD network shall be capable of supporting self-organizing 15 optimization of network selection/reselection, redirection, and 16 handover between itself and E-UTRAN networks. 17 LB-04: The eHRPD network that supports load balancing shall not affec

    40、t 18 the user QoS negatively beyond what a user would experience at 19 normal mobility for reasons other than load-balancing. 20 3.2.2 Automatic Neighbor Relation 21 ANR-01: The eHRPD network shall be capable of automatically building, 22 managing, maintaining, and updating neighbor relation 23 info

    41、rmation between itself and E-UTRAN networks. 24 25 3.2.3 Mobility Robustness Optimisation 26 MRO-01: The eHRPD network shall be capable of supporting communication 27 of information necessary for reduction of the number of mobility-28 related radio link failures for handovers between eHRPD and E-29

    42、UTRAN networks. 30 MRO-02: The eHRPD network shall be capable of supporting 31 communication of information necessary for reduction of the 32 number of ping-pong transitions between eHRPD and E-UTRAN 33 networks. 34 5 3GPP2 S.R0150-0 v1.0 MRO-03: The eHRPD network shall be capable of supporting comm

    43、unication 1 of information necessary for reduction of unnecessary mobility 2 events. 3 4 3.3 Access Network Requirements 5 ACC-01 The eHRPD network shall be capable of monitoring its load and 6 exchanging related information (e.g., current load, available 7 capacity) with neighboring node(s) of E-UT

    44、RAN network. 8 ACC-02 The eHRPD network shall be capable of load distribution towards 9 adjacent cells of E-UTRAN network based on current load of 10 neighboring cells. 11 ACC-03 The eHRPD network shall be capable of instructing the UE to 12 perform measurements on cells of E-UTRAN networks and usin

    45、g 13 the UEs measurement results to improve inter-network operations. 14 ACC-04 The eHRPD network shall be capable of maintaining and updating 15 its relations with neighboring cells of an E-UTRAN network. 16 ACC-05 The eHRPD network shall be capable of detecting connection 17 failures during the ha

    46、ndoff to and from an E-UTRAN cell. 18 ACC-06 The eHRPD network shall be capable of adjusting its mobility 19 parameters associated with E-UTRAN networks, including 20 handover parameters, cell reselection parameters and redirection 21 parameters. 22 3.4 Device Requirements 23 DEV-01: The UE shall be
