GPRS-136 integrates the TIA/EIA-136 air link with the General Packet Radio Service (GPRS) as defined by the European Telecommunications Standards Institute (ETSI). GPRS-136 supports a packet data service

Introduction 1 Management of the radio resources in a GPRS-136 packet-data system is accomplished 2 by means of the Radio Resource Management procedures presented in thi

    42、s standard. 3 Effective management of the radio resources in a GPRS-136 system involves activities in 4 both the mobile station (MS) and the base station (BS). The entities in a GPRS-136 5 mobile station and base station that are used to achieve the goals of radio resource 6 management are the Radio

    43、 Resource Management Entity (RRME) and the Broadcast 7 Management Entity (BME). 8 The functions of GPRS-136 Radio Resource Management are as follows: 9 PCCH Selection: 10 To enable a GPRS-136 mobile station to acquire service on a suitable 11 GPRS-136 PCCH within an acceptable period, without the ne

    44、ed for any prior 12 knowledge of the PCCHs in the system. This goal is achieved by executing the 13 Packet Control Channel Selection procedure (see Section 2.1). 14 Load Balancing: 15 To evenly distribute the traffic load across one or more PCCHs. When more 16 than one PCCH is available for allocati

    45、on in the cell, the mobile stations 17 operating in that cell must be evenly distributed across the PCCHs. Furthermore, 18 mobile stations that camp on a particular PCCH must be allocated paging 19 subchannels in such a manner that the paging load is evenly distributed across 20 all available paging

    46、 time slots on the PCCH. This goal of load sharing is 21 achieved by executing the Packet Control Channel Allocation procedure (see 22 Section 2.3). 23 PCCH Reselection: 24 To provide service continuity to a GPRS-136 mobile station, operating on a 25 PCCH or PTCH through reselection to the best avai

    47、lable PCCH. This goal is 26 achieved by executing the Packet Control Channel Reselection procedure (see 27 Section 3). 28 PCCH/PTCH Assignment: 29 To provide the capability for the network to reassign an active mobile station to 30 a different PCCH or PTCH within the same cell. This goal is achieved

    48、 by 31 executing the Channel Assignment procedures (see Section 6). 32 Power Control: 33 To provide the capability to control the uplink power of the mobile stations and 34 the downlink power of the base stations. 35 To achieve the preceding goals, the RRME and BME must interact with other entities

    49、in 36 the mobile station and the base station. RRME and BME interact with the physical layer 37 for obtaining radio channel parameters such as signal strength. RRME and BME also 38 interact with the MAC layer and the GPRS-136 Mobility Management layer. The BME 39 entity within the base station interacts with the BME entity within the mobile station 40 TIA/EIA-136-335-1E Packet-Data Service - Radio-Resource Management 2 through the use of BME related messages broadcast on the F-PBCCH and E-PBCCH 1 subchannels (see TIA/EIA-136-336 11).
