21、k to 3 an Emergency Call Origination (CECO). These requirements pertain to 1x 4 Circuit Switched (1xCS) calls routed to a 1xCS access network and 1xCS 5 calls routed to a non-1xCS access network. For example, the 6 requirements pertain to Circuit-Switched Fall Back (CSFB) for a Long 7 Term Evolution
22、 (LTE) access network. The requirements are subject to 8 regional regulation. 9 1.2 Document Conventions 10 “Shall” and “shall not” identify requirements to be followed strictly to 11 conform to this document and from which no deviation is permitted. 12 “Should” and “should not” indicate that one of
23、 several possibilities is 13 recommended as particularly suitable, without mentioning or excluding 14 others, that a certain course of action is preferred but not necessarily 15 required, or that (in the negative form) a certain possibility or course of 16 action is discouraged but not prohibited. “
24、May” and “need not” indicate a 17 course of action permissible within the limits of the document. “Can” and 18 “cannot” are used for statements of possibility and capability, whether 19 material, physical or causal. 20 2 INFORMATIVE REFERENCES 21 References are either specific (identified by date of
