    23、 Foreword (This foreword is not part of this bulletin.) This document has been submitted to APCO/NASTD/FED by the Telecommunications Industry Association (TIA), as provided for in a Memorandum of Understanding (MOU) dated December 1993. That MOU provides that APCO/NASTD/FED will devise a Common Syst

    24、em Standard for digital public safety communications (the Standard), and that TIA shall provide technical assistance in the development of documentation for the Standard. This document has been developed with inputs from the APCO/TIA Project 25 Interface Committee (APIC), the APIC Compliance Assessm

    25、ent Process and Procedures Task Group, and TIA Industry members. This document is being published because it is felt that there is an urgent need for technical information on the emerging digital techniques for Land Mobile Radio Service. This document describes a subset of tests appropriate for cons

    26、ideration by the P25 Compliance Assessment Program Governance Board for inclusion in the Compliance Assessment Program testing associated with Transceiver Performance for a Conventional Mode Subscriber Unit. As other documents associated with compliance assessment are developed, this document will b

    27、e subject to change. The P25 Compliance Assessment Program uses a subset of published standard tests to “assess” compliance and is not intended to imply an exhaustive standard compliance verification.     29、ter Tests 4 TSB-102.CBBA-A 2 1 Introduction The purpose of this Telecommunications Systems Bulletin is to identify the subset of tests appropriate for consideration by the P25 Compliance Assessment Program Governance Board for inclusion in the P25 Compliance Assessment Program testing of Transceiver

    30、 Performance for a Conventional Mode Subscriber Unit (SU). The P25 Compliance Assessment Program intends to demonstrate that the equipment from different manufacturers will interoperate with respect to P25 defined features, services and interfaces. The P25 Compliance Assessment Program uses a subset

    31、 of published standard tests to “assess” compliance and is not intended to imply an exhaustive standard compliance verification. The full set of Transceiver Measurement Methods and Performance Recommendations published by TIA for P25 may be found in references 1 and 2. This document does not substit

    32、ute or override any of the tests in reference 1 or 2. This document identifies a subset of the full set of tests in references 1 and 2 appropriate for P25 Compliance Assessment performance testing for a Subscriber Unit operating in the Conventional mode. This document was drafted and reviewed within

    33、 the APCO/TIA Project 25 Interface Committee (APIC), Compliance Assessment Process and Procedures Task Group (CAPPTG), and represents the consensus achieved within the CAPPTG once the comment review period was concluded. The draft was subsequently updated to reflect the CAPPTG agreements in preparat

    34、ion for publication. 1.1 Scope This Bulletin identifies the tests appropriate for consideration by the P25 Compliance Assessment Program Governance Board for Compliance Assessment testing in the area of Transceiver Performance of a Conventional mode Subscriber Unit. These tests were deemed appropria

    35、te by the industry and user members participating in the work of the Compliance Assessment Process and Procedures Task Group (CAPPTG). The CAPPTG includes TIA members and representatives of Federal, State and Local Public Safety agencies and organizations. This group, being familiar with the relevan

    36、t published standards, available P25 equipment and test equipment and the general intentions of the P25 Compliance Assessment Program, reviewed all tests and performance recommendations described in references 1 and 2. The P25 Compliance Assessment Program confirms that the equipment of different ma

    37、nufacturers will interoperate with respect to the P25 defined features, services and interfaces. P25 Compliance Assessment testing of the Common Air Interface is expected to eventually include; Performance Tests ensuring the Common Air Interface endpoints are legitimate P25 devices for Trunking mode

    38、 operation, Conventional mode operation, or both. TSB-102.CBBA-A 3 Conformance Tests ensuring the Common Air Interface endpoints exchange the proper messages under the proper circumstances for Trunking mode operation, Conventional mode operation, or both. Interoperability Tests ensuring that Common

    39、Air Interface endpoints from different manufacturers do functionally interoperate for Trunking mode operation, Conventional operation, or both. In determining the tests appropriate for P25 Compliance Assessment Program testing in this area, the group considered whether tests in references 1 and 2 we

    40、re important for achieving interoperability between equipment of different manufacturers versus tests important for product design and/or certification. In general, tests that were determined to be more oriented towards product design and/or certification (such as but not limited to FCC certificatio

    41、n) were deemed unnecessary for inclusion in this list.
