、AA iForeword This document has been submitted to Project 25 (P25) by the Telecommunications Industry Association (TIA), as provided for in a Memorandum of Understanding (MOU) dated December 1993. The MOU provides that P25 will devise a common system standard for digital public safety communications

、(P25 Standard), and that TIA shall provide technical assistance in the development of documentation for the P25 Standard. This document has been developed with inputs from the Association of Public Safety Communications Officials-International P25 Interface Committee (APIC), the APIC Compliance Asse

、ssment Process and Procedures Task Group (CAPPTG), the TIA Mobile and Personal Private Radio Standards Engineering Committees Compliance Assessment Subcommittee (TR-8.25), and TIA industry members. This document is being published because it is felt there is a need for P25 to provide an overview of

、product compliance assessment. This document defines an overview of product compliance assessment both pursuant to and not pursuant to the Department of Homeland Security, Office for Interoperability and Compatibility P25 Compliance Assessment Program (DHS/OIC P25 CAP). 36、2.CBAA 10 Once the Detailed Test Report issued by the DHS/OIC-recognized laboratory conducting the testing has been released, the manufacturer issues a Summary Test Report and a SDoC based on the contents of the Detailed Test Report.12 The SDoC document informs the reader of the functionality provid

、ed by the manufacturers product and the types of P25 compliance relevant to the equipment tested. The Summary Test Report provides additional detail when compared to the SDoC. In the Summary Test Report, each test case for which testing was completed is broken out separately and a Pass, Fail, or N/A

、 (not applicable) is assigned. The N/A (not applicable) designation is appropriate when testing an optional function and that particular optional functionality has not been implemented in the specific product under test. Summary Test Reports and SDoCs, are issued by manufacturers using the data outl

、ined in the associated Detailed Test Report, provided by the DHS/OIC-recognized laboratory conducting the tests. One Summary Test Report and one SDoC are issued for each model class of TIA-102/P25 product. A model class of TIA-102/P25 product is defined by the equipment supplier as having identical

、functionality.13 Manufacturers maintain ownership over the content of SDoCs and Summary Test Reports. Summary Test Reports and SDoCs are submitted by the manufacturer to the RKB website for review by DHS/OIC. Such Summary Test Reports and SDoCs may also be posted on the manufacturers company website

、. Grantees relying on Summary Test Reports and SDoCs for grant purposes will obtain such documents from the RKB website even if such documents are also posted on the manufacturers website. 4.3 TIA-102/P25 Product Compliance Assessment not pursuant to DHS/OIC P25 CAP In cases where TIA-102/P25 produc

、will be a Detailed Self Assessment Test Report issued by the laboratory conducting the testing. The Detailed Self Assessment Test Report outlines the specific tests in the overall list of tests available in the TIA-102 and P25 Standard documents that have been conducted as part of the particular TIA

、-102/P25 product assessment described and the detailed results of such testing. Once the Detailed Self Assessment Test Report issued by the laboratory conducting the testing has been released to and approved by the manufacturer, the manufacturer then issues a Summary Self Assessment Test Report (SSA

、TR). The SSATR is based upon the Detailed Self Assessment Test Report summarizing the particular tests conducted and the results of such testing. The manufacturer then issues a Manufacturers Compliance Statement (MCS) based on the contents of the Detailed Self Assessment Test Report. The MCS identif

In the SSATR, each test case for which testing was completed is broken out separately and a Pass, Fail, or N/A (not applicable) is assigned.
