    3、ce of such Standards and Publications shall not in any respect preclude any member or nonmember of TIA/EIA from manufacturing or selling products not conforming to such Standards and Publications, nor shall the existence of such Standards and Publications preclude their voluntary use by those other

    4、than TIA/EIA members, whether the standard is to be used either domestically or internationally. Standards and Publications are adopted by TIA/EIA in accordance with the American National Standards Institute (ANSI) patent policy. TIA/EIA INTERIM STANDARDS TIA/EIA Interim Standards contain information deemed to be of technical value to the industry, and are published at the request of the originating Committee without necessarily

    6、following the rigorous public review and resolution of comments which is a procedural part of the development of a TIA/EIA Standard. TIA/EIA Interim Standards should be reviewed on an annual basis by the formulating Committee and a decision made on whether to proceed to develop a TIA/EIA Standard on

    7、 this subject. TIA/EIA Interim Standards must be cancelled by the Committee and removed from the TIA/EIA Standards Catalog before the end of their third year of existence. Publication of this TIA/EIA Interim Standard for trial use and comment has been approved by the Telecommunications Industry Asso

    8、ciation. Distribution of this TIA/EIA Interim Standard for comment shall not continue beyond 36 months from the date of publication. It is expected that following this 36 month period, this TIA/EIA Interim Standard, revised as necessary, will be submitted to the American National Standards Institute

    9、 for approval as an American National Standard. Rejection of Undesired Annoying Calls (RUAC) is a screen

    15、ing service that blocks undesired annoying calls to the subscriber. Enhanced Preferred Language (EPL) uses Wireless Intelligent Network (WIN) capabilities to provide announcements to the subscriber in the subscribers preferred language. This document presents a recommended plan for the implementatio

    16、n of WIN capabilities that support these features. The WIN capabilities are for use in the Wireless Radiotelephone Service. GENERAL 1.2 This document describes the WIN capabilities needed for PRC, FPH, RUAC, EPL and AOC, and the intersystem operations to enable a wireless subscriber to use the intel

    17、ligent network capabilities in systems into which the subscriber roams. This document also describes service independent WIN capabilities to: obtain the location and status of a mobile station, support wireless number portability (WNP). OBJECTIVE The purpose of this document is to describe the WIN c

    41、 Charging (PRC) permits a wireless subscriber to be charged a premium rate for telecommunication services. The premium rate is different than the normal rate charged to the wireless subscriber; it may be a higher rate or a lower rate. The premium rate may be charged for the entire duration of the ca

    42、ll or for any part thereof. A number of criteria may be used to determine if a premium rate is to be applied. These criteria may be related to calling party or to called party characteristics. Examples of PRC criteria are: a. calling MS directory number b. called MS directory number c. d. e. time an

    43、d date identity of the party calling the MS digits dialed by the MS timeofday day of the week day of the year location of the MS at the time of telecommunication service invocation MSCID of Serving MSC f. non-public system identity (e.g., Private System Identifier, Residential System Identifier, Use

    44、r Zone) serving cell identity location area identity radio access characteristics such as priority access or type of bearer channel g. Applicability to Telecommunications Services PRC is applicable to circuit-switched telecommunication services. 5.A.1 Normal Procedures With Successful Outcome Author

    45、ization PRC may be generally available or may be provided after pre-arrangement with the service provider. De-Act vat ion PRC is de-activated upon de-authorization. Invocation PRC may be invoked for all calls or may be invoked only for calls that satisfy c

    48、riteria based on PRC factors (e.g., digits dialed). Normal ODeration With Successful Outcome When PRC is invoked, call information, the date and time, and location information are analyzed to determine if a premium rate is applied to the call. A premium rate may be applied to the radio access portio

    49、n of a call. A premium rate may be applied to the network access portion of a call. A premium rate may be applied to the invocation of a feature or service. Call Detail Record The system should record call detail information for the following: a. b. The premium rate applied to the radio access portion of the call.
