SANS 10304 consists of the following parts under general title, The classification of pesticides and stock remedies for sale and handling in South Africa: Part

    7、1: The classification of pesticides. Part 2: The classification of stock remedies. Annexes A and B form an integral part of this part of SANS 10304. Owing to the fact that information in respect of names and addresses of competent authorities and certification authorities dealing with dangerous good

    8、s are subject to change, details of the competent authorities and certification authorities are given in a general advice sheet provided with this part of SANS 10304. This advice sheet will be updated every six months and it is the responsibility of the competent authority/certification authority to

    13、fication of pesticides 1 Scope This part of SANS 10304 covers the classification of pesticides for sale and handling in South Africa. Each pesticide has been allocated to one of five danger groups in accordance with the degree of its intrinsic toxic properties. The allocation is based on World Healt

    14、h Organization (WHO) guidelines, as amended in accordance with South African requirements. 2 Normative references The following standards contain provisions which, through reference in this text, constitute provisions of this part of SANS 10304. All standards are subject to revision and, since any r

    15、eference to a standard is deemed to be a reference to the latest edition of that standard, parties to agreements based on this part of SANS 10304 are encouraged to take steps to ensure the use of the most recent editions of the standards indicated below.     19、oup group symbol that indicates the degree of toxicity or hazard posed by the property of a specific pesticide, in accordance with internationally recognized classifications 3.1.3 marine pollutant substance that meets the definition of a marine pollutant in accordance with protocol 1 to the Internat

    20、ional Maritime Organization Pollution Convention (MARPOL 73/78) and indicated with “P“ or “PP“ (in the case of a severe marine pollutant) and, when in a solution or a mixture of one or more marine pollutants, in a concentration which equals or exceeds: a) 10 %, by mass, of the solution or mixture fo

    21、r substances marked “P“; or b) 1 %, by mass, of the solution or mixture for substances marked “PP“. 3.1.4 pest insect, rodent or animal, unwanted plant (weed), fungus, or microorganism, for example a bacterium or a virus 3.1.5 pesticide organic or inorganic substance or mixture of substances used to

    25、is given in A.1. 4.1.2 An alphabetical list of pesticides for sale and handling in South Africa is given in A.2. It gives the common name(s) of the active ingredient(s), the GCPF abbreviation (formulation type), the concentration(s) of the active ingredient(s), a description of the physical state of

    26、 the product, the UN number (if available), the danger group and the colour code. NOTE Where possible, ISO common names have been used. 4.2 Annex B 4.2.1 An alphabetical list of pesticides is given in B.1. It lists a description of the physical state, the LD50, the danger group and the colour code o

    27、f the technical substance, and remarks. 4.2.2 Notes to B.1 are given in B.2. 5 Acute toxicity based on health effects 5.1 The LD50for acute oral toxicity, in milligrams per kilogram of body mass, is that dose of the pesticide that, when administered orally, is most likely to cause the death, within

    28、14 d, of 50 % of both male and female young adult albino rats. The number of animals tested shall be sufficient to give a statistically significant result and the test shall comply with good laboratory practice. 5.2 The LD50for acute dermal toxicity, in milligrams per kilogram of body mass, is that

    29、dose of the pesticide that, when administered by continuous contact for 24 h with the bare skin of both male and female albino rabbits, is most likely to cause the death, within 14 d, of 50 % of the animals tested. The number of animals tested shall be sufficient to give a statistically significant

    30、result and the test shall comply with good laboratory practice. 5.3 The LD50toxicity data of an active ingredient, as determined by the WHO, are used for the classification of a pesticide. If the WHO toxicity data are not available, the value of another internationally recognized source, for example

    31、 that of The pesticide manual, can be used. 5.4 Experimental toxicity data take precedence over a calculated toxicity value for the classification of a pesticide formulation. In cases where experimental toxicity data are not available, the procedure given in 6.1.3 to 6.1.9 shall be followed. 5.5 Whe

    32、n the acute toxicity in animals of a commercial pesticide has been determined, the pesticide shall be classified in one of five danger groups in accordance with table 1 (also see 6.1). SANS 10304-1:2008 Edition 1.1 6 6 Danger grouping of pesticides 6.1 General 6.1.1 Pesticides for sale and handling

    33、in South Africa have been assigned to five danger groups, as follows: danger group Ia: pesticides that present a very severe risk of poisoning danger group Ib: pesticides that present a high risk of poisoning danger group II: pesticides that present a moderate risk of poisoning danger group III: pes

    34、ticides that present a slight risk of poisoning danger group IV: pesticides that are unlikely to present a risk of poisoning in the course of normal use. 6.1.2 The danger grouping criteria given in table 1 are applicable to the labelling and marking of pesticides for purposes of sale and handling in

    35、 South Africa only. Classification of pesticides for purposes of transportation shall be done in accordance with SANS 10228.     37、 example, liquid state or high volatility), any special likelihood of penetration and special biological effects. 6.1.4 In cases where no history of poisoning in humans is available, the allocation of a pesticide to a danger group shall be based on data obtained from animal experiments. 6.1.5 In cas

    38、es where two or more routes of administering a pesticide exhibited different orders of toxicity, the allocation of that pesticide to a danger group shall be based on the higher degree of danger. SANS 10304-1:2008 Edition 1.1 7 6.1.6 In cases where it is not practical to determine the experimental to

    39、xicity of a solid dry pesticide that contains a single active ingredient and the LD50of the active ingredient is known, the LD50of the pesticide formulation can be calculated by using the following formula: LD50f = aa100PLD 50where LD50fis the LD50value for the pesticide, in milligrams per kilogram;

    40、 LD50ais the LD50value for the active ingredient, in milligrams per kilogram; Pais the percentage (by mass) of the active ingredient in the pesticide. 6.1.7 In cases where a pesticide contains several active ingredients, the danger group allocation shall be based on the LD50of the pesticide formulat

    41、ion as a whole, in accordance with the criteria given in 6.1.3 to 6.1.5 (inclusive). 6.1.8 In cases where it is not practical to determine the experimental toxicity of a solid, dry pesticide that contains several active ingredients and the LD50s of the individual active ingredients are known, the LD

    42、50of the pesticide formulation can be calculated by using the following formula: mzzbbaa100TTCTCTC=+ where C is the concentration of active ingredients a,b.z in the pesticide, as a percentage (by mass); T is the oral LD50of active ingredients a,b.z, in milligrams per kilogram; Tmis the oral LD50of t

    43、he pesticide as a whole, in milligrams per kilogram. 6.1.9 The formula given in 6.1.8 can also be used to determine dermal toxicity, provided that information is available on the same route of toxicity for all the active ingredients of the pesticide formulation. The use of this formula does not take

    44、 into account any potentiation or protective phenomena. 6.1.10 In cases where it is not practical to determine the experimental toxicity of a liquid pesticide, the formulation shall be classified in accordance with the LD50of the active ingredient. If more than one active ingredient is present in a

    45、liquid pesticide, the formulation shall be classified in accordance with the LD50of the most toxic active ingredient. 6.2 Special provisions for the danger grouping of rodenticides The danger groupings of rodenticides for sale and handling in South Africa are allocated as follows: danger group la: l

    46、iquid formulations danger group II: single feed formulations danger group III: multiple feed formulations SANS 10304-1:2008 Edition 1.1 8 7 Packaging 7.1 For the purposes of this part of SANS 10304, packaging constitutes the following: a) a sales unit to the consumer at the point of purchase; b) gro

    47、uped packaging or secondary packaging of a certain number of sales units to be sold as such to the final user or consumer. The packages can also be used to replenish the shelves of a retailer; and c) transport packaging to facilitate handling and transport of a number of sales units or grouped packa

    48、ging in order to prevent damage due to physical handling and transport. NOTE Transport packaging for sale and handling does not include road, rail, ship and air containers. 7.2 Packaging shall be of good fabrication and shall be so designed, constructed and closed as to prevent deformation, leakage

    49、or sifting of the contents due to vibration, stacking, impact or changes in environmental conditions, such as temperature, pressure or humidity, that can be encountered during handling and transport. 7.3 A United Nations (UN) number (see 3.1.5 and A.2) is assigned to a pesticide formulation classified as hazardous for transportation in accordance with SANS 10228. The packaging of such a formulation shall comply with the requirements of SANS 10229-1. 7.4 The material that constitutes the packaging and closing devices sha
