Foreword This South African standard was approved by National Committee StanSA TC 5120.27, Steering committee for construction of motor vehicles, in accordance with procedures of Standards South Africa, in compliance with annex 3 of the WTO/TBT

    8、 agreement. This document was published in May 2008. This document supersedes SABS 0241:1993 (edition 1.1). A vertical line in the margin shows where the text has been technically modified by amendment No. 2. Reference is made in clause 3, 7.1.1, 7.2, clause 11, appendix D and annexes 1, 2 and 3 to

    9、the “relevant national authority”. In South Africa this means the Department of Transport. Amdt 2 Appendix D and annexes 1, 2 and 3 are for information only. Introduction This standard sets out the terms and conditions, and certain related information, concerning tachograph centres in South Africa,

    10、for the installation, repair, checking on installation and subsequent inspection of recording equipment on a general public basis. The Technical Committee responsible for this standard accepted most of the text of the British Department of Transport Standard Tachograph recording equipment Approval o

Testing and inspecting procedures are given for tachographs that comply with the requirements of SANS 1558 and, where applicable, for on-board computers that comply with the requirements of SANS 1552. NOTES 1 This standard does not apply to the original equipment manufacturers unless they have app

    16、lied for approval as tachograph centres. 2 Throughout this standard reference to tachographs is deemed to include on-board computers, unless otherwise stated. 2 Normative references The following standards contain provisions which, through reference in this text, constitute provisions of this standa

All standards are subject to revision and, since any reference to a standard is deemed to be a reference to the latest edition of that standard, parties to agreements based on this standard are encouraged to take steps to ensure the use of the most recent editions of the standards indicated belo

    19、tion For the purposes of this standard, the following definition applies. approved workshop tachograph centre that has been approved by a competent authority appointed by the relevant national authority (see foreword) Amdt 2 SANS 10241:2008 Edition 1.2 4 Part l Introductory notes 4 Deleted Part ll C

    20、onditions relating to premises and equipment 5 Approved workshops for recording equipment (tachograph centres) shall meet certain minimum requirements in respect of equipment and availability of facilities to ensure that the work for which approval is granted may be completed in an efficient and com

    21、petent manner. 6 Premises 6.1 The tachograph centre shall have a potential for carrying out final installation, inspection, calibration and repair of tachograph recording equipment on 2 000 vehicles per annum (As a general rule, the provision of two commercial vehicle work bays should be adequate fo

    22、r this purpose if they are used exclusively for tachograph work.); provided that in certain circumstances, i.e. in areas of low vehicle density, where no alternative facilities exist, a tachograph centre may offer facilities for an annual throughput of less than 2 000 vehicles. 6.2 The tachograph ce

    23、ntre shall provide off-road parking facilities for at least two commercial vehicles with easy access. 6.3 Work bays used for tachograph work shall be capable of accepting vehicles up to 4,3 m high, 12,5 m long and 2,6 m wide. (Vehicles of greater dimensions which require service may only be dealt wi

    24、th at centres where suitable facilities exist.) NOTE Double-decker buses can be 4,65 m high. 6.4 Undercover facilities for viewing and working on the underside of vehicles shall be provided. These may be in the form of a suitable pit, hoist or lift. Commercial vehicle jacks are unacceptable. Where t

    25、here is a pit, it shall be at least 5 m in length. In every other case, provision shall be made for the vehicle to be raised at least 1 m from floor level with at least 4,5 m headroom above the platform on which the vehicle will stand. 6.5 A clean workshop area incorporating a work bench shall be se

    26、t aside adjacent to the tachograph work bays where adaptor gearbox assembly and repair work may be undertaken when required. The equipment used for calibrating tachograph head units shall also be located in this area. 6.6 Suitable arrangements shall be made for the safe custody by the centre of reco

    27、rds, installation plaques, plaque holders and sealing pliers and punches at all times. A lockable steel cabinet or safe is a minimum requirement for the protection of these items when not in use. 6.7 There shall be sufficient storage facilities for essential items of equipment and spares, for exampl

    28、e, drive cables and adaptor gearboxes. SANS 10241:2008 Edition 1.2 5 7 Equipment and facilities 7.1 The following shall be provided from the list of equipment and facilities approved by the relevant authority: Amdt 2 7.1.1 Equipment a) Tachograph roller test rig, for vehicle calibration. NOTE SANS 1

    29、558 allows for calibration and testing using a straight and level surface of 1 km at a speed of 50 5 km/h. The tachograph roller test rig provides the means of simulating these conditions in the workshop. To carry out such a test without this equipment would entail the exclusive use of a straight an

    30、d level testing ground, a r/min distance counter and an accurate vehicle speed indicator other than the instrument under test. However, the relevant national authority (see foreword) may approve as an alternative, any arrangements which in its view fully and efficiently meet the appropriate requirem

    31、ents set out in this standard. Amdt 2 b) Tachograph instrument portable drive test unit, suitable for use on the work bench and in the cab of the vehicle. c) Clock tester, to test the accuracy of the tachograph time clock. d) Optical record sheet (chart) analyser, which is a magnifying device for ch

    32、art analysis and verification of recordings made. 7.1.2 Slow-speed calibration facilities (20 m track) (see 9.3(d) 7.2 The following shall also be provided: e) Sealing pliers and punches, incorporating the identification mark allocated to the centre by the relevant national authority (see foreword)

    33、and a supply of appropriate seals (see appendix D). Amdt 2 f) Tyre pressure gauge. g) Compressor, capable of supplying air at pressure up to 900 kPa. h) Adequate specialist tools, in accordance with the recommendations of the tachograph manufacturers concerned. 7.3 The items of equipment referred to

    34、 in paragraphs 7.1(a), (b) and (c) above shall be recalibrated at least every 12 months and a current calibration certificate shall be held by the centre. The certificate shall indicate that the accuracy of the equipment is within the tolerances laid down in this standard (paragraph 9.9) for such eq

    35、uipment. Part lll Conditions relating to the testing of recording equipment 8 Conditions relating to vehicles 8.1 Any measurement of recording or visual errors in recording equipment, on installation or during use, shall only be undertaken in the following circumstances: a) The vehicle shall be unla

    36、den and in normal operating condition. b) The tyres fitted to the vehicle shall comply with the relevant road traffic regulations. SANS 10241:2008 Edition 1.2 6 c) The tyre pressures should be in accordance with the tyre manufacturers recommendations, for the A rating per axle. 9 Testing procedure 9

    37、.1 All tachograph visual and recording equipment shall be checked both on initial installation and subsequently after any repair operation conducted by the centre which has, or in the opinion of that centre may have, altered materially the characteristic coefficient (w) of the vehicle (w is the spee

    38、dometer drive pinion revolutions per kilometre). This check shall also be carried out where a vehicle is presented for the annual roadworthiness test. NOTE The work involved in checking is essentially the same in all these cases. The intention of the check is to ensure that the equipment is of a typ

    39、e which has been approved by the relevant authority, and that it functions with overall visual and recording errors which are not outside the limits of accuracy laid down in SANS 1558. The check may be carried out before sealing the connections to the tachograph head, adaptor/two-speed unit and the

    40、gearbox drive output at installation. Amdt 2 For periodic inspections, this procedure will involve the breaking of seals. 9.2 The centre shall check whether the equipment (on-board computers excluded) is of a type which has received approval from the relevant authority. Amdt 2 a) Tachograph head: En

    41、sure that a descriptive label is satisfactorily displayed on the equipment, and that it contains the correct information (paragraph 9.7). The descriptive label should be built into the equipment and must be visible when installed or easily accessible inside the case. b) Record sheets (tachograph cha

    42、rts): Check whether the information printed on the chart(s) meets the specification laid down (paragraph 9.8) and whether the chart is compatible with the tachograph head for the purpose of conducting the test. 9.3 The centre shall check whether the error of the visual and recording instrument lies

    43、within the limits of accuracy for bench testing laid down in paragraph 9.9 and whether the overall error in the complete installation (including the adaptor gearbox) is within the limits specified in paragraph 9.6 (on-board computers excluded). a) Tachograph head calibration: Any fault detected duri

    44、ng the following procedure shall be rectified and a fresh test chart produced before the tachograph head is resealed. i) Remove the tachograph drive cable from the output of the adaptor gearbox (if installed), or if appropriate from the output of the two-speed unit in instances when a two-speed axle

    45、 is fitted to the vehicle, breaking the seals if necessary. ii) Check the tachograph drive cable for excessive rotational resistance and rectify if necessary. iii) Connect a tachograph instrument portable drive test unit to the tachograph using a suitable length of cable and adaptors to enable both

    46、the tachograph and driving unit speed display to be clearly read from within the cab of the vehicle, or remove the tachograph and test it on a test bench. iv) Ensure that the power supply is connected and that the clock is functioning. v) Insert a new drivers chart in the tachograph, after marking t

    47、he following information in convenient positions on the chart: chart identification, i.e. test chart testers name vehicle registration number tachograph make and serial number date of test SANS 10241:2008 Edition 1.2 7 distance recorder (odometer) reading at start of test At the end of the test mark

    48、 on the chart: Distance recorder (odometer) reading at end of test; and Distance covered during test. vi) Ensure that the chart position and the time indicated by the clock coincide. vii) Close the tachograph case, and lock with the main key or driver 1 key, if applicable. viii) Check that the tacho

    49、graph scale illumination is satisfactory. ix) Switch on the portable driving unit and steadily increase the units speed to full scale deflection on the tachograph speed scale. Compare the indicated speeds of the unit with those indicated by the tachograph speed pointer at several speeds. NOTE With the tachograph installed, speed readings should be free from oscillation, and easily discernible. x) Decrease the driving speed rapidly to zero.
