SCOPE This document provides an industry-recommended framework for establishing agreements to e

    12、nsure that seats with integrated electronic components (e.g., actuation system, reading light, inflatable restraint, IFE, etc.) meet the seat TSO Minimum Performance Standard. These agreements will allow Seat Suppliers to build and ship completed, integrated and approved seat assemblies under TSOA w

    13、ith electronics included. The document presents the roles, responsibilities and accontibilities of the Electronics Manufacturer, the Seat Supplier, and the Seat Installer/Electronics Activator in the contextof AC 21-49 Section 7.b Type Certification using TSO-approved seat with electronic components

    14、 defined in TSO design. This document applies to all FAA seat TSOs (C39(), C127()etc). Only the TSO attributes of integrated electronic components that affect the seat TSO compliance (e.g., component strength and attachment under static and dynamic loading conditions, delethalization, flammability,

    15、HIC, and lumbar loads) are addressed. The approval for the integration of the electronics will fall, in part or in full, under the type design authority of the Seat Installer rather than the Seat Supplier shipping the integrated seat. The defined responsibilities, areas of authority and accountabili

    16、ty of each party, as well as necessary communication protocols, must ensure configuration management, design control and quality control. These definitions, controls and protocols are agreed (thru normal commercial agreements and binding contracts) and adhered to by all parties ensuring all parts in

    17、 the supply chain remain approved (e.g. certified and conformed). This document primarily focuses on the relationship between the Seat Supplier and the Electronics Manufacturer. Table A1 of Appendix A of this document contains information which details the key characteristics of electronic component

    18、s derived from the Change Impact Analysis characteristics identified in AS9016 (see Reference), tailored to the specific needs of AC 21-49, that require review to ensure proper compliance with the TSO requirements per Table 1 of AC21-49. Additionally, Appendix B has been included to outline a typica

    19、l data approval and change management process tailored specifically for ensuring proper communication links are established between all parties. There are many different ways to ensure design and quality control procedures are in place to meet AC21-49 Section 7.b requirements through the established

    20、 process identified in this document. While the responsibility rests solely with the Seat Supplier to ensure all TSO attributes identified in Table 1 of AC21-49 are acceptable, Appendix C has been included to outline the process for authorization of Electronics Manufacturers to assess the impact of

    21、changes in their equipment on the TSO attributes. This authorization will allow the classification of the change and the appropriate handling of the implementation of the change. 1.1 Regulatory and Business ModelIt is important to recognize that industry and the FAA have different needs when it come

    22、s to getting a seat with electronic components approved for use in an aircraft. The FAA looks at certification strictly from a regulatory point of view and to whom they issue the various approvals. The FAA holds the approval holder responsible for ensuring all aspects under that approval are met, re

    23、gardless of how industry establishes the business arrangements. For industry, we have to meet regulatory obligations under each approval, but have the flexibility of establishing business agreements to achieve those obligations. This document will define the responsibilities from both a regulatory p

    24、erspective and a business perspective. Without commitment to establish and maintain these business agreements, success will not be achieved in meeting regulatory responsibilities. There are many different ways a seat with electronic components can be approved for use in an aircraft. However, the gui

    25、dance that follows is based on one acceptable model that has widespread use and involves multiple entities - including Seat Installers, Seat Suppliers, and Electronics Manufacturers as defined below. Seat Supplier: A party that attains a TSO approval for the seat with integrated electronic component

    26、s. A TSO approval can be either a TSO authorization (TSOA) or letter of TSO design approval (LODA). SAE ARP6448 Page 4 of 32Seat Installer: A party that attains a TC (or STC) for the installation and activation of the seat with integrated electronic components in the aircraft. The TC/STC approval co

    27、vers the seats installation into the aircraft and the installation and activation of the electronic components. In some instances the Seat Installer responsibilities may be divided or shared between a Physical Seat Installer and an Electronic System Activator, as defined in Section 3 of this documen

    28、t. A Physical Seat Installer attains approval for seats physical installation into the aircraft, only without activating the seatselectronic components. The electronic system activator attains approval for the activation of electronic components. Electronics Manufacturer: A party that supplies elect

    29、ronic components to be used in the installation and collaborates with both the Seat Supplier and the Seat Installer. The Electronics Manufacturer may be a production approval holder. 1.1.1 Overview of Responsibilities (Post AC21-49 Business Practice) 2. APPLICABLE DOCUMENTS The following publication

    35、proval from the Seat Supplier before changes are implemented for Class 1 changes in order to address TSO approval of the seat. The Electronic Manufacturer must also seek approval for design changes from the affected Seat Installer prior to implementation in accordance with established agreements bet

    36、ween these parties. The Electronics Manufacturer must submit design data to the Seat Supplier for Class 2 changes needed to meet Section 7.b of AC21-49. Changes that affect attributes outside of AC 21-49 Table 1 are to be addressed by the Seat Installer (see paragraph 9 of AC 21) and are outside the

    37、 scope of this ARP. See Appendix B for further details. SAE ARP6448 Page 9 of 325.4 Quality Control (Per AC21-49, Section 7.b) The Electronics Manufacturer is responsible for providing electronic components for integration into the TSO Seat that conform to Electronics Manufacturer type design. The E

    38、lectronics Manufacturer is required to coordinate changes related to the quality system to the Seat Supplier and the Seat Installer. 5.5 Continued Airworthiness The Electronics Manufacturer will ensure proper configuration management of the components and the system that they manufacture and will co

    39、ordinate changes with both the Seat Supplier and the Seat Installer to ensure that changes will not affect the seat TSO or the aircrafts certification or airworthiness. 6. SEAT SUPPLIER RESPONSIBILITY* 6.1 Overview (Per AC21-49, Section 7, Section 12 Table 2) The Seat Supplier obtains a TSO approval

    40、 and is responsible for showing compliance to the requirements of the seat TSO (e.g., TSO-C39c or TSO-C127a) for seats with integrated electronic components. The Seat Supplier must also adhere to all configuration and quality management agreements with the Seat Installer, as required, to ensure that

    41、 type design, as certified for aircraft installation, is maintained. The Seat Supplier is responsible for preparing compliance documentation for TSO requirements as required by the FAA and other seat design requirements as specified by the Seat Installer. 6.2 Design Definition (Per AC21-49, Section

    42、6, Section 8, Section 12 Table 2) As part of an appropriate agreement, the Seat Supplier will review all electronic component integration requirements provided by the Seat Installer and Electronics Manufacturer, including any owner/operator requirements and develop a compliant design for both the TS

    43、O and the Seat Installer. The Seat Supplier must also provide the Seat Installer with Design data to demonstrate that the integration of the electronic components and wiring in the seat meet all TSO, Seat Installer, Electronics Manufacturer and regulatory requirements. 6.3 Configuration Management (

    44、Per AC21-49, Section 7.b, 14 CFR Part 21 Subpart O) Under this agreement, the Seat Supplier is responsible for coordinating with the Seat Installer to ensure the Seat Installers TC/STC configuration management requirements are met. Compliance by the Seat Supplier to the Seat Installers requirements

    45、will ensure the certified baseline type design configuration for the entire integrated seat assembly is maintained. The Seat Supplier is responsible for the review and approval of changes communicated to them by the Electronics Manufacturer and the Seat Installer to ensure the TSO approval is mainta

    46、ined. The Seat Supplier is also responsible for maintaining configuration management and a quality system as required by the FAA. 6.4 Quality Control (Per AC21-49, Section 7.b, 14 CFR Part 21 Subpart O) The Seat Supplier is responsible for providing TSO seats with integrated electronic components th

    47、at conform to the seat design approved under the TSOA (or LODA) and meet the Seat Installers requirements. The Seat Supplier is also required to ensure the electronic components integrated in TSO seats meet and will continue to meet Table 1 Attributes of AC21-49 covered under the applicable seat TSO

    48、. 6.5 Continued Airworthiness (Per AC21-49, Section 7.b, 14 CFR Part 21 Subpart O) The Seat Supplier must ensure that replacement or spare parts (e.g. integrated seats with electronic components or electronic components themselves) which they provide conform to the applicable TSO approved design. Th

    49、e Seat Supplier must continue to evaluate changes to integrated electronic components to verify that the integrated seat will meet the minimum performance standards (MPS) of the appropriate TSO. * When the electronic components are provided by the Seat Supplier, the Seat Supplier is responsible for providing the design definition to the Seat Installer.
