3、urces.Description of Driving Event: The Project, like many others, was susceptible to the changing requirements and priorities characteristic of research and development activities. Since the Project was one of several in its parent Programs portfolio, additional challenges arose in times of Agency
4、resource adjustment. Although, the Project was successful at meeting its objectives, the Program often elected to increase the funding of its other projects (projects which were not as successful in meeting their milestones but may have been more successful at advocating for additional resources). 5、he result was that the Projects efficiency and effectiveness, while high, was at times hindered because it could not secure needed resources during its critical phases.Lesson(s) Learned: 1.
