While some of these differences were cultural, many were driven by higher-level requirements such as treaties and other international agreements. The Projects unfamiliarity with these differences lead to
3、difficult negotiations and un-necessary uncertainty in several of the Projects data requirements.Lesson(s) Learned: While other Government Agencies may have specific operating requirements and environments, not all may be applicable to your project. Unless the Project has a thorough understanding of
4、 how these other entities operate, it may expend more resources than necessary to complete agreements and meet requirements.Recommendation(s): Enlist, use, recruit, or call in part-time advisors with expertise in working with particular agencies. Get other Agency commitments in writing, and monitor
